i sz I( THE GOVERNOR'S TASK FORCE ON FLOODING ON THE LOWER RED RJYER , the flooding along the Red River in 1990 endangered human lives and damaged homes, crops, livestock, and land; and the confusion associated with the appropriate governmental jurisdiction over the flood response delayed action that could hi$e " effects of the flood; and AS, effects of future flooding could be lessened by developing and implementing a state policy with respect to management of the \ FORE. I, Arm W. Richards, Governor of Texas, under the authority vested in me, do hereby establish The Governor's Task ding on the Lower Red River. The Task Force is made up of fourteen members, with the chair being elected by the members. Force shall meet at times and places deemed necessary by the Chair and shall serve without compensation. ter Commission, Water Development Board. Red River Authority, and other agencies of the State are directed to provide information istance to the Task Force as necessary. Force may consider such issues as the designation of one entity as the official representative of the State in dealings with the Corps s, the feasibility of a flood warning system, problems associated with restrictions of water flow due to highways and railroads, ontrol practices, Corps of Engineers water management practices, and others. orce shall make recommendations, including suggestions for legislation, if any-to the Governor.
