Addendum #1 - RFQ for Combined State Plan October 15, 2015 Please be advised that the RFQ Due Date has been extended to Monday October 19, 2015 at 4:00 PM. The following are the Questions received from vendors and the Answers from the State: 1) What is the maximum amount of funding budgeted for this initiative? The amount of funding will not be disclosed. 2) Will the contract be awarded to the lowest bidder? The contract will be awarded based on the evaluation criteria set forth in RFQ Section 6.0 Quotation Evaluation, and related subsections. (6.6.4, which states in part “price and other factors considered”.) 3) On page 1 of the RFQ, there is a short turnaround between the release of the RFP and the deadline for quotations. What is the rationale for this condensed timeframe? The State requires a Contractor in place in order to receive the first draft from the Contractor by December 7, 2015. 4) On page 4 of the RFQ in 2.0, what process was utilized to prepare “Pathways and Partnerships – New Jersey’s Blueprint for Talent Development”? Was a consultant hired? If so, what consultant? The SETC and NJLWD created a process to gather input through WIOA workgroups and hosted a Summit on March 31 and April 1st for key stakeholders. The blueprint was created internally by SETC and NJLWD. A consultant was not hired. 5) In 4.0, what is the source of funding for this project? What is the estimated budget? The State will not disclose the funding source at this time or the budget for this project. 6) In 4.2, is Section 1 to contain an Organization Chart (contract-specific and for the entire firm) and Resumes? The RFQ is requesting an Organizational Chart that is contract specific and a second Organizational Chart that depicts the overall firm. In addition, a request for resumes of the management, supervisory, and key personnel to be assigned to the contract. In addition to the other forms and documents outlined within the RFQ Sections and subsections of 2.0, 3.0 and 4.0. RFQ Section 4.2 Quotation/Proposal Content - Section 1 should contain all the forms referenced in RFQ Section 4.3, not 3.3 and 3.4. (A) Provideanassessmentoftheuniqueneedsoffarmworkersintheareabasedonpast andprojectedagriculturalandfarmworkeractivityintheState.Suchneedsmay includebutarenotlimitedto:employment,training,andhousing. (B) ProvideanassessmentofavailableresourcesforoutreachandwhethertheState believessuchresourcesaresufficient.IftheStatebelievestheresourcesare insufficient,provideadescriptionofwhatwouldhelpandwhattheStatewoulddo withtheadditionalresources. (2) OutreachActivities. (A) DescribetheStateagency'sproposedoutreachactivitiesincludingstrategiesonhowto contactfarmworkerswhoarenotbeingreachedbythenormalintakeactivities conductedbytheemploymentserviceoffices. (B) Theplanfortheproposedoutreachactivitiesmustinclude: (i) Thegoalsforthenumberoffarmworkerswhowillbecontactedeachprogram yearbyW‐Pstaff. (E) UrgingthosefarmworkerswhohavebeenreachedthroughtheState'soutreachefforts togotothelocalone‐stopcentertoobtainthefullrangeofemploymentandtraining services. (4) Servicesprovidedtofarmworkersandagriculturalemployersthroughtheone‐stopdelivery system.Describetheactivitiesplannedforprovidingthefullrangeofemploymentandtraining servicestotheagriculturalcommunity,bothfarmworkersandagriculturalemployers,through theone‐stopdeliverysystem. (5) OtherRequirements. (A) StateMonitorAdvocate.TheplanmustcontainastatementthatindicatesthattheState MonitorAdvocatehasbeenaffordedtheopportunitytoreviewandapprovetheAOP. (B) ReviewandPublicComment.TheplanmustprovideinformationindicatingthatWIOA Section167NationalFarmworkerJobsProgram(NFJP)grantees,otherappropriate farmworkergroups,publicagencies,agriculturalemployerorganizationsandother interestedemployerorganizations,havebeengivenanopportunitytocommentonthe StateAOP.Includethelistoforganizationsfromwhichinformationandsuggestions weresolicited,anycommentsreceived,andresponsestothosecomments. (C) Assessmentofprogress.Theplanmustincludeanexplanationofwhatwasachieved basedonthepreviousAOP,whatwasnotachievedandanexplanationastowhythe Statebelievesthegoalswerenotachieved,andhowtheStateintendstoremedythe gapsofachievementinthecomingyear. (B) PersonnelDevelopment.Describethedevelopmentandmaintenanceofasystemfor collectingandanalyzingonanannualbasisdataonpersonneldevelopmentwith respectto: (i) alistoftheinstitutionsofhighereducationintheStatethatarepreparingVR professionals,bytypeofprogram; (ii) thenumberofstudentsenrolledateachofthoseinstitutions,brokendown bytypeofprogram;and (iii) thenumberofstudentswhograduatedduringtheprioryearfromeachof thoseinstitutionswithcertificationorlicensure,orwiththecredentialsfor certificationorlicensure,brokendownbythepersonnelcategoryforwhich theyhavereceived,orhavethecredentialstoreceive,certificationor licensure. (2) PlanforRecruitment,PreparationandRetentionofQualifiedPersonnel.Describethe developmentandimplementationofaplantoaddressthecurrentandprojectedneedsfor qualifiedpersonnelincluding,thecoordinationandfacilitationofeffortsbetweenthe designatedStateunitandinstitutionsofhighereducationandprofessionalassociationsto recruit,prepare,andretainpersonnelwhoarequalified,includingpersonnelfromminority backgroundsandpersonnelwhoareindividualswithdisabilities. (k) AnnualEstimates.Describe: (1) ThenumberofindividualsintheStatewhoareeligibleforservices. (2) Thenumberofeligibleindividualswhowillreceiveservicesunder: (A) TheVRProgram; (B) TheSupportedEmploymentProgram;and (C) eachprioritycategory,ifunderanorderofselection. Permissibletargets(i.e.