An apology was received from Councillor Miss L Walker who was unable to attend
until the afternoon. Councillor Miss Walker arrived at 1.30 pm. There were no

The Minutes of a meeting of the Committee held on 7 February 2008 were approved
as a correct record and signed by the Chairman.

PLANNING APPLICATIONS
Where appropriate the Planning Officers expanded on the planning applications;
updated the meeting on outstanding consultations, letters/petitions received objecting
to, or supporting the proposals; referred to any views of local Members and answered
Members’ questions.
Background papers, including correspondence, petitions, consultation documents,
letters of objection and those in support of planning applications were available for
inspection at the meeting.
Having regard to the above information and the report of the Head of Planning and
Building Control, the Committee reached the decisions as set out below.
Applications approved include a standard time limit condition as condition number 1
unless otherwise stated.
(238) CROMER - 20071829 - Erection of single-storey side extension; Thornybank
Hall Road for Mrs V Lucking
The Committee considered item 1 of the officers’ reports.
Some Members had received correspondence or telephone calls in respect of this
application.
The Senior Planning Officer reported that no arboricultural assessment had been
received to date.
Councillor K E Johnson, a local Member, expressed concern at the visual impact of
the proposed extension and requested a site inspection.
It was proposed by Councillor E Seward, duly seconded and

That consideration of this application be deferred to allow a site
inspection by the Committee and that the local Members and Town
Mayor be invited to attend.
(239) CROMER - 20080063 - Demolition of dwelling and erection of operational
deployment base; adjacent North Norfolk District Council Holt Road for Norfolk
Constabulary

The Development Control Manager outlined the points raised in letters of objection
that had been received from Cromer Preservation Society and local residents.
Councillor K E Johnson, a local Member, stated that on balance he supported this
application. He considered that the identical base at Aylsham was a pleasing design
but was surprised that there was no wind turbine included in the current application.

Councillor Miss C P Sheridan supported the application but expressed concern that
the sedum roof would not survive in such an exposed location.
Councillor Mrs S A Arnold considered a better design could be achieved and that the
proposed building would be an eyesore.
Councillor M J M Baker was pleased to see ‘green’ issues being addressed in this
application but was concerned that a perfectly good building would be demolished
which could be used to house a local family. He considered that the design was poor
and the application would not be approved if it were for any other purpose. He
proposed refusal of this application which was seconded by Councillor Mrs S A
Arnold.
Councillor Mrs B McGoun expressed concern at the loss of parking spaces for the
District Council offices and stated that the parking situation was already difficult at
times.
The Development Control Manager explained that the resultant number of car
parking spaces would still exceed the number required for the Council Offices based
on its floorspace.
In answer to a question the Development Control Manager suggested that a
condition could be imposed to require replanting of the sedum roof in the event of
failure.
As an amendment, it was proposed by Councillor Miss C P Sheridan, seconded by
Councillor Mrs B McGoun
That this application be approved subject to the imposition of
appropriate conditions including landscaping, materials and lighting.
On being put to the vote, the amendment was declared carried by 5 votes to 3 with 1
abstention and RESOLVED on being put as the substantive proposition.
(240) CROMER - 20080077 - Erection of canopy/conservatory to garden centre and
canopy to service yard and installation of satellite dish and air conditioning
condenser; Homebase Ltd Holt Road for Homebase Limited
The Committee considered item 3 of the officers’ reports.
The Development Control Manager reported that a letter of objection had been
received from a local resident in respect of visual impact. He recommended approval
of this application subject to the imposition of appropriate conditions to include
materials.
Councillor K E Johnson, a local Member, stated that he was very disappointed with
the development as a whole, but considered that this application should be approved.
He was also disappointed that the developers had not replaced the daffodil bulbs that
had been removed from the verge outside the site.
Councillor E Seward reluctantly proposed approval of this application.

