Report of the third meeting of JCA on ICT&CC (29 September 2010)
1. General
The third meeting of JCA on ICT&CC was held on 29 September 2010 in Rome kindly hosted by
Italian administration (Ministry of Economic Development) under the Chairmanship of Mr. Ahmed
Zeddam (Chairman) and Mr. Dave Faulkner (Co-Chairman). The meeting was face to face but
some delegates participated remotely. List of participants is provided in Annex A. It includes
remote participants.
2. Agenda
Doc.19R3 provided a draft agenda. It was approved.
3. Update of Contacts List
Dave Faulkner noted that Arthur Mickoleit is the new contact for OECD following retirement of
Graham Vickery. Dave Faulkner welcomed Alain Dechamps as the contact for CEN/CENELEC.
4. Liaison officers and Coordinators
No new appointment was made at this meeting. It was agreed that the Chairmen would contact ITUT/SG16 to ask for a nominee. SG16 made a written report to this meeting. A coordinator for BR
(radiocommunications sector) is also needed. See also AoB for Hiroshi Ota’s clarifications of the
role of Liaison officers and Coordinators in the JCA.
5. Discussion topics for this meeting
a) SG5 Chairman (Mr. Ahmed Zeddam) introduced recent activities related to ICT and Climate
Change reporting progress in SG5 meetings, noting that new Focus Groups have started on Smart
Grid and on Cloud Computing. He gave also a brief summary of the GSC-15 meeting held in
Beijing on August 2010. Among the main results he mentioned the revision of the resolution on

"ICT and the environment" and the adoption by GSC-15 of the New Resolutions on Smart Grid and
on Cloud Computing. A synopsis is given in Annex B.
b) Coordinator for UNFCCC (Mr. Jean-Manuel Canet) reported the recent activities related to
UNFCCC. It was indicated that the coordination effort is on-going toward the next COP mainly in
methodology area.
c) TSB Secretariat (Mr. Hiroshi Ota) reported that he introduced the current activities of SG5 to
ITU-D SG1 and SG2 meetings on behalf of the Chairman. He reported that ITU-D SG1 established
new Questions 23/1 (Strategies and policies concerning human exposure to electromagnetic fields)
and 24/1 (Strategies and policies for the proper disposal or reuse of telecommunication/ICT waste
material) and that ITU-D SG2 established a new Question 24/1 (ICT and climate change). SG5
received Liaison Statements from these Questions requesting collaboration.
d) Coordinator for ISO/IEC JTC 1 (Mr. Yong-Woon KIM) reported a status update for ISO/IEC
JTC 1 Green ICT standardization activities. Details are provided by Doc.23. It was also indicated
that the report of the ISO/IEC JTC 1 plenary meeting (18-22 October 2009) is provided by Doc.18.
e) TSB Secretariat (Mr. Hiroshi Ota) reported that the IEEE initiated the work on universal charger
(P1823 Working Group). This WG aims at 10W-130W range. Since L.1000 phase 2 also aims at a
similar power range, it was recognized that the close collaboration between Q21/5 and P1823 WG
is necessary.
f) Doc.20 provides a Liaison Statement from SG16 on approval of a new Question on telepresence
systems. Doc.21 provides a Liaison Statement from SG16 on climate change mitigation
technologies handled by ITU-T SG 16.
g) GeSI representative (Ms. Daniela Torres) presented Doc.29 on ITU-GeSI collaboration
agreement. This collaboration was widely welcomed.
h) Doc.22 provides the activities of ASTAP related to ICT and Climate Change.
i) EC representative (Mr. Pierre Chastanet) introduced Doc.25r1 on the EC Policy on ICT for
Energy Efficiency and the ICT4EE Forum related issues.
j) Doc.28 provides the information about an IETF activity on Energy Management.
k) Doc.24 provides the Liaison Statement on FG on Future Networks activities on energy saving
issues. It was suggested that Q17/5 review it.
l) It was decided to defer the discussion on Doc.26 to the next JCA meeting.
6. Summary of Actions
6,1 It was proposed to have a follow up conf call with GeSI
6.2 JCA needs to establish contact with key SDOs in other sectors (e.g. transport and energy)
6.3 Information about a JRC/EC press release and upcoming ICT and CC conferences will be sent
to the e-list.
6.4 Liaison from ETSI will be provided for next meeting.
7. Future activities
Next meeting will be held on 25 November 2010 from 14:00 to 16:00 during the next SG5 meeting.
A conf-call may also be planned to take place in late January 2011.

