Biogeochemistry (NASA)
NASA’s Ocean Biology and Biogeochemistry program focuses on describing,
understanding, and predicting the biological and biogeochemical regimes of the
upper ocean, as determined by observation
of aquatic optical properties using remote
sensing data, including those from space,
aircraft, and other suborbital platforms.
Ocean Biology and Biogeochemistry
research mainly supports the Carbon Cycle
and Ecosystem Focus Area.

(USDA)
The Critical Agricultural Materials Act
supports the domestic production and
manufacture of crop-based materials that
are of strategic and industrial importance
to benefit the economy, defense and general well-being of the Nation. Such prod-

20-3 Bridging Cultures Through
Film: International Topics (NEH)
The Bridging Cultures though Film:
International Topics program supports
projects that examine the international
and transnational themes in the humanities through documentary films. These
projects are meant to spark Americans’
engagement with the broader world by
exploring one or more countries and cultures outside of the United States. Proposed documentaries must be analytical
and deeply grounded in humanities
scholarship. The Division of Public Programs encourages the exploration of
innovative nonfiction storytelling that
presents multiple points of view in creative formats. The proposed film must
range in length from a stand-alone broadcast hour to a feature-length documentary. They invite a wide range of
approaches to international and transnational topics and themes, such as an
examination of a critical issue in ethics,
religion, or history, viewed through an
international lens; a biography of a foreign leader, writer, artist, or historical
figure; or an exploration of the history
and culture(s) of a specific region, country, or community outside of the United

Enhancement Grant (Canadian
Embassy)
The Program Enhancement Grant is
designed to encourage scholarly and
multidisciplinary professional academic
activities that contribute to the development or expansion of a program dedicated to the study of Canada or CanadaU.S. relations. There is particular interest
in innovative projects that promote
awareness among students and the public
about Canada or Canada-U.S. relations.
Programs are strongly encouraged that
foster student mobility (exchanges, study
tours, internships, scholarships) to Canada and that promote institutional linkages and research collaboration in
priority areas with Canadian institutions.

20-5 Cluster Mapping Research
Opportunity (DOC)
Clusters—and specifically regional innovation clusters—represent an important
concept for development practitioners
aiming to promote the prosperity of their
region. Unlike traditional clusters,
regional innovation clusters represent not
only the economic efficiencies that exist
from the co-location of similar industries
and suppliers, but also consist of the
active networks of synergistic organizations that engage with various businesses
within a particular industry sector, the
regional assets that exist within the geographic region, and the nodes that are critical for supporting the innovation work of
the industry sector, such as R&D centers,
venture capitalists, universities and colleges, national labs, and networks of
entrepreneurs. EDA solicits applications
for an economic development research
project aimed at developing a replicable
method for identifying and mapping
regional innovation clusters, providing
resources on best practices, and providing
recommendations on metrics for the evaluation of regional innovation clusters.

20-6 Roses 2010: Venus Climate
Orbiter Participating Scientist
Program (NASA)
The objectives of the Venus Climate
Orbiter Participating Science Program
(VCO PSP) are to enhance, aid in data
archival, and supplement Venus science
to be performed by the Venus Climate
Orbiter (VCO, or AKATSUKI). The VCO
PSP In-Residence expects to select up to
two Participating Scientists in Residence
(PSiR) at JAXA, with full support for
four years and up to six Participating Scientists, at U.S. institutions, for the same
duration. The VCO PSP investigations
aim to understand the atmospheric circulation using global atmospheric mapping
by utilizing VCO’s five cameras (from
ultraviolet to infrared wavelengths), and
by measuring the vertical structure of the

20-7 Black Carbon’s Role In Global
To Local Scale Climate And Air
Quality (EPA)
The U.S. Environmental protection
Agency (EPA), as part of its Science to
Achieve Results (STAR) program, is
seeking applications proposing research
into black carbon (BC), related co-pollutants, and other short lived climate forcers
(SLCF) and their effects on climate
change and air quality. EPA is interested
in research that investigates the emission
sources, the global to local scale emissions inventory, and applies modeling
tools to assess BC, co-pollutants and
other SLCF in a climate and air quality
context. Applications may also evaluate
the impact of long range transport of BC,
co-pollutants and SLCF, or develop and
assess metrics for comparing the impacts
of BC, co-pollutants and SLCF simultaneously in a climate and air quality context on the time scale of a decade to a
century. In addition to regular awards, this
solicitation includes the opportunity for

The U.S. Nuclear Regulatory Commission (NRC) Office of Nuclear Regulatory
Research (RES) furthers the agency’s regulatory mission by providing technical
advice, technical tools and information
for identifying and resolving safety
issues, making regulatory decisions, and
promulgating regulations and guidance.
RES is comprised of three technical divi-
sions and one administrative division,
each with its own responsibilities and program goals. RES awards support a discrete, specified, circumscribed project to
be performed by named Project Directors/
Principal Investigators (PDs/PIs) in areas
representing the investigators’ specific
interests and competencies, based on the
mission of the NRC. Proposals to support

20-10 NSF Fellowships for
Transformative Computational Science
using CyberInfrastructure (CI TraCS)

The overarching goal of the NSF Fellowships for Transformative Computational
Science using CyberInfrastructure (CI
TraCS) program is to support outstanding
scientists and engineers who have
recently completed doctoral studies and
are interested in pursuing postdoctoral
activities in computational science, and
thereby nurturing the future leaders in this
emerging and important multidisciplinary field. Computational research and
education activities that are cyberinfrastructure-based and cross disciplinary
boundaries are a key focus of this program. Successful Fellows may, for example, use cyberinfrastructure to make
revolutionary advances in their disciplines, and/or deploy cyberinfrastructurebased technologies that enable innovative

prevention of Alzheimer’s disease (AD),
mild cognitive impairment (MCI) and
age-related cognitive decline. This FOA
encourages the early stages of drug discovery necessary to identify promising
disease-modifying therapies as well as
treatments aimed at ameliorating the cognitive and neuropsychiatric/behavioral
symptoms characteristics of Alzheimer’s
disease. Studies aimed at the discovery
and testing of therapies directed at a variety of established as well as novel therapeutic targets are encouraged. The goal is
not to duplicate or compete with pharmaceutical companies but to encourage the
process of discovering new, innovative,

20-13 Understanding and Promoting
Health Literacy (R01) (NIH)
The ultimate goal of this program
announcement is to encourage empirical
research on health literacy concepts, theory and interventions as these relate to the
U.S Department of Health and Human
Services’ public health priorities that are
outlined in its Healthy People initiative.
Health literacy is defined as the degree to
which individuals have the capacity to
obtain, process, and understand basic
health information and services needed to
make appropriate health decisions. This
FOA will utilize the R01 grant mechanism and runs in parallel with an FOAs of
identical scientific scope, PAR-10-134,
that encourages applications under the
R03 grant mechanism, and PAR-10-135,
that encourages applications under the

20-11 Grand Challenges Opportunity
(FNIH)
As a component of the Grant Challenges
Vector-based Control of Transmission
Discovery Research (VCTR) program,
the Foundation for the National Institutes
of Heath (FNIH) is seeking innovative
discovery projects to identify new chemical leads to fuel the development pathway
for insecticides to control the mosquito
vectors of malaria. This program seeks to
support projects that will discover new
active ingredients with novel mechanisms
of action as the basis for insecticide
development. It is envisioned that chemical leads identified in these projects can
be taken forward in collaboration with
industrial partner.
