Executive Advisory Committee Meeting AB86 Minutes and Actions of the Committee Eureka Main Campus, Room SS 104 February 19, 2015 11 AM Attendees: Julia Peterson, Rick Jordan, Dave Lonn I. Lunch, Brief Introduction, and Review of Minutes II. Review of AB86 Adult Education Survey We reopened the survey. The final response count was 119, with 109 completed surveys. Additional coffee cards were sent, received, and distributed to the respondents. Data analysis and charts were updated to reflect the additional data. III. WIOA: Workforce Innovation and Opportunity Act WIOA is legislation to improve the current workforce development system and help put people back to work. It is the first major Federal reform in the workforce system in over a decade. WIOA creates a partnership among the federal government, state government, and local agencies to provide adult education, literacy services, and other work-related services. The transition from WIA to WIOA is already in progress, and full implementation will take place by July 1, 2017. This Committee will continue to monitor the local and regional changes, and align AB86 planning and implementation accordingly. We are already working with the local WIB (Workforce Investment Board). IV. Discussion The Committee will decide how to add new members to form an Allocation Board. A great deal of work remains to be done at the state level to clarify our responsibilities. We need to examine the original planning grant requirements to determine if it is possible to repurpose planning grant funds in order to hire a Coordinator/Scheduler for adult education in the districts as soon as possible. No clear answers regarding funding and the number of potential students the Consortium could serve through the districts are available at this time. Any partnerships will likely require MOUs created to establish insurance liability. We need to be sure that all parties are legally, fairly, and adequately served moving forward.
