There were approximately 30 attendees.
Discussion: The Department of Financial Services (DFS) was asked to give a presentation on the Chart
of Accounts project to the fiscal personnel of the Florida Tax Collector’s Association. Elwood McElhaney
represented DFS at the meeting.
Mr. McElhaney covered a review of the law, the progress to-date, and our future plans. The Draft Chart
of Accounts was presented, followed by discussion on how it was developed and how it relates to the
current reporting structure used by the Local Government Section in the Bureau of Financial Reporting.
Those in attendance appear to have their existing accounting records set up to report using the Local
Government chart of accounts, and did not object to our using it as a basis for the statewide chart of
accounts. The attendees concurred that their existing accounting records could be mapped into our
chart of accounts at a higher level as part of their periodic closings. The attendees suggested a quarterly
rather than monthly reporting cycle.
Mr. McElhaney discussed the Chart of Accounts Advisory Workgroup that has been developed to work
with DFS to refine the Draft Chart of Accounts and to possibly develop estimates of the implementation
costs. There was some concern that the Clerk of the Court representative could not adequately
represent the other county constitutional officers. This concern has also been expressed at other
workshops. Mr. McElhaney offered the Tax Collector’s Association a seat on the Workgroup to
represent the Tax Collectors, Sheriffs, Property Appraiser, and Elections Supervisors, who all maintain
separate accounting systems. The group nominated a representative, but theey need to run it through
the approval process of the Association before formally submitting it to us.