Councillor Mrs S A Arnold stated that she was not happy with this application.
However she seconded the proposal and requested that the applicants be required to
replace the daffodil bulbs.
The Development Control Manager referred to the landscaping scheme for trees and
shrubs within the site. This did not include flowers but he stated that he would
discuss this matter with the developer.
RESOLVED by 7 votes to 1
That this application be approved subject to the imposition of
appropriate conditions to include materials.
(241) CROMER - 20080135 - Retention of sprinkler tank; Homebase Ltd Holt Road for
Hargreaves Estate and Management Ltd

The Development Control Manager reported that objections had been received from
Cromer Preservation Society, Cromer Environmental Action Group and a local
resident in respect of visual impact.
The Development Control Manager reported that the applicant’s had offered to
consider sinking the tank into a pit to reduce the overall height of the tank by 3.5
metres. The Development Control Manager requested delegated authority to
approve this application subject to the receipt of an amended plan indicating a
reduction in height equivalent to 4 metres and a suitable colour finish to the tank. He
also requested that the Committee consider giving authority to take enforcement
action in respect of the tank as currently erected.
Councillor K E Johnson, a local Member, stated that he was not convinced that
reducing the height of the tank would be sufficient. He expressed concern that Mr
Palmer had indicated during his address that the fence would also be raised by one
metre. He considered that it did not enhance the entrance to Cromer.
The Development Control Manager stated that he would take up the issue of the
fence with the applicant.
It was proposed by Councillor P J Willcox, seconded by Councillor Miss P E Ford
That the Head of Planning and Building Control be authorised to approve this
application subject to the receipt of an amended plan indicating a reduction in
height equivalent to 4 metres and a suitable colour finish to the tank.
Councillor M J M Baker questioned why the breach of planning control was not dealt
with at an earlier stage.
The Development Control Manager stated that he had been in contact with the
applicant’s agent in respect of the need for planning permission for the structure prior
to work taking place. He had also contacted the applicant when the tank was
erected.

Members expressed their displeasure at the applicant’s actions regarding this matter.
Councillor M R E Birch requested that the applicant send a letter of apology to the
Development Control Manager.
The Locum Solicitor advised the Committee that it could not refuse an application on
grounds that it was retrospective.
As an amendment, it was proposed by Councillor Mrs S A Arnold, seconded by
Councillor Miss C P Sheridan
That this application be refused on grounds that the appearance of the
tank is detrimental to the visual amenities of the area and this part of the
Area of Outstanding Natural Beauty.
On being put to the vote, the amendment was declared carried by 6 votes to 2 and
RESOLVED on being put as the substantive proposition.

The Senior Planning Officer reported that an amended plan had been received which
addressed the highway issues. However, concerns remained in respect of plot sizes
and the relationship with existing dwellings and trees. He recommended deferral of
this application to negotiate an improved layout.

(243) ERPINGHAM - 20080122 - Erection of single-storey dwelling; land at Rosebank
Eagle Road for Mr and Mrs P Clarke
The Committee considered item 6 of the officers’ reports.
The Senior Planning Officer advised that an amended plan had been received in
respect of revised access arrangements. She reported that the Parish Council had
no objection to this application but had raised concerns regarding access for
emergency vehicles, which had been addressed by the amended plan. Two further
letters of objection had been received. An objection from a neighbour had been
withdrawn on the basis of the amended plan.
The Senior Planning Officer recommended approval subject to the imposition of
appropriate conditions.

All Members had received correspondence in this matter. Councillor M J M Baker
stated that he had visited Glebe Farm in the past.
Councillor Mrs S A Arnold stated that she had been approached by the applicant and
some of the objectors.
The Development Control Manager outlined the points raised in three further letters
of objection that had been received. The Parish Council had been reconsulted and
maintained its objection on grounds relating to highway safety, landscape impact and
light pollution.
Councillor P J Willcox, the local Member, stated that he had been lobbied by the
applicant and Parish Councillors on this application and in respect of the previous
application. He considered that the reduction in the number of HGVs using White
Post Road would be positive but he considered that the access was a problem. He
was concerned about regularising the access with signs and kerbing on a country
road. He questioned whether the caravans would fit in the buildings. He questioned
whether the proposed landscaping would be appropriate given that the caravans
would be housed in the buildings and the temporary nature of this application.
It was proposed by Councillor P J Willcox, seconded by Councillor Miss C P
Sheridan and
RESOLVED unanimously
That consideration of this application be deferred to allow a site
inspection by the Committee and that the local Member and Chairman of
the Parish Council be invited to attend.
(245) HORNING - 20071734 - Erection of fifteen two-storey houses/flats and two
bungalows; Petersfield House Hotel 101 Lower Street for Cripps Development
Limited
Councillor Mrs B McGoun declared a personal and prejudicial interest as she was a
neighbour. She spoke on this application as a local Member and then vacated the
Council Chamber during consideration of this matter.

