Conclusions: Now that the changes in the above document as requested by the Fakenham Town Council have been given further consideration and incorporated where appropriate that the Conservation Area Appraisal & Management Proposals for Fakenham be formally adopted. Recommendations: That the Fakenham Conservation Area Appraisal & Management Proposals document, as amended following further consultation with Fakenham Town Council, is formally adopted and that it becomes a material consideration in the planning process. Introduction 1.1 At its meeting held on 5th September 2011 Cabinet deferred consideration of the adoption of the Fakenham Conservation Area Appraisal and Management Proposals document pending a request for further consultation from a Local Member and the Fakenham Town Council. This matter had previously been considered by the Planning Policy and Built Heritage Working Party at its meeting held on 28th July. A copy of this report is attached as Appendix N to this report. 2. Consultation 2.1 Officers from the Conservation, Design and Landscape service met with the Fakenham Town Council’s Development and Markets Sub-Committee on Monday 17th October. During the meeting Town Councillors were provided with an illustrated presentation and full explanation of the purpose and objectives of the Conservation Area Appraisal process. The Town Council’s views were recorded and a list of some specific changes passed to officers Cabinet 28 November 2011 for consideration. These have now been included in the final version of the Appraisal and Management Proposals document (NB. a copy is available for inspection in the Members’ Room). 2.2 In addition to the changes suggested by the Town Council some further alterations have been made in response to other representations made by individuals. Where it is considered that the changes are appropriate these have also been made. 2.3 The amendments are essentially concerned with factual information and not with policy or proposals. No comments have been received which fundamentally disagree with the proposed management recommendations (see report to Planning Policy and Built Heritage Working Party). 2.4 In a letter dated 28th October 2011 Fakenham Town Council has confirmed that subject to the minor amendments passed to officers in the above meeting being ‘implemented’ the document is acceptable and that it should be submitted for approval and adoption by North Norfolk District Council. 3. Conclusions 3.1 The revised document takes account of the changes requested by Fakenham Town Council. It is considered that the Appraisal and Management Proposals document has been through an extensive consultation process which included public exhibition and meetings during July and August 2010 and now further consultation with the Town Council. Others have also taken the opportunity to comment. The result is a strong and robust document that will hopefully have the support of all sectors of the community in Fakenham. 3.2 The interest of local people in the ensuring that the character of the Conservation Area at Fakenham is protected is self-evident and very much to the fore. The final document will provide a sound basis for decisions affecting the Conservation Area both within and without the statutory planning process. 4. Recommendation That the Fakenham Conservation Area Appraisal and Management Proposals document, as amended following further consultation with Fakenham Town Council, is formally adopted and that it becomes a material consideration in the planning process
