EuropeAid/127427/C/SER/Multi – additional services TERMS OF REFERENCE Short Term Expert(s) for Capacity Assessment of Local Community Foundations in Croatia Background of the assignment The general objectives of this project are to strengthen the overall capacities and accountability of the Civil Society Organisations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to: increase and improve the capacity and actions of CSOs and to improve the democratic role of CSOs. The aim of this assessment is to contribute to development of local philanthropy, especially to the development of local community foundations as the main source of funding for smaller CSOs in rural areas. There are currently 186 registered foundations in Croatia, ranging from private foundations established to support students from a specific region to public foundations such as the National Foundation for Civil Society Development established in 2003 and developing into the key donor for Croatian CSOs or Kultura Nova, the most recent public foundation, established with specific goal of supporting CSOs in the field of culture and art. There are currently only few local community foundations, the most prominent being four local community foundations established in each of the main Croatian regions. The assessment will seek to identify all local community foundations in Croatia and look into their capacity to make use of the EU funds in the upcoming period, especially upon Croatian accession to the EU. Scope of the assignment The STE(s) will conduct assessment focusing on the following topics: Local community foundations' capacity to absorb EU funds (How often did they apply for EU funds? How successful have they been in obtaining the funds? What thematic areas did they cover through the EU funds obtained?) Philanthropy in EU funds (What are the possibilities to support philanthropy through EU funds, especially through ESF and ERDF? What are the possibilities for sub-granting within grants awarded?) 2 Importance of local community foundations for smaller CSOs in rural areas (How did the local community foundations contribute to their establishment and sustainability? What are the main challenges in supporting smaller CSOs?) Activities to be carried out Define detailed scope of the assessment Define methodology and appropriate assessment tools Collect, review and analyse relevant data Organise and facilitate workshop for local community foundations’ representatives Prepare draft report with findings and recommendations Present draft report to the TACSO and other stakeholders Prepare final report Deliverables/results By the end of the assignment, the STE should have finalized: Assessment plan 1 – 1,5 day workshop for local community representatives Draft assessment report in PPT format with preliminary findings and recommendations Final evaluation report with findings and recommendations Assessment report should be in Croatian language, with an executive summary in English. Location of assignment Croatia Duration and timing of the assignment The assignment needs to be conducted from 24 September until 7 December 2012 with duration of 14 working days in total. Profile of the STE University degree in Social Sciences, Humanities or other suitable discipline At least 8 years of experience with civil society development At least 5 years of experience in various types of assessments Excellent communications skills and fluency in Croatian and English Good understanding of functioning of local community foundations in Croatia Applicants must be independent and free from any conflict of interest. Note that civil servants may not be recruited as STE without prior written approval from the Contracting Authority. The STE will deliver final report in Croatian language, with an Executive Summary in English, to the TACSO Croatia Resident Advisor before remuneration.