8. AoB
Clarification was provided by TSB secretariat concerning the roles of coordinators and liaison
officers; (1) when one indicates the name of these roles, it is necessary to indicate correctly, e.g.,
coordinator of ITU-T JCA on ICT&CC to xxxx, (2) one’s affiliation should also be indicated at the
same time, and (3) the mandate of each role is to convey the views of JCA on ICT&CC to the
respective organization and vice versa.
9. Closing
The Chairman showed his sincere appreciation to the Italian Administration for their kind hosting
and hospitalities. He also thanked the participants including who participated remotely.

Address by Mr. Ahmed Zeddam, JCA and SG5 Chairman
Ahmed Zeddam (SG5 and JCA Chairman) gave a verbal update of SG5 (Lead Study Group on ICT
and the Environment) and GSC-15 (Global Standards Coordination).
WP3 SG5 is the lead Working Party in SG5 on ICT and Climate Change. At the January meeting
WP3 worked on several drafts. In April 2010 further progress was made during SG5 meeting held
in Buenos Aires. This week there is a joint Rapporteurs’ meeting which will include a WP3 meeting
on October 1. At Buenos Aires a SG5 Regional Group for Latin American and Caribbean countries
was established. This is in addition to African and Arabian Regional Groups. The main objective is
to encourage participation of this 3rd region in SG5 and to provide input for this region. Hector
Carril Vice Chairman of SG5 has been appointed Chairman of this RG. This week SG5/Q18 has
been drafting “L.methodology general umbrella”. This establishes general principles on how to
assess impact of ICT on environment. This was discussed in Buenos Aires and has been followed
up with several e-meetings. The objective during this week is to finalise the draft and consent it on
Friday 1st October. Work has started on a Methodology on ‘Evaluation of the environmental
impacts of ICT goods and services’. The target is to gain consent around summer of 2011. The draft
will be improved this week. A methodology on ‘Evaluation of the environmental impacts of ICT
projects’ is due for consent in 2012. Methodologies for the assessing environmental impact of ICT
in organisations, cities and countries will follow. Regarding the methodology, we need to ensure
that it is compatible with other standardisation bodies. In this context SG5/WP3 will cooperate with
GeSI.
SG5/Q19 on power feeding systems is now working on a new recommendation on high voltage dc
systems. This is being discussed this week. We aim to get agreement as soon as possible. SG5/Q21
is concerned with recycling. The Universal Charger Recommendations L1000 for mobile phones
has been approved. We are proposing a second step in this area to include more types of devices.
Some contributions have been received. We started a second draft this week. In April in Buenos
Aires we began a draft Recommendation on rare metals. The draft will be considered for possible
consent at the November SG5 meeting. There are other SG5 questions but the focus here is on work
which is at more advanced stage.
The last Global standard collaboration, GSC-15, was held in August in China at the kind invitation
of CCSA. The GSC meets with ITU and regional SDOs. Among them were ATIS, ARIB, ETSI,
ISAAC, CCSA, TIA, TTA, and TTC. Several resolutions were revised and news resolutions have
been adopted. The main objective is to improve collaboration on standardisation work. I participate
as SG5 representative and Chairman of SG5. Last year GSC14 Geneva made a resolution on ICT
and the environment. This was revised at GSC15. Resolution refers to the 2009 Soul virtual
Symposium. Now the universal charger (L.1000) is referred to and IEC and IEEE work was
included. New ITU-T Focus Groups on Cloud computing and Smart Grids were referred to, to
encourage collaboration. The next GSC (-16) will be hosted by Canada in Halifax.
