TERMS OF REFERENCE
Short Term Expert(s) for an external evaluation of the Council for Civil Society
Development (CCSD) of the Government of the Republic of Croatia in the period 2007. –
2012.
Background of the assignment
The general objectives of this project are to strengthen the overall capacities and accountability
of the Civil Society Organisations (CSOs) within the IPA beneficiaries and to guarantee the
quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The
main purposes of the project are to:
 increase and improve the capacity and actions of CSOs and to
 improve the democratic role of CSOs.
An important activity under this heading is strengthening relationship between civil society
organizations and government. During the first phase of the TACSO project various types of
assistance have been provided in order to strengthen capacity of the institutional mechanisms for
civil society support. Among other things, assistance has been offered in drafting new National
Strategy for Creating an Enabling Environment for Civil Society Development (2012 – 2016)
and to the CCSD which has been established as an advisory body to the Government of the
Republic of Croatia with the aim to improve cooperation between the Government and the civil
society organizations in implementation of the previous National Strategy (2006 – 2011)
The purpose of this assignment is to conduct an external evaluation of the CCSD in the period
2007. – 2012. This evaluation is conducted as an activity in implementation of the National
Strategy for Creating an Enabling Environment for Civil Society Development in the period
2012-2016, according to the measure which aims to improve effectiveness of the current and
establish new types and models of the institutional mechanisms for supporting civil society
development (measure 1., activity 1.1.).
Scope of the assignment
The STE will conduct evaluation of the work of the CCSD in the period 2007 – 2012 according
to the following key evaluation questions:


To what extent did the CCSD perform the tasks defined in the Decision on the
Establishment of the CCSD?
How effective has been the CCSD in performing its tasks?

What were the key successes of the CCSD during the observed period?
What were the key challenges in the work of the CCSD during the observed
period?
How to ensure sustainability of the CCSD as an institutional mechanism for
supporting civil society development?
Evaluation report provide recommendations on the ways to improve effectiveness of the CCSD
in the upcoming period and on the changes needed for that purpose in the new Decision on the
Establishment of the Council for Civil society Development (to be released in November 2012).
Evaluation will be conducted in cooperation with the Director of the Government office for
Cooperation with NGOs of the Government of the Republic of Croatia, President of the Council
for Civil Society Development and TACSO Croatia Resident Advisor.
Activities to be carried out






Define detailed scope of the evaluation assessment
Define methodology and appropriate assessment tools
Collect, review and analyse relevant data
Prepare draft report with findings and recommendations
Present draft report to the CCSD and other stakeholders
Prepare final report
Deliverables/results
By the end of the assignment, the STE should have finalized:



Evaluation plan with methodology
Draft evaluation report in PPT format with preliminary findings and recommendations
Final evaluation report with findings and recommendations
Reports should be in Croatian language, with summaries in English.

Duration and timing of the assignment
The assignment needs to be conducted from 17 September until 19 November 2012 with
duration of 14 working days in total.
Profile of the STE


University degree in Social Sciences, Humanities or other suitable discipline
At least 8 years of experience with civil society development

At least 5 years of experience in evaluations and other types of assessments
Excellent communications skills and fluency in Croatian and English
Good understanding of institutional mechanism for support to civil society in Croatia
Applicants must be independent and free from any conflict of interest. Note that civil servants
may not be recruited as STE without prior written approval from the Contracting Authority.
Monitoring and evaluation of the STE
The activity will be monitored by the TACSO Croatia Resident Advisor and Team Leader.
The STE will deliver final report in Croatian language, with an Executive Summary in English,
to the TACSO Croatia Resident Advisor before remuneration.
