GENERAL
17-1 Astrobiology Science and
Technology for Exploring Planets
(NASA)
Future astrobiology research associated
with solar system exploration and the
Vision for Space Exploration requires the
development of astrobiology relevant,
miniaturized instrumentation capable of
extensive operations on lunar and planetary surfaces throughout the Solar System.
To this end, and in collaboration with other
Directorates at NASA and other agencies,
this Astrobiology Science and Technology
for Exploring Planets (ASTEP) program
solicits proposals for investigations
focused on exploring the Earth’s extreme
environments in order to develop a sound
technical and scientific basis to conduct
astrobiological research on other solar system bodies. A unique feature that is central
to the ASTEP program is the use of terrestrial field campaigns to further science and

The purpose of this competitive undergraduate scholarship grant program is to
increase the multicultural diversity of the
food and agricultural scientific and professional workforce, and advance the
educational achievement of all Americans by providing competitive grants to
colleges and universities. This program

Medicine (First Professional Degree in
Veterinary Medicine); 2) Agricultural

information regarding the Underground
Railroad throughout the United States,
including lessons to be drawn from the

17-4 Relation Between Education
and Social Opportunity (Spencer)
The Spencer Foundation provides funding for research projects that study education in the United States and abroad.
The foundation funds research grants
that range in size from smaller grants that
can be completed within a year, to larger,
multi-year endeavors. The foundation
seeks to shed light on the role education
plays in reducing economic and social
inequalities—as well as, sometimes,
reinforcing them—and to find ways to
more fully realize education’s potential
to promote more equal opportunity.

The U.S. Army Research Office (ARO)
announces the availability of a Broad
Agency Announcement (BAA) for Development of Quantum Computing Technology. ARO together with the National
Security Agency (NSA) solicits proposals
for basic and applied research to advance
quantum computing technology. Research
areas of particular interest include: 1)
Robust solid-state qubits and related technologies; 2) Short-to-medium-range
quantum information transfer in solidstate system, and 3) Ideas, methods, and
procedures for the verification/validation
of quantum computing components.

17-7 Active Transfer Learning (ATL)
(DOD)
The overall objective of this program is to
conduct basic research that will help
enable robust autonomy and automation
in dynamic, unconstrained environments
and contexts. The two science problems
of interest are how a learning machine
may leverage all relevant prior knowledge
and how it may leverage occasional in
situ availability of a subject matter expert
(SME). This leads naturally to the existing research of Transfer Learning and
Active Learning. The intent of this Program is to improve upon these two existing areas of research and combine them to
produce a novel, powerful learning capability. The primary deficiency of active
learning is that it typically involves only
labeling exemplars and does not allow the
SME to fully impact his/her rich domain
knowledge as they would to be human

17-8 Smart Grid Research,
Development, and Demonstration
(DOE)
This funding opportunity announcement
(FOA) is issued by the Department of
Energy, National Energy Technology
Laboratory (NETL) in support of the
Smart Grid Research & Development
(R&D) Program. NETL is tasked with
accelerating the commercialization,
deployment and integration of advanced
digital systems that are needed to modernize the nation’s electricity delivery network for enhanced interoperability and
cyber security. The goal of the Smart Grid
R&D program is to develop an integrated,
national electric/communication technology infrastructure with the ability to
dynamically optimize grid operations and
resources and incorporate demand
response and consumer participation.
This announcement consists of three areas
of interest addressing the need to develop:
1) Integrated distribution management
systems for distribution automation, 2)
Advanced sensing, monitoring, and control technologies for enhanced asset utilization and grid reliability, 3) Voltage

17-9 Origins of Solar Systems (NASA)
The Origins of Solar Systems program
solicits basic research proposals to conduct scientific investigations related to
understanding the formation and early
evolution of planetary systems and to provide the fundamental research and analysis necessary to detect and characterize
other planetary systems. These investigations may involve analytical and numerical modeling, laboratory research, and
observational studies in the following
areas: star formation and the relationship
to planetary system formation, solar nebula processes, accumulation and dynamical evolution, analysis of primitive
materials, and the detection and characterization of other planetary systems.

17-10 CubeSat-based Science Missions
for Space Weather and Atmospheric
Research (NSF)
Lack of essential observations from space
is currently a major limiting factor in
space weather research. Recent advances
in sensor and spacecraft technologies
make it feasible to obtain key measurements from low-cost, small satellite missions. A particularly promising aspect of
this development is the prospect of
obtaining multi-point observations in
space that are critical for addressing many
outstanding problems in space science.
Space-based measurements from small
satellites also have great potential to
advance discovery and understanding in
other areas of atmospheric sciences. To
take full advantage of these developments, NSF is soliciting research proposals centered on small satellite missions.

17-11 Breast Cancer Research Funding
(Komen)
Investigator-Initiated Research (IIR)--IIR
Grants provide up to $600,000 over three
years to stimulate exploration of new
ideas and novel approaches in breast cancer research and clinical practice that will
lead to reductions in breast cancer incidence and mortality within the next
decade. Komen is introducing a new
approach to its IRR RFA in an effort to
align supported research projects with
Komen’s annual strategic objectives and
to provide consistency for the research
community. This year’s research areas are
as follows: Prevention/Early Detection:
Molecular Predictors of High Risk and
Early Disease; Novel Therapeutics and
Resistance: Targeted Therapies for Endocrine Resistance Disease; Biology of
Breast Cancer: Therapeutic Implications
of Micrometastases and 2) Epigenetic
Alterations; and 11 issues relevant to Disparities in Breast Cancer Outcomes.
Career Catalyst Research (CCR) Grants-CCR Grants provide unique opportunities
for scientists in the early stages of their
career to achieve research independence
with an independent award of up to
$450,000 over three years. This year’s
annual research focus areas are: Biology
and Translation, and Disparities in Breast
Cancer Outcomes.

17-12 Roses 2010: Earth Science
Applications Feasibility Studies: Public
Health (NASA)
This solicitation seeks proposals to perform short-term, feasibility studies of
applications of Earth science research
results that will improve decision-making
activities in the focus area of Public
Health. The overall objective of these
projects is to generate and test preliminary ideas for applications of Earth science products to determine their potential
value and readiness for a more in-depth
project. The Public Health application
area focuses on Earth science applications
to public health and safety, particularly
regarding infectious disease, emergency
preparedness and response, and environmental health issues. The application
explores issues of toxic and pathogenic
exposures, as well as natural and manmade hazards and their effects, for risk
characterization/mitigation and improvements to health and safety.

17-13 Turkish-Armenian Summer
Teaching Institute (U.S. Ankara)
The Offices of Public Affairs of the US
Embassies in Turkey and Armenia
announce the Turkey-Armenia Summer
Teaching Institute open competition. Public and private non-profit organizations
may submit proposals to conduct a 6week program in the United States focusing on how current approaches to English
language teaching can be used to develop
critical thinking skills and build tolerance
among adolescent students. The 20-25
Armenian and 20-25 Turkish participants
will be early- to mid-career educators
with 3-7 years of experience teaching
English in public secondary schools.
Exchange participants will be hosted at a
U.S. university or similar education institution for a 6-week period during the
school summer break period (late June
through early September). To promote
continued collaboration after the summer
institute, participants will be introduced
to social networking tools which will
allow them to establish trans-national virtual exchanges among their classes and
