TERMS OF REFERENCE
for Senior Short-Term Experts (STEs) to facilitate/moderate sessions during the regional
strategic workshop “Connecting the Links - Capacities and Relations between CSOs and
the Media” (Priština, 18 June 2013)
Background of the assignment
The general objectives of this project are to strengthen the overall capacities and
accountability of Civil Society Organisations (CSOs) within the Instrument for Pre-Accession
Assistance (IPA) beneficiaries and to guarantee the quality of services of CSOs and a
sustainable role of the CSOs in the democratic process. The main purposes of the project are
to:
 increase and improve the capacity and actions of CSOs and to
 improve the democratic role of CSOs.
An important activity under this heading is raising visibility, increasing knowledge and
gaining insight on relations and opinions that the media have towards CSOs; CSO visibility in
the media and the opinion of CSOs on the role of the media; and the capacity building of the
CSOs in their relations with the media.
A report that was recently published by TACSO, The Missing Link: CSO-Media Relations
and other similar reports are showing a more or less clear direction for the relations between
CSOs and the media. This direction indicates that the trust between the media and CSOs is not
very high; the media do not see CSOs as a helper in building democracy and reaching the
citizens; CSOs do not see the media as an independent actor towards the civil society and the
citizens; and neither have strategies on how to work together. This regional workshop is seen
as a first step into this direction.
The results of the workshop are expected to provide initial plans on the short and long term
perspective for developing the capacities of CSOs and the media in regards to procedures,
standards and strategies in a local context with a specific focus on CSOs.
Scope of the assignment
STEs will provide assistance to the TACSO Regional Office in the following:
 Preparing information materials for the workshops
 Facilitating/moderating workshops
 Preparing a final report in English

Kosovo declaration of independence.

Deliverables/results
By the end of the assignment, the STEs should have finalized or delivered:
 information materials for workshop discussions
 a facilitation of the workshop discussions
 reports from the interactive discussions
Location of assignment
Priština, Kosovo
Duration and timing of the assignment
Up to 20 days in the period from 01 May until 30 June 2013. We expect to engage a team of
three to four facilitators with each team member having two to five working days (including
preparation, implementation and reporting).
Monitoring and evaluation of the STEs
The work will be coordinated by the TACSO Communication Officer. The STEs will deliver
a final report to the TACSO Regional Office before remuneration.
Profile of the STE
 University degree (advanced degree is an asset);
 Minimum ten years of professional experience in the field of CSO capacity building,
organisational development, partnership building and similar;
 Proven professional experience in facilitating/moderating civil society relevant events;
 Proven professional experience in curriculum development, design, creation of
training materials, manuals, execution of training programmes, workshops etc.;
 Proven professional experience in coaching/consulting/advising;
 Good understanding of civil society development in the Western Balkans and Turkey;
 Good understanding of the media in the Western Balkans and Turkey;
 Strong computer literacy;
 Fluency in written and spoken English
Application procedure

 CV in EU format, indicating three references from similar assignments
 Motivation letter specifying area of expertise;
 Proposed estimated remuneration;
 Unedited writing samples in English
