Mario from the Transfer Center thanked the senate for the grant that was awarded to the transfer center. He mentioned
that they are trying to keep students aware of what is happening on campus and is looking forward to College and Career
Night on Monday.

Ya Ming and Janice Bloomey spoke briefly on organizing a social justice conference that would allow students to present
rather than faculty or administrators. This conference is geared towards giving students the learning opportunities of
speaking in public and they would like to incorporate different means to learn, including performance presentations, dance
and music. They will present a formal request for funding and support in two weeks.

“Point of Privilege” is only to be used if you need to use the restroom and will no longer be for getting food. If you want to
make a “Point of Privilege,” make eye contact and gesture either the President or Vice President. You will only be able to
get food prior to the meeting and not during.
At 4:30pm there will be a 5 minute break period. If we are on an item, we will complete the item and then take the break.
Also, at 5:30pm the plates will be picked up.
Chris has volunteered to put the signs up to let people know we have a senate meeting in progress.
Please make sure to turn off your computers once you are done with them.
Please make sure the speakers stay plugged in to the back of the computers.

Guest Speaker: Renée Kilmer

Renee is the VP of Instruction at Cabrillo. The Career Technical Education program is on a very different track now
than in the past. It is currently a very high level of education and mostly highly technological fields, not a vocational
program like it was in the past. Cabrillo also hosts a Lifelong Learning Program, but the state no longer wants to fund
this program. Although it would be nice, it is not possible at this time for the college to offer all of the transferable
courses listed on assist.org. Sometimes a course cannot be offered because it is highly specialized and we may not
have an instructor who is available to teach the subject. Renee discussed priority registration and also mentioned the
difficulty of getting accepted to universities because there are so many applicants. Budget cuts have also happened
which is another reason why some courses have had to be cut. Basic skills courses were preserved as much as
possible. By using a spreadsheet formula that was shown to the senate, the school was able to determine that cuts
were made equally amongst all departments, percentage wise, but almost every department had to take cuts. Renee
mentions one thing that would help the administrators track accurately the direction students are headed, would be to
have students update their web-advisor accounts to reflect accurately what degree or certificate they are planning to
complete. Senator Steele moves to extend time by 10 minutes and Treasurer Gomez seconds the motion. Time is
extended by a vote of 10 yeas, 5 nays and 0 abstains. The state came down on all the community colleges and
mentioned that each college should eliminate Lifelong Learning, but Cabrillo has never had a lot of students taking
classes only in this field. Our lifelong learners on campus are usually taking transfer courses and rarely the non-credit
courses the state refers to as lifelong learning classes. It is also a benefit to know that Cabrillo students can be
dually-enrolled in UCSC and take courses there if a class is not offered here, and vice-versa. This is available if the
course is not full and you can go to the admissions office to get more details about this. In order to prepare for a
possible program elimination, matrixes have been created to determine student success and efficiency in each
program. This matrix design will help to ensure that a successful program is not eliminated if the college is put in a
position where a program needs to be cut.
Committee Reports

Halloween was a big success. About 60 students dressed up in costumes and the stroke center loved it. Sesario and
Sharon and Jim were great judges. The total cost was about $800. The last meeting for this committee will be this Monday
at 1:30pm, to put all the decorations back.
The Faculty senate was slightly different than usual because Cabrillo passed funding for an additional full time staff
member, and several departments were coming in trying to pitch why they needed the new staff member.
Student Health Services Advisory committee met today. There is an increased demand for mental health services and the
committee wants to increase the session limit from 3 to 6 per semester with a maximum cap of 18 sessions per student.
Also, Kathybelle will email the information about the crisis intervention program and also it is available to view on Dennis’
website. Student Health Service fee is going to raise $1 starting in the fall/spring of next year and in the summer semester
also.

The Second Harvest kickoff luncheon was yesterday. The goal is to raise 40,000 pounds of food. Sharon will be
distributing piggy banks and the challenge is to get $50 or $100! $1 will feed a family of 4. Sharon will do a presentation
next week on this. There were 20 barrels ordered and they will be placed in almost all the buildings.