“adjustedperformancelevels”)wouldbea State’s“annualmeasurableobjectives”(AMOs)fromitsState’sESEA accountabilityworkbook.(ToensurethataState’sschoolsaremaking “adequateyearlyprogress”(AYP)asrequiredundersection 1111(b)(2)(A)oftheESEA,section1111(b)(2)(G)oftheESEArequiresa StatetoestablishStatewideAMOs,whichidentifyasingleminimum percentageofstudentswhoarerequiredtomeetorexceedthe proficientlevelontheState’sacademicassessmentseach year.)Under 6 (B) thePerkinsAct,aStatemayproposedifferentperformancelevels (targets)insteadofitsAMOsasdiscussedbelow. Section113(b)(2)(A)(iv)ofthePerkinsActrequiresaStatetoidentifya coreindicatortomeasureforitscareerandtechnicaleducationstudents atthesecondarylevel“studentgraduationrates(asdescribedinsection 1111(b)(2)(C)(vi)ofthe(ESEA)).”Thus,aStatemustreportthe numberorpercentofitscareerandtechnicaleducationstudentswhom theStateincludesasgraduatedinitsgraduationratedescribedunder theESEA.ToensurethataState’sschoolsaremakingAYPasrequired undersection1111(b)(2)(A)oftheESEA,someStateshaveestablished Statewidetargetsforgraduationratesundersection1111(b)(2)(C)(vi), andotherStateshavedefinedAYPonlytorequireimprovementinthe graduationrateeachyear. TheDepartmentstronglyencouragestheStatetoreachagreementon “adjustedperformancelevels”requiredundersection113ofthePerkins Actforthecoreindicatorsdiscussedin(a)and(b)abovethatarethe sameastheState’sAMOsortargetsthattheStateadoptedtoensure thattheState’sschoolsaremakingAYPasrequiredundersection 1111(b)(2)oftheESEA.However,asnotedabove,theStatemaynot haveestablishedtargetsforgraduationsratesundertheESEA,orthe Statemaywishtoproposeperformancelevelsforthesecoreindicators thataredifferentfromtheState’stargets.Ifso,theStatemustprovide baselinedatausingtheState’smostrecentyear’sachievementdataor graduationrateundertheESEA,proposeperformancelevels,andreach agreementwiththeDepartmentofEducationon“adjustedperformance levels.”(TheSecretaryofEducationisconsideringwhethertoissue regulationsrequiringaStatetoagreeto“adjustedperformancelevels” underthePerkinsActthatarethesameastheState’sAMOsortargets forgraduationrateundertheESEA.IftheSecretaryofEducation decidestoregulateonthisissueandadoptsfinalrules,aStatemaybe requiredtoamenditsStatePlan. (6) TheStatePlanmustdescribetheeligibleStateagency’sprocessforreaching agreementonlocaladjustedlevelsofperformanceifaneligiblerecipientdoesnot accepttheStateadjustedlevelsofperformanceundersection113(b)(3)oftheAct andensuringthattheestablishedperformancelevelswillrequiretheeligible recipienttocontinuallymakeprogresstowardimprovingtheperformanceof careerandtechnicaleducationstudents.(section113(b)(4)(A)(II);sec. 122(c)(10)(B)) (7) TheStatePlanmustdescribetheobjectivecriteriaandmethodstheeligibleState agencywillusetoallowaneligiblerecipienttorequestrevisionstoitslocal adjustedlevelsofperformanceifunanticipatedcircumstancesarisewithrespect toaneligiblerecipient.(section113(b)(4)(A)(vi)) (8) TheeligibleStateagencymustdescribehowitwillreportdatarelatingto studentsparticipatingincareerandtechnicaleducationprogramsinorderto 7 adequatelymeasuretheprogressofthestudents,includingspecialpopulations andstudentsparticipatingintechprepprograms,ifapplicable,andhowthe eligibleStateagencywillensurethatthedatareportedtoitfromlocaleducational agenciesandeligibleinstitutions, andthedatathatitreportstotheSecretary,are complete,accurate,andreliable.(section122(c)(13);section205) (9) TheStatePlanmustdescribehowtheStateplanstoenterintoanagreementwith eachconsortiumreceivingagrantunderPerkinsIVtomeetaminimumlevelof performanceforeachoftheperformanceindicatorsdescribedinsection113(b) and203(e).(section204(e)(1)) (10) TheStatePlanmustdescribehowtheeligibleStateagencywillannuallyevaluate theeffectivenessofcareerandtechnicaleducationprograms,anddescribe,tothe extentpracticable,howtheeligibleStateagencyiscoordinatingthoseprograms withotherFederalprogramstoensurenonduplication.(section122(c)(8)) (b)PartB. Theseincludeemploymentandcasemanagementservices,training,jobsearchallowances,relocation allowances,reemploymentandalternativeTAAwagesubsidiesforolderworkers,andincomesupportin theformofTradeReadjustmentAllowances(TRA).
