610 - SEED EXTRACTION. Generally, cone collections made on National Forests
in Region 2 will be extracted at the Bessey Nursery. However, cone collections
made on any Region 2 Forest may be extracted at other Forest Service Nurseries or
at other facilities. Arrangements for these extractions should be coordinated with
Renewable Resources in the Regional Office.
At all extraction facilities, current recommended extraction, cleaning and handling
procedures for each species will be followed.
Upon arrival at the nursery each cone collection will be checked for proper
sacking; general condition including insect and pathogen incidence, species, and
presence of foreign materials (needles, twigs, rocks, etc); and proper source
identification. Each collection must be accompanied by a completed Cone Handling
Checklist (see Section 572) for acceptance. If any collection, or portion of a
collection, does not meet acceptance standards as determined by the nursery, the
owning Forest will be notified regarding any problems. The nursery and affected
Forest will then decide on corrective action to be taken, including coverage of costs
of corrective action.
620 - SEED TESTING. After extraction and cleaning, seedlots will be weighed and
a series of tests performed on each seedlot. Samples from each seedlot will be tested
for seedlot purity,number of seed per pound, germination percent and moisture
content. Additional tests may also be performed, if necessary; that is, percent filled
seed and pest incidence. While some of these tests may be performed at the Bessey
Nursery, the majority of testing will be done under special agreement or contract at
the National Tree Seed Laboratory, Oregon State University, or other seed testing
facilAfter all seedlots have been extracted, cleaned and tested, a seed history report,
including seed test results, will be provided by the Bessey Nursery to each Forest
having new seedlots added to the Regional seedbank.
630 - SEED STORAGE.
1. All Region 2 seed will be stored in the Regional seedbank at the Bessey
Nursery that will assure seedlot integrity and identity.
2. Generally, new seedlots to be included in the Region 2 WCF seedbank must
have a minimum unstratified germination of 60 percent. For true firs the minimum
unstratified germination must be 35 percent. Exceptions to these standards must
be approved by the Regional Office. New seedlots not meeting these standards will
not be stored as part of the WCF seedbank. The owning units of these seedlots will
be notified by the Bessey Nursery regarding disposition of the cones or seed.
Disposition may include returning the cones or seed to the owning unit or
destruction.
3. Old (stored) seedlots which have declined in viability to the point that
germination rates are less than 50 percent (30 percent for true firs) will be declared
excess within 3 years of the germination test, unless otherwise instructed by the
Regional Office. Units owning such seed will be notified by the Regional Office
regarding disposition of this seed.

4. Retesting of stored seedlots will normally be done only when seed is needed
and it has not been tested within the previous 3 years.
5. K-V and other funded seedlots, not part of the WCF seedbank, will be stored
with, but inventoried separate from WCF seed. No minimum germination rates are
specified for such seedlots.
6. Seed damaged during extraction, dewinging or cleaning, will not be stored.
Such seedlots will be recleaned, or if damage is extensive, the seed will be
destroyed. Units owning such seed will be notified by the Bessey Nursery.
640 - SEED INVENTORY. The Bessey Nursery will maintain records of seed
deposits, withdrawals and inventories. Seed data will be recorded in the Nursery
Management Information System (NMIS), Seed Subsystem.
1. Seed will not be capitalized until it has been determined that it meets
Regional quality standards. Until this determination has been made it will be
accounted for on a separate inventory, awaiting testing prior to capitalization.
2. Seed meeting Regional standards for WCF capitalization will be added to
the regular WCF inventory.
3. The Director of Renewable Resources, Regional Office, will be advised of
seedlots that fail to meet Regional standards. The owning unit will be contacted
regarding disposition of the seed.
4. Project funded seed (non-WCF) will be inventoried and accounted for,
separate from WCF seed.
641 - Seed Inventory Report. Annually, the Bessey Nursery prepares a Seed
Inventory Report for all seedlots included in the Regional seedbank. The annual
Seed Inventory Report, which is included in the Annual Nursery Report, will be
provided to each Forest by the Regional Office by December 1. An updated Seed
Inventory Report will be provided, by July 1, to Forests having seedlots added to the
Regional seedbank after the Annual Nursery Report has been prepared for the
previous fiscal year.
The Seed Inventory Report (ex. 01) includes the following items:
1. Heading. The heading includes the date of the inventory and the name of
the National Forest to which the data applies.
2. Seed Code. This alpha-numeric code is the seed source code (PMIC, Section
241) used to identify seed origin.
3. Act Code. Activity code used by the nursery to specify the type of seed
transaction - 253.
4. Act Date. Activity date - month, day and year of the activity - 09/11/85.
5. Amount Available. Amount of seed in the seedbank - 25.86 pounds.

6. Test Typ. Test type - ger (germination).
7. Germ %. Germination percent as determined by the seed test agency for an
unstratified seed sample - 82.00.
8. Test Date. Month and year of the test - 06/81.
9. Gross Seed. Average number of seeds per unit weight - 33,521 seed/pound.
10. Purity. Percent pure seed per unit weight - 98% pure seed/pound.
11. Filled Seed. Percent filled seed as determined from a seed test.
12. % Moist Cont. Moisture content of the seed at the time the test is
conducted - 8%.

650 - SEED YIELDS AND GERMINATION. Seed yields (pounds of seed per bushel
of cones), seeds per pound, and seed germination for seedlots extracted during the
10-year period 1976-1985 at the Mt. Sopris Nursery and Albuquerque Tree Nursery
are summarized by species and Forest in exhibit 01. For individual seedlots there
is much variation in seed yields/bushel of cones, seed/pound, and germination
among seed zones, elevation of seed origin, collection areas within seed zones, year
of collection, collection method, and cone and seed handling procedures. Therefore,
the data in exhibit 01 should only be used for rough estimates of projected cone and
seed collection needs.

660 - SEED REQUISITIONS. Requisitions for seed from the Region 2 seedbank at
the Bessey Nursery will be made on form AD-700, Procurement Request (ex. 01).
The following information must be included on each requisition:
1. Complete heading items indicated in exhibit 01. Under item 6, Unit Code,
include the appropriate National Forest code. Under item 7 use the appropriate
fund code to be charged.
2. Block 14. Include the species name and 12-digit alpha-numeric seed source
code (PMIC) for each seedlot ordered.
3. Block 17. Indicate pounds of seed, to the nearest 0.1 pound, requested.
4. Block 19. Indicate cost per pound of seed. Verify seed costs with the Bessey
Nursery.
5. Block 29, section E. Indicate Management Code (up to 6 digits) to be
charged for seed ordered.
6. Complete all other items indicated in exhibit 01.
Send the original and 2 copies of the completed AD-700 to the Bessey Nursery, P.O.
Box 38, Halsey, NE 69142.
Ordered seed will be shipped to the address included on the AD-700. The Bessey
Nursery will bill the ordering Forest for the cost of seed ordered plus shipping.
