Suggested minor changes and agreed recommendation be presented to full board for scheduled March 24th board meeting and May 9th Council action. Discussed Transitional Housing and Supportive Services, how to be pro-active, figure out how to create a priority towards the mission of ending homelessness Discussed ways on how to bring in experienced developers and service providers to create the partnership for successful supportive housing development. Request for Qualification, a pre-qualification meeting with developers and service providers was suggested to attract qualified developers to provide housing and services. Applications for funding may be submitted to the City throughout any of the fiscal years covered by the allocation. Selection of projects and the award of funding are based on recommendations from The Development & Service Integration Committee. Funding Eligibility Criteria Eligible Properties Must: • Be located in the City of Charlotte • Serve a population at or below 60% of AMI for rental projects, with a minimum of forty percent (40%) of the units set aside for 30% or less AMI • Provide for long-term affordability provisions of 20 years or more • Meet City of Charlotte Housing Locational policy Eligible use of funds: • Land Acquisition, predevelopment and carrying costs associated with preparing the site for affordable housing development • Acquisition & Rehabilitation of existing rental development • Rehabilitation of converted rental development • Maximum funding per project will not exceed $1,500,000 • Maximum stabilized units per development will not exceed 120 • Funds to be leveraged with other source of funding Implementation: • Establish selection criteria and due diligence period. • The acquisition and development loans/Grant will be received and underwritten by the City of Charlotte Housing Services Staff. • Projects will be reviewed by Development & Service Integration Committee • Projects will be approved Charlotte-Mecklenburg Coalition for Housing • Final Approval will be granted by City Council • Resolution for supportive services by the County Commission or appropriate service providing agency
