reliability and market needs. It will offer projections of the pace and types of investment
needed.

Panel Discussion: FERC Order 1000 Compliance Plans—Will the Transmission
Landscape Be Changed?
Compliance filings for regional planning and cost allocation were submitted in October
2012, and filings for interregional coordination are due in April 2013. What can the
filings—and the receptions they have received at FERC—tell us about how cost
allocation and right-of-first-refusal (ROFR) issues will be handled in the future? How
will regional planning and interregional coordination be handled, especially as DOE
funding for interregional study groups dries up? Will the opportunities be enhanced for
merchant transmission projects? This panel will scope out the lay of the land regarding
FERC Order 1000 implementation.
