Position Description – Coordinator, Tracking and Evaluation (OMR)
1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the

Under the general supervision of the Mountain West Clinical Translational ResearchInfrastructure Network (CTR-IN) Principal Investigator (PI), the Coordinator for Tracking and
Evaluation manages the activities of the Tracking and Evaluation Unit of the Administrative Key
Component Activity (Administrative Core) for the Mountain West Clinical Translational
Research—Infrastructure Network (CTR-IN). The CTR-IN is a consortium involving 13
universities in 7 states in partnership with the National Institutes of Health (NIH). The incumbent
acquires operational and research data, organizes those data, and develops reports from it for
use by the grant’s senior leadership team and the NIH Program Officers. These reports are
used to ensure that the $20.3 million program is meeting milestones and achieving goals. The
position reports to the Project Coordinator for the Mountain West CTR-IN.
2. List the major responsibilities, including percentage of time devoted to each. Provide

40% - Tracking Data
 Manage acquisition tools, receive and organize tracking data on the performance of 4
separate Key Component Activities (Administrative, Education and Mentoring,
Biostatistics and Study Design, and Pilot Grants), each providing a distinct set of
services and each coordinated by a different consortium University
 Generate essential objective information on performance across the project and make
this information available for analysis
 Communicate data collection requirements with consortium institutions and ensure
compliance with deadlines
30% - Data Analysis
 Analyze tracking data for utilization rates, web activity, progress reports, etc., to identify
trends, success of performance metrics, and budget/program progress
 Prepare summaries, narratives, and reports of trends using a variety of software,
including statistical packages
 Identify potential problems in data collection methods or in statistical data to allow the
management time to evaluate for possible corrective courses of action
10% - Reports
 Prepare ad hoc reports for the consortium, Advisory Committee, and study leadership
 Prepare annual performance reports for submission to the study leadership and the NIH
10% - Presentations
 Prepare and deliver analytical report presentations to a variety of audiences based on
the analyses conducted (i.e., every two to four weeks to the Advisory Committee, ad hoc
requests by member institutions, etc.
 Coordinate presentation activities
10% - National CTR Tracking and Evaluation Network
 Coordinate the national CTR Tracking and Evaluation Network for all 5 NIH funded
centers

3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division
and/or the university as a whole.
Level of Freedom:
The Coordinator is accountable to the leadership of the Mountain West CTR-IN and the NIH
Program Officers for the acquisition of data, and the preparation of reports based on those data,
that are essential requirement for the continuation of the $20.3 million grant involving 13
universities in 7 states. The data comes from diverse sources so that the position is
accountable to the 13 partner universities and the 4 Key Components Activities for accurately
obtaining and objectively analyzing data on their performance. Given the complexity of the
project, documentation requires extremely accurate statistical summaries. The position consults
with the Project Coordinator on situations where institution researchers or proposal reviewers
are not responding to requests for information.
Impact:
Failure to perform efficiently, effectively and accurately in data acquisition and reporting would
endanger the continuation of the $20.3 million grant. Continuation of the project is contingent
upon accurately documenting performance. Effective presentation of results and
communicating performance metrics accurately may have a major impact in determining the
need, or lack thereof, for changes in program operations. Errors in tracking and evaluation tasks
have great potential for damaging the reputations and continued program funding of the
institutions and academic faculty and research scientists involved and damaging the credibility
of program leadership. In some cases, it may be impossible for the entity affected to recover
such damage.

 Basic Principles of Database Management
 Basic Principles of Statistical Analysis
Skills:
 Excellent attention to detail and organizational skills
 Effective verbal and written communication to include developing reports and presenting
to management and others as required
 Proficiency in use of a personal computer and current software applications including but
not limited to Microsoft Office Suite (Word, Access, Excel, PowerPoint, and email) to
include in presentation skills
 Excellent interpersonal and customer service skills including the ability to work
effectively in collaborative environments
 Basic statistical produces in SPSS, SAS, BMDP or similar computer application(s)
 Conducting review of the scientific literature using resources such as PubMed or other
interfaces to the National Library of Medicine
 Understanding of research issues to effectively communicate with administrators and
faculty across 13 universities, and with NIH Program Staff
 Maintain confidentiality of information

Ability to:
 Prioritize and manage multiple competing tasks, prioritize and manage resources
including computer systems and databases; and organize data received in multiple
formats to distill it accurately
 Conduct statistical analyses to summarize data and evaluate trends; create reports
based on statistical analyses; and create and deliver presentations based on statistical
analysis
 Travel occasionally to annual program meetings
