Making unreasonable demands on officials breed inaction The Policy Address encourage citizens to buy energy-saving light bulbs. The Government persuade the two electric-power companies to issue $100 cash coupon to each household. The light bulb scheme aimed at reducing energy consumption and emission. The Legislative Council claims that the scheme involves transfer of interest to the Chief Executive’s relative. The Chief Executive accounted to the Executive Council and the Council members did not think there are any conflict of interest issues. I agree to the light bulb scheme. Hong Kong’s air pollution is very serious which affects people’s health, the local investment environment and the attraction of talent. However the Government has been promoting the policy of energy saving in the past by the Secretary for the Environment. I do not think there is a transfer of benefits to the CE’s relative. There is not the only company selling energy-saving light bulbs. Therefore I suggest to disclose that any agent can join the scheme which meet the requirement. (165 words) 2. Policy balance tilts towards conservation The Chief Executive’s Policy Address announced the Central conservation plan. The Central Market building and the Central Government Offices will be retained as cultural and historical relics. I agree to the policy of conservation. More historical relics have to be retained because they have historical value. I believe that conservation in Central will reduce the building density and improve the environment. The citizens can enjoy a good quality environment. The policy can ensure a long-term environment benefits. However the land in Central for offices has always been in short supply, it will push up the offices rentals. The Government will reduce the land revenue. Therefore I suggest that Government should strive a balance between on conservation and economy. (118 words)