The Senior Planning Officer reported that Anglian Water had confirmed that the main
sewer could accommodate foul drainage from the proposed dwellings. The Highway
Authority had no objection as the internal roadway would be constructed to an
adoptable standard and the number of parking spaces had been increased, although
there would be a shortfall of one space. The applicant was unwilling to provide a
formal play area within the site but had offered to make a contribution towards play
facilities elsewhere in the village. A tree planting scheme had been submitted in
respect of replacement planting. Slight changes had been made to the layout of the
development in relation to the trees which addressed the concerns of the Landscape
Officer. It was suggested that bat and owl boxes be included to cover concerns
regarding wildlife.
The Senior Planning Officer requested delegated authority to approve this application
subject to the applicant entering into a Section 106 Agreement to ensure the
provision of affordable housing and the imposition of conditions to include tree
protection, landscaping and highways.
Councillor Mrs B McGoun, having declared an interest in this application, addressed
the Committee as local Member, following which she left the Council Chamber. She
stated that the developer would have known about the constraints regarding the trees
when he bought the site and asked if a developer’s return on the site was a material
consideration. She was concerned with regard to screening of the neighbouring
dwellings and the design of the flats. She requested that Horning Youth Venture be
considered when discussing the contribution.
The Locum Solicitor explained that in this case it was not necessary to consider
financial viability.
Councillor Miss P E Ford questioned the impartiality of the tree survey. She
considered that the affordable dwellings were poorly designed and separated the
residents from the rest of the community. She requested improved screening
between the site and the neighbouring dwellings.
Councillor Mrs S A Arnold agreed that the design of the flats was poor and proposed
that this application should be refused.
Councillor Miss C P Sheridan seconded the proposal to refuse. She considered that
there was a very strong Horning identity which was lacking in the design. She also
considered that the screening around the site should be vastly improved.
The Senior Planning Officer stated that there was scope for additional planting above
what was being offered. However, there needed to be space to accommodate
additional planting and a need to ensure that the buildings were not close to the
existing or proposed trees.

The Development Control Manager stated that there had been lengthy negotiation in
respect of this site. He accepted the comments regarding the design of the flats and
screening. He requested delegated authority to approve this application subject to
negotiations in respect of these issues in preference to refusal. Councillor Miss
Sheridan accepted this suggestion.
In answer to questions the Landscape Officer explained the proposals in respect of
replacement tree planting. The Senior Planning Officer stated that none of the
protected trees had been removed as yet.
Councillor M R E Birch considered that the Committee should consider any revised
design in respect of the flats.
Councillor Mrs S A Arnold withdrew her proposal to refuse.

respect of the design of the flats.
(246) LUDHAM - 20071989 - Erection of part two-storey, part single-storey rear
extension; High Mill Hill Cott High Mill Hill Yarmouth Road for Mr M Murr
The Committee considered item 9 of the officers’ reports.
The Development Control Manager reported that Councillors S J Partridge and E C
Stockton supported this application.
Members expressed concerns in respect of Policy 64 and the size of the extension.
The Development Control Manager explained that officers had taken the view that,
given the character of the site, the proposed extension was acceptable.
It was proposed by Councillor Mrs S A Arnold, seconded by Councillor E Seward and
RESOLVED by 5 votes to 0 with 1 abstention
That this application be approved in accordance with the
recommendation of the Head of Planning and Building Control and
subject to an additional condition to require the retention of the
roadside hedge.
(247) MUNDESLEY - 20070290 - Demolition of public conveniences and erection of
five flats; Marina Road Public Conveniences Beach Road for North Norfolk
District Council
The Committee considered item 10 of the officers’ reports.
Councillor B Smith, a local Member, stated that the Parish Council had originally
objected because of the design of the roof. There were also concerns regarding car
parking and he considered that any extra vehicles would park in the Beach Road car
park, which would result in less spaces for tourists. He considered that the flats
would be in danger from coastal erosion within the lifespan of the building. He did
not support this application.

