Summary Statement: State the major function(s) of the position and its role in the university. The Director of Contracting and Credentialing completes and manages all facets of business contracting for the University of Nevada School of Medicine (UNSOM) and related clinical practices. The position oversees and reviews with the appropriate individuals all Integrated Clinical Services (ICS) and UNSOM contracts and arrangements to ensure that the business models and contract terms/language are in compliance with all Federal, State and local regulatory requirements, including Nevada System of Higher Education (NSHE) policy. The position is responsible for the strategic direction and leadership of the Reno and Las Vegas credentialing departments and the coordination of credentialing activity across all ICS Clinic sites, which has a direct impact on the financial income of ICS revenue. The position reports to the UNSOM General Counsel. 2. List the major responsibilities, including percentage of time devoted to each. Provide enough detail to enable a person outside the department to understand the job (percentage first with heading and then bulleted information). 60% - Contract Management Develops, installs, and maintains contract tracking system that enables oversight and control of contract preparation, improving the quality and efficacy of clinical, managed care contracts, lease contracts and other UNSOM related contracts Performs complex negotiations in collaboration with the directors of operations with a wide range of health care providers, agencies, and contract vendors. Drafts, reviews, and recommends external provider contracts of particular significance to the UNSOM Facilitates activities concerned with amendments to or extensions of contracts Facilitates, in conjunction with the directors of operations and Senior Associate Dean of Finance, the annual establishment, negotiation, and monitoring of the contracts integral to the formal relationships between the UNSOM and affiliated hospitals Assists the directors of operations and appropriate UNSOM leadership in the negotiation of the annual budget with each affiliated hospital Analyzes complex contractual and regulatory issues in areas of managed care and develops or reviews and modifies UNSOM and ICS policies to ensure compliance Anticipates and identifies contractual issues of concern to UNSOM and ICS administration, in order to develop negotiation strategies and proposals; coordinates with general counsel on provider contracts, as appropriate Remains abreast of current and emerging issues related to the national, state, and local health government rules and regulations Compiles monthly ICS Contracts lists for Northern Regional Executive Committee and Southern Regional Executive Committee approval 20% - Credentialing Management Provides strategic direction and leadership to ICS Credentialing Departments and the coordination of credentialing activity across all ICS Clinic sites Supervises the processing of accurate, high quality credentialing and re-credentialing of UNSOM physicians in a timely and cost effective manner with hospitals and third party payers Ensures UNSOM physician credentialing files are in compliance with licensing, regulatory, and accreditation bodies Position Description – Director, Contracting and Credentialing (UNSOM) Page 3 Coordinates the credentialing of physicians with the negotiation of third party payers to ensure all UNSOM specialties and primary care physicians are identified and reimbursed in a manner that is cost effective Provides communication and education of the credentialing process for UNSOM employee(s) 10% - Contract Analysis Develops and/or coordinates the effective strategy, systems and processes to evaluate contract performance and cost effectiveness and to ensure the process provides for timely execution of all contracts Analyze the contracts and past operations, trends and costs, estimated and realized revenues, administrative commitments, and obligations incurred Facilitates the development, installation, and maintenance of contract analysis and tracking that provides control of expenditures Advises UNSOM and ICS administration regarding contractual rights, obligations, and other contractual matters such as effective use of resources and legal issues Interprets contracts for UNSOM and ICS administration Compiles, analyzes and reports on contract data which impacts UNSOM financial decisions 10% - Administrative & Supervision Designs, establishes and maintains an organizational structure and staffing to effectively accomplish the organization’s goals and objectives; recruits, employs, trains, supervises, and evaluates contracting and credentialing staff Arranges and coordinates professional development opportunities for UNSOM staff in the area of contract and credentialing management 3. Level of Freedom: The Director is responsible for the management of all day-to-day UNSOM contract and credentialing processing and provides contract and credentialing information to the appropriate personnel for decision-making. Independently acts on credentialing issues. Timeliness, accuracy and degree of analysis required are essential to the financial well-being of UNSOM. The Director consults with the General Counsel on strategic and long-range planning for the unit. Impact: Decisions, negotiations and judgments made by the Director of Contracting will have significant impact on the financial condition of UNSOM. Incomplete, untimely, or inaccurate information will negatively impact the financial and operational aspects of UNSOM and ICS and its reputation. Failure to adequately perform in credentialing could lead to litigation, fines, and lost revenue. 4.
