Policy Topic Description
Budget Policy
POLICY STATEMENT
The principal will prepare a proposed budget and consult with the school budget
committee then submit it to the SBDM committee for approval. The school Council
should focus all budget decisions on student learning. To achieve these goals, the
budget process must be integrated with the consolidated planning process. The
schools spending process must empower teachers, create clear records, be open to
all stakeholders for review and comment, and allow for flexibility when needed if
actual spending differs from projections.
Then principal shall estimate expenses needed to implement our consolidated plan
fully, maintain other programs at the current level of quality, and keep our library
media center current. The principal and budget committee shall submit their
estimated budget to the school council each year for review, discussion, and possible
changes. All board instructional money and student fee money shall be spent by
December 1.
The principal shall ensure that all spending records required by the state and
district are maintained and shall keep copies of all records. The principal shall
present a report to the school Council comparing planned spending, spending so far,
outstanding purchase orders, and amount remaining available in each category. The
school council and budget committee should also be informed of any changes.

POLICY STATEMENT

Instructional Strategies/ Assessment 3.16 leverage point
POLICY STATEMENT
The Council shall review the following instructional strategies implemented in
gradersK-6. These strategies will be utilized across all content areas. There will be
evidence of the following.
1. Curriculum maps will be developed by each grade and these maps will
include the integration of art, Science, Music and P.E.
2. Evidence of instructional resources and practices will be shown in lesson
plans, unit plans, thematic units, instructional fields trips or homework
assignments.
3. Teachers shall emphasize research-based instructional strategies while
delivering classroom instruction.
4. Teachers will use flexible grouping in order to meet the instructional needs of
all students.
5. Each regular classroom teacher shall utilize the V-Team at least once during
the school year to help incorporate technology. The use of technology will be
documented in lesson plans
ASSESSMENT
The Council shall review the following procedures used by classroom teachers in
reference to assessment.
1. Student products shall be aligned with grade level curriculum maps,
program of studies, Core Content.
2. As assessments are given, teachers will meet with the Specialist/Principal to
look at student work. Teachers will meet each month and examine student
assessments.
3. Each teacher shall give the student the opportunity for three types of
assessments: Multiple Choice, Open Response, Project or performancebased assessment.
4. The Instructional Specialist will report to the SBDM Council at the end of
each grading period about the assessment procedures used in the classroom.
5. All teachers regardless of teaching assignment, content area, or grade level
will attend professional development focused on the types of writing assessed
in the portfolio.
6. Teachers will give students a study buddy sheet that will let students know
what the student is accountable for prior to assessments.
7. Rubrics will be developed for all assessments in all content areas. Students
shall be given the opportunity to assist in developing scoring guides and rubrics.

POLICY STATEMENT
The Council will approve the discipline and classroom management
techniques to be implemented in the school.
In order to maintain a positive, orderly, and effective learning
environment, Hiseville elementary School staff will use proactive
discipline strategies as well as clearly defined consequences that are
developmentally appropriate.

Selection and determination of extra- curricular programs
POLICY STATEMENT
The Council shall select extra- curricular programs based upon the following
criteria:
1. Programs compliment the achievement of academic expectations.
2. Encourage students to develop leadership skills, self-confidence, and selfesteem.
3. Provide opportunities for students to interact and participate in activities
that encourage cooperation and a sense of team building.
4. Provide opportunities for students within the school and other districts.
Each program supervisor shall present to the council for adoption specific
criteria for student admission to the extra- curricular program. Criteria must be
presented to the Council by July 1 of each school year.
The principal and instructional staff shall be responsible for the selection of
extra- curricular programs and the determination of policies related to those
programs.
The following criteria will be applied to all extra- curricular programs.
1. KHSAA rules on age will be applied when appropriate.
2. Students must be in attendance on the day of the game or practice if game of
practice occurs during the school week.
3. Students must be passing all subjects each school week of participation.
4. Students shall not accumulate more that 5 conduct marks in one- week
period of time.
5. Students will not be allowed to participate for one week of any extra
curricular activity upon receiving a serious office referral and found guilty of
a level two or higher offense according to the Barren County Schools District
Discipline handbook.
These guidelines will apply to all extra- curricular activities such as: Little League
Football, Little League Basketball, Bitty Basketball, Spring Baseball, as well as club
activities.
The first infraction will result in a warning .
The second infraction will result in a missed practice or meeting.
The third in fraction will result in a missed game of meeting.
Grades and conduct marks will be checked of Fridays.

POLICY STATEMENT
Meetings:
The principal shall meet with the school council to discuss each vacancy that occurs
or is anticipated. The school council may suggest qualities needed personnel
selections. In the event that a quorum of the Council is unavailable, the principal
may take action. The principal shall document all correspondence and or all
attempted correspondence with the Council members.
Timelines:
The timelines will be set at the council meeting when the qualities needed for the
personnel selection are discussed. The timeline will be structured around the board
of education’s posting dates for the position.
Interviews, review of written applications, and review of references:
The principal shall review the applications, check the references, conduct
background checks, and interview applicants with qualities suggested by the

POLICY STATEMENT
The school Council/ board of education allocation amounts shall be given to the
school Council members for review when the allocation is received by the principal.
The principal shall make a presentation of the new allocation to the school Council.

Professional development will be used to increase student achievement. P.D. will

Health related issues
POLICY STATEMENT
1. Follow the Barren county Board of Education policy on dispensing medicine,
immunizations, and blood borne pathogens, ( see blood borne exposure
control manual located in the principal’s office).
2. The principal’s designee shall log the dispensing of medicines on the
recommended district form. Prescription medicines shall be dispensed
through the school’s front office by the principal or principal’s designee.
3. First aid kits shall be stored in each classroom. The classroom teacher is
responsible for treating minor cuts and abrasions.
Communicable Diseases
1. If evidence is noted of a communicable disease the parents/ guardian of
the affected students(s) will be notified immediately by telephone or
written communication.
2. An information letter notifying [parents of evidence of a communicable
disease will be sent home to the students the discretion of the principal.
3. students shall not be allowed to return to school during the treatment
phase and /or student is no longer considered to be contagious.
4. When the student returns to school the principal or principal’s designee
shall meet with the student to assure that the treatment phase has been
completed and is no longer contagious.
5. Periodic examinations will be made by the principal for the principal’s
designee to prevent future occurrences.