Councillor Miss L Walker stated that the 100 year line had been breached within 15
years in Happisburgh. She considered that it was morally wrong to place people in
danger from coastal erosion and that if this application were approved the work
carried out by the Head of Coastal Strategy would have been wasted. She proposed
refusal of this application which was seconded by Councillor Mrs B McGoun.
In answer to a question, the Head of Coastal Strategy explained how the rate of
coastal erosion was estimated. He stated that the erosion rates were only a best
estimate. He referred to the 60 year line, set in 1993, and stated that in some cases
it was accurate, but it had already been breached in some areas and in others the
rate of erosion was slower than had been estimated. He considered that there was a
75% probability that the proposed building would be lost within 100 years.
Councillor E Seward considered that the Council should not apply for permission for
a building which could be lost in a short time and should not allow building on land at
such a risk of coastal erosion. He was surprised that this application had come
before the Committee prior to adoption of the Shoreline Management Plan and Local
Development Framework.
The Development Control Manager recommended that if the Committee were
minded to refuse this application, the applicant should be invited to withdraw the
application as the District Council was unable to appeal against the refusal.
The Locum Solicitor stated that in the opinion of the Legal Services Manager the
decision should be made on the basis of the current Local Plan. However, the
Committee could balance this against the more recent opinion on coastal erosion.
RESOLVED
That the applicant be invited to withdraw this application, or if it not
withdrawn, this application be refused on grounds related to coastal
erosion, design and inadequate parking provision.
Reason: The Committee has given greater weight in terms of material
consideration to the Shoreline Management Plan over and above the
current Local Plan. It has considered the advice of the Legal Services
Manager and has taken a contrary view having sought further advice
from the relevant officers.
(248) MUNDESLEY - 20071338 - Demolition of single-storey dwelling and stables and
erection of eight two-storey dwellings; 17 Marina Road for Mrs P Smith
The Committee considered item 11 of the officers’ reports.
The Development Control Manager stated that in the light of the decision taken on
application reference 20070290 above he was obliged to recommend refusal of this
application on coastal erosion grounds.
Councillor B Smith, a local Member, considered that the design was acceptable but
this application had to be refused on coastal erosion grounds.
Councillor Mrs B McGoun considered that it was important for this matter to be
determined by the Planning Inspector on appeal.

from the relevant officers.
(249) MUNDESLEY - 20071869 - Erection of two-storey dwelling and garage; 40
Cromer Road for Mr and Mrs F V Cousins
Councillor B Smith declared a personal, non-prejudicial interest in this application as
he had served with the applicant on the Parish Council for many years.
The Committee considered item 12 of the officers’ reports.
The Senior Planning Officer stated that the application site was an obvious building
plot and in the light of the Committee’s earlier decision the only reason for refusal
was on coastal erosion grounds.
Councillor B Smith stated that the site was sufficiently large to accommodate the
proposed development. However, the access was onto a very dangerous bend with
limited visibility.
Councillor E Seward considered that this application had to be refused on coastal
erosion grounds. Whilst the site was closer to the 100-year erosion line than the
previous two applications it was necessary to be consistent.
RESOLVED by 5 votes to 0 with 1 abstention
That this application be refused on coastal erosion grounds.
(250) NORTH WALSHAM - 20071764 - Erection of seventeen flats and one singlestorey dwelling; 48-50 Bacton Road for P and N Developments Limited
Councillor E Seward declared a personal, non-prejudicial interest as he was a
member of North Walsham Town Council and lived in Bacton Road.

The Senior Planning Officer requested delegated authority to approve this application
subject to the resolution of the layout in relation to adjacent trees, the submission of
satisfactory amended plans (if required) and the imposition of appropriate conditions
or, if this does not resolve the relationship with the trees, delegated authority to
refuse on grounds of the impact on the trees.
Mrs A M Moore, a local Member, stated that she had been lobbied by the developers,
had visited the site and attended the site inspection. She supported this application
but was concerned with regard to the impact on the tree canopies.