A. Additional Funding for Thanksgiving

This item is up for discussion / possible action regarding the approval of an additional $2,000.00 $800 from the
___ Account for the Thanksgiving Community Dinner being hosted by the Student Senate. This money would go
towards purchasing additional amounts of food so that we can feed more people.
This money will feed 600 people and include purchasing gift cards from Safeway. We sent a newsletter out to 15,000
students inviting them and their families to attend. There is also interest to give blankets and mittens, hats and
scarves to people this year as well. For the raffle, consider whether you must be present to win, as often times people
come to eat and quickly leave. The food is already covered and this money would cover the raffle prizes and other
amenities. It went to vote to approve $800 from the programs account for the Thanksgiving community dinner being
hosted by the Student Senate. It is approved by a vote of 15 yeas, 1 nay and 0 abstains.

Creating Student Advocacy Program

travel costs in order to bring a guest speaker to our campus that will speak on creating an advocacy program here.
A College in San Mateo created a program that teaches students how to lobby. Eventually the students started going
to Sacramento and Washington DC and this program sounds like an incredible opportunity. It would be nice to do at
Cabrillo but it is realized that we do not have much money left in our student rec account. A guest speaker who was
at the CCCSAA event said he would come to speak to us about this as long as we pay for his transportation and
food, and he lives in San Francisco so it wouldn’t be that expensive. There are a bunch of students interested in this
and it has the potential to become something. If you are interested in taking this on, please see Arthur. This item will
come back to the agenda in the future.

The printer in the Watsonville center office has been broken for a while and keeps breaking after getting fixed. The
technical assistant at the Watsonville center suggests that we purchase a laser printer. This could be used by both
the senate and clubs and benefit other constituents on campus as well. It is recommended to look at the IT website to
determine which printers they will service. Senator Barlow moves to approve $1,000 from the 73 account to purchase
a new printer for the Watsonville campus as the current one is broken and Senator Petrillo seconds the motion. This
motion is approved by a vote of 14 yeas, 0 nays and 2 abstain.

This item is up for discussion regarding the Publicity events in the works, including the possibility of a “Goodluck”
event before Finals.
The Publicity Committee meeting was last week and we still have money approved for a food event, so the committee
thought an event during finals week might be a fun idea. A signup sheet went around the meeting, and if 5-8 people
can work it at the same time, the planning for the event will begin next week. Also, the Outdoor Club is having a BBQ
next week and it would be a nice idea to have people tabling at the event. It is Wednesday from 10-2pm. Remember
that if this event if held during finals week it should be held the first or second day of the week and it is suggested to
have it near the bookstore since many students will need to purchase scantrons. It was also discussed about
considering passing out scantrons at the event.

Smoking / Skating on Campus

This item is up for discussion on the Senates opinion on the current Smoking and Skating regulations on campus,
and some possible changes being proposed.
Charlotte sent emails regarding the current rules of smoking on campus. There have been recent complaints of
people smoking marijuana on campus, and also cigarettes, and complaints that the smoke has been drifting into the
classrooms. It was discussed considering having a smoke-free campus or also providing more accessible smoking
areas to make it easy for the smokers so they don’t feel tempted to smoke in places other than designated areas.
Other considerations were to allow smoking only in cars, or in different locations other than the current one in the
parking lot. Who is going to take on the enforcement of these rules? Vice President Chuiko moves to extend time by
five minutes and it is seconded. Time is extended with a vote of 14 yeas, 2 nays and 0 abstain. It was discussed
administering a poll to the people attending next week’s BBQ to see how they feel about smoking on campus. As for
skateboarding; there is already a $150 fine for skateboarding on campus, but many feel the posting is not noticeable,
even though there is signage on campus. It was also spoken about putting this information in the newsletter and in
the Voice.

