Thanks, Jennifer Smith Charlotte-Mecklenburg Storm Water Services Division Manager, City of Charlotte Halloween • Contractor will ensure the barricades at intersections of Biltmore/Colville and Biltmore/Scotland are appropriately placed by Friday night so that Halloween night visitors see the "ROAD CLOSED NO THRU TRAFFIC" and should not drive down the street. Current Construction Conditions • Asphalt was placed in raveled areas and tapered around exposed manholes on Biltmore on Friday, October 23. • The contractor started paving Scotland on Friday October 30 from roughly 1712 to 1437 Scotland. Once work is completed from 1437 Scotland to Colville it will be milled and paved. The section from Providence to 1712 Scotland will be milled and paved once the contractor is finished using the corner lot. • The contractor has been notified of concerns about safety, dust and traffic at the corner lot and has committed to regular cleaning. If there are issues, please contact Joel. • The contractor has been notified about general housekeeping as well. • Storm Water Services will be coordinating a meeting with Mecklenburg County Air Quality staff and the contractor to discuss dust control and random assessments of air quality. Street after Construction • Storm Water Services and CDOT agreed to mill and pave on Biltmore past project limits to Colville as well as all of Scotland from Colville to Providence. This will be done in phases.. Staff is evaluating the remainder of the project area for gaps between project limits that may need to be added for milling and paving. • Storm Water Services met with a city arborist on October 28 and is planning to meet with CDOT this afternoon to evaluate curb replacement needs on Biltmore. Some curbs have been marked and final decisions will be made soon. Drinking Water Quality • On Friday, October 23, Charlotte Water sampled water at six locations as a screening for water quality deficiencies. Water was sampled at: 1400, 1401, 1631 and 1632 Biltmore Drive. Additionally, two hydrants were tested, one at Providence and Colville (before Biltmore) and the other at Colville and Scotland (after Biltmore). • Water was monitored for residual Chlorine, pH, temperature, Iron and turbidity. These parameters can indicate water quality deficiencies and serve as screening parameters to • • determine if additional testing is warranted. Results from monitoring were within normal ranges, met drinking water quality standards and no water quality deficiencies were observed. The water quality samples were collected at strategic locations within the neighborhood to reasonably determine the water quality between the sampling locations. The locations were chosen to evaluate the water quality for service to the homes along the aforementioned block of Biltmore Drive and lower Scotland Avenue. The cost for each sample tested is more than $85 per location. Testing can cost upward towards $950 per location depending on the parameters tested. Strategic water quality sampling and testing is a tool used to determine if additional testing is needed. Based on the recent test results, additional testing is not recommended. In the event more specific information regarding the water quality concerns is received, additional testing may be useful. Sanitary Sewer Lines • Two Charlotte Water crews have repaired the sewer line between 1516 and 1600 Biltmore Drive to address the backup that occurred at 1516 Biltmore Drive. • Video inspection of the sewer system along Biltmore Drive was scheduled to begin on Monday, October 26 however the start was delayed by video equipment failures until Wednesday. • Video inspection of the sewer lines was completed on Wednesday evening and is currently being evaluated. Preliminary findings show that more repairs along Biltmore will be required prior to lining the pipe and paving the street. • A more comprehensive plan is being developed to video the remaining sewers within the project limits.
