Good afternoon residents. Below is a continuation of ongoing communication with the residents on
Biltmore Drive and a broader update on the entire Cherokee Scotland Storm Drainage Improvement
Project. For the past four weeks updates have been coming from Jennifer Smith, the Division Manager
of Charlotte-Mecklenburg Storm Water Services. I will continue with this charge moving forward. This
email distribution list includes members of Eastover Residents’ Association, who will then forward to
Block Captains.
Each Friday, I will be sending an update of scheduled construction activity projecting two weeks out. Our
goal is to provide useful information as it relates to locations of anticipated construction
activity. Progress is weather dependent and as with all construction, site conditions may necessitate the
need to deviate from what was anticipated. These updates will also include answers to general
questions asked by individual residents throughout the week.
City offices are closed November 26 and 27 for the Thanksgiving holiday, so the next update will be sent
on Friday, December 4. Feel free to contact me if you have any questions about this update. Joel

Lot at Providence and Scotland
• Mecklenburg County is terminating the lease with Onsite for the use of 1727 Scotland Avenue
today (11/20/2015).
• Onsite will have 10 days to remove their materials and equipment.
• Onsite will work with the County to restore the property. This may be completed after the 10
days.
Upcoming Colville Road Closure
• The 900 block of Colville Road between Scotland Avenue and Twiford Place is scheduled to close
on Monday, November 23, 2015 at 7 a.m. and reopen Friday, December 11, 2015, at 5 p.m. The
road in this area will be closed to all through traffic as the contractor will be installing the box
culvert crossing. Detour signs will be posted, directing motorists around the closure using
Scotland Avenue, Cherokee Road and Lockley Drive.
Current Construction Conditions
• Contractor will continue to work along the channel behind the homes of several properties on
Scotland and Twifford Ave and reseeding areas.
Sanitary Sewer Lines
• As of Monday, November 16, Charlotte Water has identified the scope of the sanitary sewer line
repairs needed and requested a cost estimate from the contractor. The repairs are extensive
and time is needed to negotiate the cost and determine the construction schedule. We
anticipate an agreement will be in place soon after the Thanksgiving holiday.

The sanitary sewer line repair work will require a temporary road closure on sections of
Biltmore. The Colville Road closure is scheduled for November 23 through December 11 and we
cannot close both at the same time. Due to this restriction along with the upcoming holidays,
we anticipate the sanitary sewer line repair work will start after the New Year.
Streets after Construction
• Paving on Biltmore will take place after all the sewer repair and curb replacement is complete.
• Paving on Scotland near Colville is planned for the week of November 30 and after channel work
in the area is completed.
• The contractor has been advised to be mindful of speed limits in the area. The contractor will
keep heavy construction equipment and material deliveries off of newly paved streets as much
as possible.
Work Schedule
• The contractor will not be working Thursday, November 26, through Sunday, November 29.
