EuropeAid/127427/C/SER/Multi TERMS OF REFERENCE For Short Term Expert (STE) to prepare Needs Assessment Report for TACSO 2 in Croatia Background of the assignment General objective of the project “Technical Assistance to Civil Society Organisations” (TACSO) is to strengthen the overall capacities and accountability of the Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services and a sustainable role of the CSOs in the democratic process. The main objectives of the project are: -To increase and improve the capacity and actions of CSOs and -To improve the democratic role of CSOs. Implementation of the TACSO project in the period 2009-2011 was based on the needs assessment conducted in each of the participating countries during the inception phase of the project, in the fall 2009. The purpose of this assignment is to review and update the initial needs assessment report for Croatia in order to capture changes during the last two years, especially regarding the institutional framework for civil society development. The country report will provide an input for the report on needs assessment on the regional level. It will also serve as a basis for the TACSO Croatia working plan 2011-2013. Scope of the assignment Short Term Expert will provide assistance to the TACSO Croatia Office in the following: Developing plan for reviewing and updating the Croatia Needs Assessment Report 2009 (available at: http://www.tacso.org/documents/reports/?id=76) Collecting data for the Croatia Needs Assessment Report 2011 according to the previously agreed methodology Preparing first draft of the report Presenting draft report to the main TACSO stakeholders Preparing final report Deliverables/results: 1. Data collection plan (until 18 August, 2011) 2. Draft report (until 2 September, 2011) 3. Presentation for the TACSO Croatia stakeholder (second half of September) 4. Final report in English (until 30 September, 2011) The work will be conducted in close cooperation with the TACSO Croatia Resident Advisor. Location of the assignment Croatia Duration and timing of the assignment: Up to 12 working days in the period from August – September 2011 Profile of the STE: University degree (advanced degree is an asset) Minimum 5 years of professional experience in the field of civil society development Proven research and writing experience Excellent knowledge of civil society sector in Croatia Good understanding of the TACSO project on the national and regional level Strong computer literacy Fluency in written and spoken English and Croatian. Applicants must be independent and free from any conflict of interest. Monitoring and evaluation of the STE The activity will be monitored by the TACSO Resident Advisor. The STE will deliver a Final mission report to the TACSO Office before remuneration.
