JOB SUMMARY: Responsible for the planning, design, implementation, and management of the
District’s telecommunications system and fiber optic network.
ESSENTIAL FUNCTIONS:
1. Responsible for the planning, design, and implementing the district’s
Telecom systems and network. Manages all aspects of the District’s
Telecom system to include operation and maintenance of hardware,
software, and networks. Interact with administrative and technical
personnel to resolve voice network problems and for analysis of new or
existing systems.
Develops, proposes, implements, interprets, and
monitors policies and procedures as it relates to the colleges
communication infrastructure.

2. Manage the day-to-day activities of the Telecommunications Department
to include providing personnel management direction and guidance to
staff, including orientation, performance appraisal, coaching, personal, and
professional development.

3. Develop budget recommendations, monitor expenditures, and manage the
teleutility budget.

4. Responsible for the administration, configuration, and maintenance of the
district’s 1,600-station voice mail, PBX phone system, and Cisco Optical
Network system. Monitor and manage system trends and utilization levels.
Conduct trouble-shooting and resolving issues as it relates to districts
seven-node Definity voice network system.

5. Coordinate with vendors, contractors, and organizational regarding the
installation and planning of new building additions within the District (e.g.
wiring of voice data systems) to include working with the local phone
company in order additional college circuits, related services, and listings
in the business white and yellow pages of the telephone book.

Bachelor’s or equivalent
EXPERIENCE:
Three (3) years
SPECIAL SKILLS AND ABILITIES:
1. Skills/Abilities:
• Strong interpersonal and organizational skills
• Communicate effectively both oral and written
• Supervisory skills
• Ability to manage multiple projects simultaneously
2. Equipment Used: Personal computer and a variety of equipment associated with a
general office environment in addition to Cisco 15454 ONS Equipment and fiber optic
network, Avaya Definity G3 PBX, and Intuity Audix Voice Mail.
3. Software Used: A variety of word processing, spreadsheet, database, e-mail, and
presentation software in addition to Windows 98/2000, G3R10 Avaya Software and
other communication software packages.
PHYSICAL REQUIREMENTS:
Duties require little physical effort in work with light (up to 10lbs), easy to handle
materials. Duties performed causes light fatigue of eyes, fingers, or other faculties due to
long periods of standing, sitting, and/or repetitive motion.

Alternative or combined skills in understanding, counseling, and/or influencing people are
important in achieving job objectives, causing action, understanding others, or changing
behavior; and, skills of persuasiveness or assertiveness, as well as sensitivity to the point
of view of others.
WORKING CONDITIONS:
Job is performed in general office or comparable working area with occasional
distractions such as noise, interruptions, or congested work areas with exposure to some
disagreeable elements.