The Landscape Officer stated that the impact on the canopies and tree roots could
not be assessed as an accurate tree constraints plan was not available.
Councillor Miss P E Ford, whose Ward adjoined the site, supported the
recommendation provided that the trees in the adjacent cemetery were protected
from damage. She asked if it would be possible to ensure that any future
development on the site was sustainable in the event of the site being sold on.
Councillor P W Moore, also a Member for the adjacent Ward, stated that he had
spoken to the applicant regarding the need for an accurate tree survey. He
considered that a solution was negotiable. He supported the recommendation for
delegated approval but considered that the application should come back before the
Committee if officers were minded to refuse.
Councillor E Seward expressed concern with regard to highway issues in the
surrounding area. He considered that the proposal was not ideal but it was an
improvement on the previous scheme. He considered that the application should
come back before the Committee if officers were minded to refuse.
Councillor Miss C P Sheridan considered that the proposed development was
overbearing, too high and bore no relationship to any other development nearby.
She considered that this was a very important site.
Councillor M R E Birch was concerned at the lack of parking for visitors within the
site.
The Development Control Manager explained that the parking requirements had
been met.
Councillor Mrs S A Arnold stated that this was a major development and it was
important to get the scheme right. She considered that it was an improvement on the
previous scheme but it was still not good enough.
It was proposed by Councillor Miss C P Sheridan, seconded by Councillor Mrs S A
Arnold and
RESOLVED by 7 votes to 1 with 1 abstention
That this application be refused on grounds of overdevelopment, design
and impact on trees.
(251) NORTH WALSHAM - 20071817 - Erection of six two-storey terraced dwellings;
site at Avenue Road for Stapletons (Tyre Services) Limited
The Committee considered item 14 of the officers’ reports.
The Senior Planning Officer stated that the condensate site was not licensed under
the Health and Safety Executive (HSE) as it was under the threshold for licensing. A
hazard plan had been submitted by the British Pipeline Agency (BPA), the site
operator.
Using HSE’s modelling software, the site fell within the hazard zone
within which residential development was not recommended. The HSE had been
consulted and a response was awaited. The Senior Planning Officer requested
delegated authority to approve this application subject to no adverse comments from
HSE.

Councillor Ms V R Gay, a local Member, stated that she remained extremely doubtful
about this application. It was an important gateway site and any development should
enhance the town. She considered that the design lacked local distinctiveness, had
no relationship with Trafalgar Terrace and could be considered to be an
overdevelopment of a hazardous site. She considered that the units were very small.
Councillor E Seward considered that this application should be deferred until the
safety issues were resolved. Residential development could not be allowed on a site
at an unacceptable risk. He considered that the design was out of character with the
adjacent dwellings.
It was proposed by Councillor E Seward, seconded by Councillor M R E Birch and
RESOLVED unanimously
That consideration of this application be deferred to resolve the health
and safety issues and to seek an improved design which is more in
keeping with the terrace opposite the site, including more appropriate
materials.
(252) NORTH WALSHAM - 20071818 - Erection of replacement B2 tyre and mot
centre; 7 Norwich Road for Stapletons (Tyre Services) Limited
The Committee considered item 15 of the officers’ reports.
Councillor Ms V R Gay, the local Member, supported the return of the business to the
site.
It was proposed by Councillor Mrs S A Arnold, seconded by Councillor E Seward and
RESOLVED unanimously
That this application be approved subject to the imposition of
appropriate conditions to include those suggested by Environmental
Health.
(253) NORTH WALSHAM - 20071843 - Variation of agricultural occupancy restriction
(condition 2 of planning permission reference 940830); Mokes End Skeyton

Councillor Ms V R Gay, a local Member, stated that she had only known Mr Culling
during this application. She requested that careful consideration be given to this
matter.
Councillor M J M Baker proposed approval of this application, which was seconded
by Councillor E Seward.
Councillor Miss P E Ford expressed concern that if this application were approved
the dwelling would not be available for agricultural workers in the future. She
proposed refusal of this application as recommended in the report. This was
seconded by Councillor Mrs B McGoun.

The Locum Solicitor explained that the terms of the agreement that had been
negotiated and accepted by the applicant would ensure that the agricultural
occupancy restriction remained intact.
Councillor Miss P E Ford withdrew her proposition.

That this application, amended as agreed, be approved subject to a
Section 106 Agreement being completed in the terms set out in
Appendix 3 to the report.

The Senior Planning Officer reported that two further letters of objection had been
received. Two further letters had been received from the Parish Council. The
representations mainly related to the hedge. The Senior Planning Officer explained
that the Hedgerow Regulations did not apply in this case. The applicants did not
propose to remove the hedge. The Senior Planning Officer stated that the visibility
splay would measure 43m x 2.4m and not as stated in the report. The splay would
not affect the hedge.
Councillor Mrs S A Arnold, the local Member, considered that the existing bungalow
and garden were in proportion and that this application would be unbalanced. She
considered that this proposal would leave very little garden for children to play in.
She did not support two-storey or one-and-a-half storey development on the site and
considered that a large house would be totally out of keeping with Southrepps.
Councillor P J Willcox referred to the lack of chimneys in the design and questioned
whether it could be considered to be a traditional cottage-style dwelling.
The Senior Planning Officer considered that chimneys would enhance the design.
He referred to other ‘cottage-style’ features that had been incorporated in the design.
Councillor P J Willcox proposed approval subject to negotiations for additional
traditional features in the design. This was not seconded.

