Charles River Charles RiverBasin Basin Pedestrian and Pedestrian and Bicycle BicycleStudy Studyfor for Pathways and Pathways and Bridges Bridges Technical Memorandum: Technical Memorandum: September UserCounts Counts September 2010 2011 Non-Motorized Non-Motorized User Along the Charles River Basin Along the Charles River Basin November2011 2010 November Non-Motorized User Counts The Halvorson Design Partnership team conducted non-motorized user counts along the Charles River Basin in September 2011. This data was analyzed and compared to data gathered in September 2009, May 2010, September 2010 and May 2011. Data collected in September 2011 at 23 locations along the eight-mile-long river corridor shows over 9,000 non-motorized users per hour on a weekday evening and nearly 7,000 per hour on a weekend afternoon. Complete graphics and data for each count are included in the appendices of this Technical Memorandum. The September 2011 counts were conducted on a weekday evening (Tuesday, September 13, 4:30 – 6:30 PM) and a weekend afternoon (Saturday, September 17, 12:00 – 2:00 PM), and took place at three types of locations: 1) Charles River bridges, 2) prime locations on both banks of the linear path system and 3) key connections to the parkland within the Basin. While these 23 locations overlapped significantly with the locations used in previous counts, some adjustments have been made, which are noted in the report. Observations from the September 2011 count include: Midweek Count Tuesday 9/13/11, 4:30 - 6:30 PM Total User Count = 18,277 Weekend Count Saturday 9/17/11, 12:00 - 2:00 PM Total User Count = 13,710 • The number of non-motorized users on the weekday was higher than weekday totals from previous counts. The number of non-motorized users on the weekend was very close to the average weekend totals of the four previous counts. • The weekday non-motorized totals in Fall 2011 indicate a steady increase in the use of the Basin area bridges and paths for recreation and commuting. • As is consistent with previous counts, activity on the pathways, crosswalks and pedestrian bridges increases as one moves downriver. The Lower Basin has far greater activity than the Middle and Upper basins both during the weekday evening and the weekend joggers bicycles afternoon. pedestrians other * • Similar to previous counts, the ratio of male to female pedestrians and joggers is nearly equal for both days, the ratio of male to female cyclists is approximately 2:1. These ratios were consistent * refers to those on roller blades, when comparing cyclists on the roadway versus on the sidewalk. skateboards and scooters • Bicyclists continue to show a strong preference for riding in the roadway on the Harvard and Longfellow Bridges, where there are Fig. 1 bike lanes. Bicyclists riding on the sidewalks make up half or more of total bicyclists on all the other bridges. • The count data revealed pedestrian usage to be fairly evenly distributed between upriver and downriver sidewalks for most of the bridges. Two exceptions were the Craigie Dam and Bridges and the Western Avenue Bridge. The Craigie Dam users’ dramatic preference for the upriver sidewalk on both days can be attributed to the presence of the heavily visited Museum of Science on the upriver side of the Dam. The Western Avenue Bridge users’ preference for the the upriver side is likely due to the fact that it is contiguous with the Harvard Business School campus. ACCELERATED BRIDGE PROGRAM | PEDESTRIAN + BICYCLE STUDY FOR PATHWAYS + BRIDGES | CHARLES RIVER BASIN November 2011 -1- Non-Motorized User Counts LONGFELLOW BRIDGE/CHARLES CIRCLE COUNTS The September 2011 count continued the effort to study all turning movements at Charles Circle, as was done in the September 2010 and May 2011 counts (see Figure 2 and Figure 3). Similarly, the largest volumes of bicyclists traveled westward on Cambridge Street to the Longfellow Bridge. This overall pattern follows the flow of evening commuters out of downtown Boston into Cambridge, and is consistent wth the previous counts. The weekend count from September 2011 showed slightly heavier use on the south/upriver side of the circle, consistent with the May 2011 count. More data will be needed before a trend can be identified. Of note in both the September 2011 and May 2011 counts is the heavy use of the crosswalk on the north/downriver side of the circle which connects the MBTA overpass and the refuge island at the end of the southbound ramp from Storrow Drive. COMPARING THE COUNTS The weekday total for the September 2011 count was higher than any of the four counts previously recorded by the Halvorson team (See Figure 4 and Figure 7) and the weekend total was nearly equal to the average of the previous four weekend counts. The weekday evening count on Tuesday, September 13, recorded 21% greater non-motorized users than the weekday average of the previous counts, and the weekend mid-day count on Saturday, September 17, recorded just 1% fewer users than the average. The increase varied slightly across the different modes. Cyclist turnout on the weekday evening count was 29% higher than the previous counts’ average, while the pedestrian turnout was 21% higher and jogger turnout 15% higher. On the weekend mid-day count, cyclist turnout was down 18%, while pedestrian turnout increased by 3% and jogger turnout by 10%. As has been previously observed in the Charles River Basin counts, the weekday totals represent a higher percent of commuters and potentially more consistent behavior, whereas the weekend totals represent more recreational use, which fluctuate more easily depending upon the weather, holidays, and events (concerts, fundraising walks, etc.) along the Basin. Consistent with data from previous counts, the weekday total indicates a steady increase in the use of the Basin for recreation and commuting. It should also be noted that there was a free concert taking place at the Hatch Shell on the Esplanade Saturday afternoon; the concert officially started at 2:00 p.m. and music began at 3:45 p.m. The three count locations potentially impacted by this event include the Arthur Fiedler Footbridge, the Lower Basin South Bank Path and the Charles River Boathouse Path. The Arthur Fiedler Footbridge user count was significantly higher than average for pedestrians and modestly higher for cyclists and joggers. The Lower Basin South Bank Path count was significantly higher than average in all three categories, while the Charles River Boathouse Path had higher than average cyclists and joggers but lower than average pedestrian users. ACCELERATED BRIDGE PROGRAM | PEDESTRIAN + BICYCLE STUDY FOR PATHWAYS + BRIDGES | CHARLES RIVER BASIN November 2011 -3- Non-Motorized User Counts In conclusion, the data from the counts is intended to give MassDOT and DCR a baseline of walking, running and bicycling activity at key locations, helping to inform design and implementation decisions for bridge and path improvement projects. In the future, the rate of change will be compared with bikeand pedestrian-oriented improvements along the Basin’s paths and bridges, adjacent intersections and in the communities that surround the Basin. The count times and overall guidelines were developed in conjunction with the National Bicycle and Pedestrian Documentation Project (NBPDP), a joint collaboration between Alta Planning + Design and the Institute of Transportation Engineers. The NBPDP guidelines should be used for all subsequent counts within the Charles River Basin and all data from the counts will be forwarded to the NBPDP for further analysis and to add to the growing collection of consistent information about people who are walking and bicycling in different parts of the country. PLEASE NOTE: The total number of bridge and path users in this count are not a literal representation of the number of people using the Basin within a two-hour period. This effort involved screen-line counts made independently at all locations throughout the Basin and did not take into account any turning movements (with the exception of the Longfellow Bridge.) Therefore, some individuals may have been counted more than once if, for instance, they had biked the path system for long stretches, walked across a bridge and turned onto a path, jogged in a short
