• ASO is Government initiated and led process:
– Government is responsible for DTV service (& levels)
– Government will incure (significant) costs
• ASO key decisions are:

– When, where and how long
• ASO process requires timely & careful planning, esp.
when simulcast & infra/spectrum incompatibility exist