Executive Officers
President: Charlotte Achen- For the next few weeks, I will be issuing challenges. I challenge you all to speak to
three students you have never met and invite them to come to the meetings. I will check in next week to see how we
are doing. Challenging ourselves makes us grow as leaders. With Watsonville, invite the homeless shelters to the
thanksgiving event.1 in 3 children go hungry in Santa Cruz each night and a $1 donation supports a family of 4. This
is huge and I want to see everyone fill those piggy banks.
Vice President: Oleksii Chuiko- Next week bylaws committee- please come- as it was mentioned last week, come
to get details about student advocacy on campus. The social justice conference is a really good idea. Maybe we will
be the people to help them jumpstart this. I am commending Arthur. Also, I received an email about proposition 13
that I will forward to all of you.
Treasurer: Joseph Gomez- I would like to thank everyone for the thanksgiving money approval. We are going to
feed a lot of people. I chose this event because I have had my own past experiences that have caused me to benefit
from things like this.
Legislative Representative: Gaby Avila absent
Student Trustee: Joseph Watkins I want to touch on second harvest and thanksgiving- these events are huge- I
want to encourage you all to come to these. You get face to face time with students and you are really making a
difference and it is a really fun event. The social justice is also a recommended event to become involved in. Even if
we have extra food on Thanksgiving we go out in the community and give away food. It can be awesome!
Inter-Club Council Chair: Ivan Sumano-Vargas ICC meeting- we charted another club. If you ever want me to
present something to the ICC come to me and I will add it to the agenda and you don’t have to just be a public
comment.I thought the food today was good; it is all vegetarian and vegan but I liked it.
Watsonville Representative: Joshua Riparetti- I am not for the Bhatki Yoga food- it wasn’t that good to me. I would
rather stick to Taher.
Scotts Valley Representative: Stephan Venegas- It’s good to see you. It is not about if you are going to make a
difference, but more about what type of difference you make. I want to commend you all for making a difference.

Stephanie Petrillo- Today’s meeting went really well and I commend Charlotte; you have been doing an excellent
job enforcing the rules.
Jennifer Venegas- The meeting went really well and I especially enjoyed it today.
Sharon O’Connor- I want to thank you for my birthday celebration astomorrow is my birthday. I will be herecommittee meetings at 11am. We are raffling a bike during the second harvest food drive. I am really looking forward
to reaching the goal of 40,000 pounds of food

Arthur O’Reilly- Darwin beat me to the punch commending Sage. He is a great addition to PR and our next meeting
is tomorrow at 2pm.
Kathybelle Barlow- The only thing I didn’t get to with student health committee- there is accident coverage for
students who get hurt on campus. It’s secondary insurance if they have others. Sandy covers the accident reports if
anyone has an accident. I learned some stuff from last week- I didn’t start by asking for a count of hands first to see
who was interested. I did learn that due to Roberts rules of order- if you are sponsoring an item, you get the first word
and the last word and I didn’t know that. I didn’t check in the feelings with some people- didn’t check in with both
advisors. I was taking over a point that another senator had taken over before and I should have checked in with her
more on how she was feeling and what she thought. I should have done more research and preparatory notes but it
was a big learning experience in both politics and working politics.
Darwin Constantino- This weekend is GA- I am going! It’s going to be a new experience for me, and I have done
most of my homework so I will be focused. Next week is the bookstore taskforce duplication meeting. We should
bombard the committee; it is Wednesday, November 9 at 3pm in room 804a. I commend Sage today; the pamphlet
he made was awesome and I got an idea from that. He showed a lot of his graphic design talents. I challenge
everyone to incorporate their own talents or skills into the senate.
Chris Steele- Thank you for everyone showing up. Dominican hospital did a smoking ban, and what they did is allow
people to smoke in their cars andcthat worked out well for them, maybe we consider it. The food today was Bhatki
Yoga, and as much as I would like to suggest that, Taher usually provides us a better selection of food. I was a little
disappointed with them today and I would like to continue to support Taher.
Jesse Collins- I’m going to check everyone’s office hours before we purchase the fax machine so we know what the
posted hours will be.
Sage Goncharoff- The pamphlets are going good. I finished one and it turned out nice, the other two are coming
along nicely and you will see more next week.

