PURPOSE
Provide an update and plans for the web based information management system for the delivery
of design and construction projects.

 Objective: Configure and implement easy to use building design and construction system to
be used by campus facilities and finance personnel
 Stakeholders: Colleges and universities facilities and financial staff, system office,
construction contractors, architects and engineers, owner’s representatives

PROJECT GOAL
This project is to select and implement a new software package to manage construction projects
across the MnSCU system. The goal of EPMS is to address requirements in System Procedure
6.5.5:
“The system office shall develop necessary procedures and systems to administer, monitor
and report on all facilities construction projects funded by capital, HEAPR, Revenue Fund
or other major sources.”
FINANCIAL OBJECTIVES
 Will use ISRS and eliminate the need of e-Builder training for business office staff
 Ties multiple funding sources to contract / purchase orders and invoice /pay application
 Tracks all funding sources tied to a project
 Enables construction cost benchmarking for planning future work
 Offers predictability in project costs and vendor fees

IMPLEMENTATION SCHEDULE
December 2013- -January 2014
 Determine document structure
 Understand budget workflows
 Identify roles and users
 Determine project details for interface with ISRS

 Develop detailed workflows for:
Project budgets
Contract / purchase orders

PROJECT FUNDING
Software purchase and maintenance fees to be funded by a combination of:

System office contribution of $500,000

System office loan of $1,000,000 to be paid back over a five year period

College and university charge based on building area
