Technical Assistance to the Civil Society Organisations 2 (TACSO 2) from the IPA Beneficiaries EuropeAid/133642/C/SER/Multi TERM OF REFERENCE One Junior Short Term Expert (STE) For Support to CSO Help Desk and Technical Assistance and Assistance with Administrative Tasks Background of the assignment The general objective of the project Technical Assistance to the Civil Society Organisations 2 (TACSO 2) from the Instrument for Pre-Accession Assistance (IPA) Beneficiaries 2 is to strengthen civil society within a participative democracy, to stimulate a civil society-friendly ‘environment’ and culture, as well as the general objective to strengthen the overall capacities and accountability of Civil Society Organisations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of CSOs and a sustainable role of CSOs in the democratic process. The main purposes of the project are to: increase and improve the capacity and actions of CSOs; and improve the democratic role of CSOs TACSO National Office in Turkey is responsible for operating a help desk, where they provide technical assistance on request-bases to CSOs and civil initiatives, along with more structured supports for improving capabilities of CSOs and civil initiatives for participation in decision making processes. TACSO Turkey aims to enhance its services to CSOs with a support from a junior expert; specifically those via help desk and direct TA. Scope of the assignment: The junior short-term expert will provide assistance to the TACSO Turkey team (TAT) with regards to providing assistance in help desk activities, direct technical assistance activities, organization of direct support activities, as well as providing general support in administrative tasks of TAT. The Expert is expected to spend at least 8 hours on weekly bases at TACSO Turkey Office in Ankara. The schedule for office hours shall be coordinated and agreed with TAT. The Expert shall be resident in Ankara and shall be available for travel in country if required. Activities to be carried out: - Providing supports to TACSO TAT on direct technical assistance activities and help desk supports. Civil Society Organisations Turkey Support to organization of all TACSO events’ information documents (training participants lists, Technical assistance registries, contact sheets, help desk applicants etc.) to provide input for information management system as well as data registrations to TACSO Turkey Database. Support to administrative activities required in consultation with TACSO team such as: Providing translation of Turkish-English and English Turkish texts Drafting and/or editing texts for web site or communication materials on request of TAT Providing support on proofreading/ editing of regular reports/ documents in accordance with requirements of TAT Providing support on logistical and organizational matters for technical assistance to CSOs Research on any additional subject in accordance with requirements of TAT Providing support on keeping meeting minutes when required. Supporting document management and supporting RA/AFO on such requirements Supporting the TAT on daily requirements for office maintenance; including acting as first point of meet &greet. Deliverables/results By the end of the assignment, the STE should have finalized or delivered: Support services to TACSO Turkey works for capacity building of CSOs Location of assignment Ankara (travel to other provinces of Turkey might be required depending on the needs of TAT) Duration and timing of the assignment The assignment is planned to take place during the following period for a total of 18 working days. The task will be carried out in timeframe and detailed scope agreed with TAT Turkey. The work is planned to take place between 28 October 2013 and 30 June 2014. Profile of the STE: We are looking for a Junior STE, a qualification that corresponds to 3-5 years of professional experience specified below for the task. Senior experts with a professional experience over 8+ years will not be qualified for this task: University degree, preferably advanced degree on social sciences will be required. Previous experience t least 6 months of a similar task will be required Previous experience of English-Turkish (and vice versa) translation is required Familiarity with EU projects and capacity building of civil society will be an asset Minimum 3 years of professional working experience required. Excellent oral and written communication skills are required. High attention to detail, ability and flexibility to respond to urgent requirements is essential Good command of written and spoken Turkish and English is required. Good command of computer skills, especially experience with Microsoft Excel. Note that civil servants and other staff of a beneficiary public administration may not be recruited as STE unless to prior written approval has been obtained from Contracting Authority. Monitoring and evaluation of the STE STE will report to RA/AFO on weekly basis for progress of work. The activity will be monitored by RA/AFO. The STE will submit her/his timesheet to RA/AFO/TL for approval before monthly remuneration.
