MOLLY GAVIN Molly Gavin serves as a Senior Manager in International Government Affairs at QUALCOMM Incorporated in San Diego. Ms. Gavin manages QUALCOMM’s developing country regulatory agenda and represents the company at the International Telecommunications Union in the Radiocommunications and Development Sectors. In ITU-D Study Group 2 she held the Rapporteur position for Question 20-1/2: Examination of Access Technologies for Broadband Communications in Developing Countries. Ms. Gavin also manages QUALCOMM’s 3G Creating Digital Multimedia Access (CDMA) Around the World Project, which analyses ways in which 3G CDMA wireless technology improves the global community in the areas of connectivity, healthcare, public safety, and education. Prior to joining QUALCOMM, Ms. Gavin worked for the Institute for Global Conflict and Cooperation, where she was responsible for preparing briefs for roundtable discussions with United States and foreign telecommunications regulators. Ms. Gavin has also worked with Motorola in its iDEN international marketing department. Ms. Gavin graduated Summa Cum Laude from the University of Notre Dame with majors in Government and Spanish and received her Master’s Degree in International Relations and Management from University of California San Diego’s Graduate School for International Relations and Pacific Studies. Ms. Gavin has also been awarded fellowships from the Kellogg Foundation, the Shoepflin Foundation and the Markle Foundation for her work in promoting entrepreneurship in developing nations. Ms. Gavin is proficient in both Spanish and Portuguese.
