Met at The Charlotte Housing Authority office located at 1301 South Blvd. Received a presentation on CHA’s Financial Resources and Real Estate Strategy. CHA presented a strategy to ensure the CHA’s capital, operating subsidy and services work together with all three agencies (City/County/CHA). CHA’s rental subsidy could work with a comprehensive plan as a solution to affordable housing. Discussion included how to shift mind set from building to rental subsidy. Discussed choice neighborhood and new version of Hope VI. Discussed how to build affordable housing in stable neighborhoods and how to best utilize the Rapid Acquisition fund. Discussed operating subsidy component and opportunities to collaborate and how to align priorities. Mecklenburg Coalition 2011‐2012 Strategic Plans with the following two key actions and system goals/outcomes: Committee Key Actions: 1. To integrate Development, Supportive Housing and Continuum of Care 2. Create process to utilize Rapid Acquisition and Supportive Services funding to develop supportive Housing. Committee Indicator of Success: 1. Memorandum of Understanding City/County/CHA to leverage resources for supportive services 2. Select developer and commit funding for projects Integrate Development, Supportive Housing and Continuum of Care: • Created a continuum of Care Process Committee • Committee charge is to create a process for a unified application and allocation for the federal Continuum of Care (COC) grant. • Committee actions will include transition COC funding application to the CM Coalition for Housing with the 2012‐13 grant process • Process outcome will be better service delivery, collaborative planning, increase Ten Year Plan outcomes, comply with COC regulations and create opportunity for increased funding. Tax Credit Set Aside, Rapid Acquisition & Supportive Services Allocations • Council approved CMHC recommendation to allocate $16.2m for affordable housing • Tax Credit Set‐Aside ‐ One out of the two recommended Tax Credit development received North Carolina Housing Finance Agency (NCHFA) tax credit award. o Westinghouse Seniors will use $1,764,273 Housing Trust Fund o The remaining funds of $927,647 from Wesley Heights Senior Apartments tax credit development will be added to the supportive housing funds. o A balance of $2,008,080 will be available for 2012 tax credit cycle o The remaining balance of $935,727 from 2011 tax credit cycle will be added to the supportive housing funds. • Rapid Acquisition ‐ The following two properties are identified as great potentials for rapid acquisition, it demonstrates a unique opportunity, time sensitive in nature and has overall benefit to the Community: o 1333 Queens Road o 333 Hawthorn Lane •
