BRIEF BIOGRAPHY Bill McCrum Bill McCrum has a B.Sc. in Electrical Engineering and a Master of Science degree in Electronics and Communications from the Queen’s University of Belfast. He worked in radiocommunications design for General Electric in the United States from 1968-69, then Bell Northern Research Labs., Canada from 1969 – 77 specializing in digital data communications equipment and system design. He joined the Canadian Department of Communications in 1977, and retired as Senior Director, Telecommunications Engineering and Certification in the Canadian Department of Industry in 2010. He was chief negotiator for Canada in a number of international treaties and Mutual Recognition Agreements in the area of Conformity Assessment of telecommunications equipment, covering the Americas, European Union and Asia Pacific Regions. He is well known in the international ICT standards world and has published many papers in the data communications field and co-authored 2 books on Open Systems Interconnection. Presently he is consulting to the ITU.
