1. Introduction
Hitec (Laboratories) Limited (Hitec) is pleased to be considered a suitable supplier of products
and services to North Norfolk District Council (NNDC). This proposal has been produced
following a meeting with Helen Thomas, David Smith and David XXXX on the 30th April 2012
where a review of the current Ten system was conducted.

Ten is designed for performance data to be entered manually or to be automated by
integrating with operational systems such as Microsoft SQL server, Data Warehouses,
Spreadsheets and other departmental systems.
What benefits will Ten deliver?
Ten delivers an interactive enterprise wide system that provides access to performance
management information at your fingertips. The information can be accessed through familiar
web browser technology, so there is no need to install additional software.
Information can be viewed ‘top down’, from strategic objectives and business plans to the
delivery details, or ‘bottom up’, connecting delivery detail back to strategic objectives. The
system also provides a user-centric view of an individual's responsibilities.
The system shows snapshot information on delivery against targets for objectives, actions
and performance indicators in a user-friendly way through traffic light colours or symbols, and
tables of information. Historic information is also available to analyse trends over time and
provide an audit trail of past performance.
Information is delivered to users through a variety of reporting screens, or pages, of
information in a similar format to web pages. Each screen communicates performance
information in a graphical format and provides navigation to related areas of the system.
How long does it take and what do we need to do?
A Ten Risk Management system can be implemented in a very short time. This means that a
basic look and feel has been set up and all you need to do to deliver a working system is add
your objectives, actions, people and indicator data, and change the corporate look and feel to
match that of your organisation.

4. Understanding of Requirements
North Norfolk District Council have conducted an internal review of their performance
management requirements and as a result have expressed an interest in looking at
enhancing the current Ten system based on additional features within the system that are in
use with a selection of our Local Authority customer base.
5. Response to requirements
Over the last 2 years two significant features have been added to the Ten system which have
been adopted by a number of our local authority user base.
Enhanced Emails – this delivers a sophisticated email mechanism for requesting data entry
from users and is in use at customers such as Cheltenham BC, Bracknell Forest, Lincoln CC,
Maldon DC, and Reigate & Banstead BC.
Dashboards – provides a graphical summary report on the overall status of items in the
system from which the user has the ability to ‘drill down’ to exception reports on those items.
Dashboards are in use at customers such as Lincoln CC, Cheltenham BC, Charnwood BC
and Reigate & Banstead BC
5.1 Enhanced Emails
North Norfolk District Council can significantly enhance the way in which data owners interact
with the Ten system and help in ensuring data is updated in a timely manner.
•
Owners of Indicators and Projects can be sent a single email listing the items that
they are responsible for updating
•
Each item in the email is hyperlinked directly to the update page in the Ten system
to simplify updating the system

Example scenarios
Below are three scenarios where the new emails available the Ten system can help, however
the system is not limited to these areas. The scope of this proposal includes the following
scenarios for Indicators and Projects in the existing NNDC Ten system.
•
On a specified date each individual responsible officer will receive one email
confirming the period allowed for data entry and a list of the Indicators that require
updating. The list includes the Name and No. of the Indicator and a hyperlink directly
into the relevant page in the Ten system to perform the update.
•
A second email will be sent to each individual officer who at a specified date still has
Indicator data outstanding. The email will be formatted as the original but with a later
specified deadline and warning that if the deadline is not met an email will be
forwarded to their manager.
•
At a specified date a third email to be sent to the relevant manager identifying any
responsible officer who still has outstanding data. The manager will only receive one
email listing the Indicators together with the name of responsible officer that require
updating
Additional items such as Audits Recommendations can use the same email mechanism but
will require additional professional consultancy to set up the initial configuration.
5.2 Dashboards
Hitec will configure the existing NNDC system with an additional dash boarding facility to
show a summary of performance against Outcomes (Objectives), Milestones (Projects) and
Indicators. In addition Hitec will transfer the skills to NNDC staff to add additional dashboards
to the system as required.

By clicking on each of the coloured areas a report is displayed showing the items at that
status, for example by clicking on the red ball in the Indicators section the following exception
report is displayed.