Sesario Escoto- Kathybelle, when you said the conference, I assume you meant the GA. Please review the rules
and see what regulations there are and follow them if you are attending as an observer. The winter holiday
decoration- if you are going to do it, you need to decide who is going to do it. We have had a student complain about
religious decorations. I encourage you to bring your ideas of diversity to celebrate all cultures. We can bring festivities
from all cultures. Monday is College and Career night- we have a table area set up and I am assuming you will have it
staffed. Metro passes have been very successful and we need to buy them at 200 at a time instead of 150. I am
trying to find another source of money for this; even though it replenishes itself it is money already spent. The
technology support for this room- consider putting a computer in here with a lock- cords get lost and taken etc, and
you have enough money in your 73 account to purchase this. I think it would be a good investment. I hope that guest
speakers, in the future, you will put ahead of committee reports. My goal is to open Cabrillo food pantry on December
2. We only need 2 people on a time to work it. Our application was rejected for second harvest. I am done with it and
the President is working on it now- but, whether that gets considered or not- we should be ready to start and we

Conference is in Sacramento on January 28,29,30. $4,560 will cover 6 students and 1 advisor and $3,361 will cover 4
students and 1 advisor. In case you are interested in this it is to discuss latest on legislation, budget, meet legislators
in their office and dinner with legislatures. Put this on the agenda if you want to do this. And March in March is
coming up!
Flor Chacòn I really think you had a focused meeting. You are focusing on Second Harvest and thanksgiving and
that is good to hear. There’s only 5 or 6 weeks left before the semester ends. You don’t have to wait for the piggy
banks to start collecting for second harvest- announce it in your classes- tell them to bring food in now. Next meeting
is in Watsonville- don’t forget. Thank you to everyone. Joseph Gomez was with me several hours doing things for
College and Career night. Every single one of you took the time to ask if you could help and I really appreciate that as
well as your patience with me. I appreciate that you have noticed people who have gone above and beyond. I want to
commend Sesario- he has been working nonstop- he is going to San Jose this weekend and he is here to 7pm at
night and he still has a life and is going to Costco on weekends for you. He is still up and here early in the morning. I
hope that you notice that and applaud him.

Looks like there is a new norm; The Darwin Constantino award and it is sort of growing and is nice. The rotation of the chair
is also working well, as it is challenging and healthy for everyone to get a taste of how it feels to chair an item. It was also
discussed having Senators-At-Large chair items as well. Now that the mentorship program passed we need to start talking
about it and implementing it. Consider putting birthdays together so that we don’t forget anyone’s in the future. It is nice to
bring faculty to talk to us, as it allows us to feel more connected.

Enforcement of Bylaws regarding Attendance and Tardiness

It was discussed whether leniency on attendance and tardiness will continue next semester. This has decided to be
discussed with the senate prior to the school’s spring schedule coming out so that people may consider that before deciding
to enroll in classes that conflict with meeting times. It was discussed enforcing a strict time from 3pm-6pm and enforcing
strict attendance during that time frame. Prioritization of the agenda items was discussed as well as requiring that if you
cannot attend from 3pm-6pm then you would not be able to hold a position as a senator. It was also discussed having the
Watsonville meeting begin at 3pm as well, instead of 3:30pm. It was advised to consider reading Article 5, Section 1, Letter
D; which states that excusal must be by the senate, and not by the executive board as is currently happening. As an
executive board, all you can do is review the tardy or absence and send it to the senate to be excused. It was decided that
next semester the tardies and absence approval would go to the senate and also that this item would be presented to the
bylaws committee at the next meeting since there was a misinterpretation of these articles. Starting in spring, there will not
be excusal on a regular basis for senators who arrive late or leave early due to class conflictions. The only excusals would
be for emergencies and would have to be approved by the senate. Discussion occurred about the frequencies of the
Watsonville meetings, and it was decided to keep it as it is, with a meeting at that campus once a month. It was also
discussed to have a specific week that the meeting will be held; ie; the third Thursday of every month. Charlotte will provide
a schedule the first meeting of the spring semester stating which meetings will be held in Watsonville.
