we wish to give you the following infor~ation:

opereted in connection with public r.ealth centers.
Local health unit. A single county, city, county-city, or local district health unit, as well as a State health district unit where the
primary fUnction of the State district unit is the direct provision of
FUblic health services to the population under its jurisdiction.
Public health services. Services provided through organized community effort in the endeavor to prevent diseese, prolong life, and maintain a high degree of physical and mental ef~iciency. In addition to the
services which the co~~ity already prOVides as a matter of ~ractice, the
term shall include such additional services as the community frca time to
time may deem it desirable to prOVide.
From the above definitions, it is our opinion that medical ,treetment
of the type given in an out-patient department of a hospital would be an
acceptable service to be rendered by a health unit. The construction of
beds in a health unit that would be used for domiciliary care probably
would not be ellowable for federal participation.

the nonusers of needed health services can ~
motivated to change their behavior. How such
changes came about in Luhbock is highlighted in
this paper. Lubbock's program is de!>t:ribcd in

EpidemioiolY. Sociological epidemiology started
in Lubbock's Health Department auditorium in

the city government, medical sociel)', schools,
churches, civic clubs, poor people, and olhen,
mel to discuss the heallh problems and find answelS to such epidemiologic questions as What?
Where? Who? Why? When? How? They were
invited (or. 2·hour presenlltion and discussion,
bUf tMy stayc:d all day. They studied and planned.
By the end o( the day. this group lesolved 10
support .nd assist the health dep"rtmeDt in proyidinl more preventive and primary mc:dical care
for those in Ihe 10.... sociocconomic group who

shall render its decision, based on a preponderance of the evidence,
two days of the hearing de novo.
