Report of the fifteenth meeting of the JCA on ICT&CC
1.1
General
The fifteenth Meeting of the JCA on ICT and Climate Change was held on 10 November 2014
online under the Co-Chairmanship of Ahmed Zeddam and David Faulkner. The meeting focused
on “Energy Efficiency”. A list of participants can be found in Annex 1.

Ahmed Zeddam gave a brief summary of the previous meeting (See doc 130 on the JCA
ICT&CC website).
2.
Presentations and Discussion
2.1 Updates on “Energy efficiency”:
2.1.1 Vida Rozite, IEA,” Energy implications of becoming increasingly smart and
connected (Doc. 132)
Vida Rozite gave an overview of the activities related to Climate Change carried out by IEA. She
emphasised that there is a clear gap, concerning ICT in knowledge about energy implications,
energy efficiency opportunities and effective policies. ICT is growing in importance in all sectors
of the economy and electricity demand for ICT is increasing at a faster rate than overall
electricity demand. Will we need new power plants or will we curb growth? The best available
technologies can save power but there is not sufficient cost saving to drive replacement. There is
a possibility for leadership and intervention by policymakers to save energy in the ICT sector.

Dave Faulkner asked about energy efficiency in the consumer domain saying that consumers
may be insufficiently represented in the area of energy efficiency. Vida Rozite said that there
was activity Korea on edge devices and Switzerland was showing consumer awareness. EU has
activity on network standby and there are voluntary agreements in the USA and Canada. The
activities of the EU JRC on Codes of Conduct for various ICT devices were noted.
Cristina Bueti (ITU) and Vida Rozite (IEA) agreed to discuss opportunities for ITU and IEA to
work together.
2.1.2 Beniamino Gorini, “ETSI TC-EE Activities on Energy Efficiency” (Doc 133)
Beniamino Gorini gave an overview of ETSI EE standards which are already available and those
under revision. He noted that the EU target power levels are being removed from ETSI standards
during the revision process with focus on the measurement methods.
He noted that a new work item on mobile base station test methods could be carried out in
cooperation with ITU-T Study Group 5.
He is awaiting an EU mandate to start work on Network Standby. This will include a green
abstraction layer to monitor energy performance profiles.
Ahmed Zeddam commented that there was already good cooperation between ETSI EE and ITUT SG5 and announced that Orange will submit a contribution to the forthcoming SG5 meeting
proposing a new work item on the implementation of green abstraction layer within software
defined networks.
Vida Rozite said she was impressed by what was being done in standards. She said that the
following topics which could improve that standards process:


Improve harmonisation to avoid organisation setting up two different ways of making
the same tests
Uptake of standards. Is enough being done to improve uptake?
Beniamino mentioned the short approval process in ETSI EE which was being applied to the
evolution of Technology Reports’ to elevate them to ETSI standards. He mentioned
harmonisation between ATIS and ETSI with focus on radio base stations and harmonisation
between ETSI and ITU-T SG5. He noted that standards (e.g. green certificated equipment) are
being defined in countries without reference to existing standards. A problem is how to become
aware of work starting in, for example USA, China or India, which covers similar ground to
existing standards work items.

Ahmed Zeddam (Chairman ITU-T SG5) made this presentation in absence of Paolo Gemma
(Chairman ITU-T SG5 WP3).
3. Any other business
Cristina Bueti (ITU) gave an update on forthcoming activities. These include:

ITU-T SG5 Regional Group for the Arab Region (SG5 RG-ARB) to be held Kuwait City
on 25 November 2014

ITU-T SG5 meeting, to be held in Kochi, India, from 8 to 19 December 2014 at the
Hotel Le Méridien Kochi. This will be hosted by the Indian Government.

Focus Group on Smart Water Management will meet on 9 December 2014 in Kochi.

JCA ICT and CC will meet on 9 December 2014 (see below)




WG3 of the Focus Group on Smart Sustainable Cities will meet in Kochi on 11
December to advance work on key performance indicators for smart sustainable cities.
SG5 newcomer session will be held in Koichi on 14 December 2014
9th Symposium on ICTs, Environment and Climate Change, will be held in Koichi on 15
December 2014
A series of forums on Smart Sustainable Cities is being planned with ITU-T in 2015
Ahmed Zeddam thanked and congratulated the speakers for their valuable contributions.
4. Next Meeting
The Sixteenth Meeting of JCA ICT&CC will have a special focus on “Energy efficiency”.
It will take place 9 December in Koichi at 6:30-8:00 pm local time. TSB Secretariat informed
that remote participation has not yet been confirmed by the Indian government.