received raising concerns regarding the method of foul drainage stated on the
application form. The Senior Planning Officer confirmed that a foul sewer was not
available and it would be necessary to provide a private treatment system.
The Senior Planning Officer recommended approval subject to the imposition of
appropriate conditions to include foul water disposal.
Councillor Mrs C M Wilkins, the local Member, considered that the proposal was
overdevelopment, would increase pressure on the highway network and exacerbate
drainage problems in the area. She stated that there was an ongoing dispute
between the Parish Council and Anglian Water, and there were unresolved
environmental health issues.

that the land had been derelict for many years. She considered that the site was
large enough to accommodate the proposed dwelling. She considered that there
was no problem with the access. An alternative access point was available. She
stated that there had been no reported accidents on this stretch of the A149. She
proposed approval of this application, which was seconded by Councillor Miss P E
Ford.

The Senior Planning Officer reported that a meeting had recently taken place which
had resulted in revisions being made to the scheme. As a result of the meeting it
was made clear that there were strong feelings regarding drainage in Tunstead and
that the Parish Council needed to be certain that this development would not
exacerbate the problems. A report by civil engineers indicated that surface water
would be attenuated on site and then released. Anglian Water was satisfied that the
foul sewer had the capacity to cope with foul drainage but problems occurred when
surface water infiltrated the foul sewer.
The Senior Planning Officer reported that the Highway Authority had withdrawn its
objection following the submission of amended plans. The trees on the frontage
were to be retained. Two additional three-bedroomed dwellings had been included in
response to reservations regarding housing mix.
The Senior Planning Officer recommended approval subject to the imposition of
appropriate conditions to include a requirement for full details of surface water
drainage to be submitted prior to development.
In response to concerns raised by the Parish Council spokesman the Chairman
stated that Members had been lobbied on this application and were aware of the
flooding issues that appeared to be unresolved.
In response to Members’ comments regarding the housing mix, the Enabling Officer
explained the findings of the housing survey and analysis of the results. She was
very satisfied with the housing mix. The site was an exception site so the local
lettings scheme would be applied in this case. She explained that there would be
some under-occupation to accommodate families that were likely to increase in the
future.

Councillor Miss C P Sheridan requested a condition to require a ditch to be installed.
The Senior Planning Officer stated that a condition would be imposed to require
satisfactory drainage details to be submitted. The applicants had already submitted
details but were considering alternatives and had appointed structural engineers to
consider this matter.
The Development Control Manager stated that a scheme of surface water drainage
was being suggested but the Committee should not specify the way the drainage
issues were addressed. Environmental Health was also involved. He understood
that Anglian Water had recognised the problems elsewhere in the village and had
made a commitment to deal with them.
The Locum Solicitor stated that this application could not legally be used to solve all
the problems in the village.
Councillor M J M Baker was not satisfied with the housing mix which he considered
did not reflect changing social needs. He could not understand how Anglian Water
could be satisfied with this development when they were unhappy with the system in
the village. He considered that the application should be refused in order to focus
minds on resolving the problems. He was concerned that negotiations had taken
place since the report was published and that Members were being asked to make a
decision when they had had insufficient time to consider the additional information.
He proposed refusal on grounds of inadequate drainage, sewage and unsuitable mix
of dwellings. This was seconded by Councillor P J Willcox.
Councillor M R E Birch suggested that grey water recycling be incorporated into the
scheme. He requested that Norman Lamb MP be requested to exert pressure on
Anglian Water to resolve the drainage issues. He was also concerned that the
scheme did not include a safe play area and suggested that play equipment and
seating be included in the landscaped area.
The Senior Planning Officer explained that there was no requirement to provide a
play area in a development of this size. There was an existing play area opposite the
site.
The Development Control Manager advised the Committee that this application
would need to be referred to a combined meeting in the event of Members being
minded to refuse.
As an amendment, it was proposed by Councillor Miss C P Sheridan, seconded by
Councillor Miss P E Ford
That this application be approved subject to the imposition of
appropriate conditions to include a requirement for full details of
surface water drainage to be submitted prior to development.
On being put to the vote, the amendment was declared carried with 5 Members
voting in favour and 4 against, and RESOLVED on being put as the substantive
proposition.
The Chairman requested that Environmental Health be requested to take up the
drainage issues as a matter of urgency.
