ESTABLISHING TIlE GOVERNOR'S TASIVI'ORCE ON REVENUE
WHEREAS, The Select Committee on Tax Equity created by H.B. 2 of the 70th
Legislature goes out of existence on September 1 of 1991; ·and
WH;EREAS, there is a continuing need within the state for studies and findings
regarding the effect of the current system of state and local taxation on our taxpayers; and
WHEREAS, a determination of the relationship between taxes and the revenue
needed by state and local governments is critical to the evaluation of the benefits received by the
people from their government; and
WHEREAS, the legislature and other elected officers addressing issues relating
to taxation will be assisted if the studies and findings are generated by a group that more closely
reflects the philosophical, ethnic, cultural, economic, and political diversity of the state;
NOW, THEREFORE, I, Ann W. Richards, Governor of Texas, by the authority
vested in me do hereby establish The Governor's Task Force on Revenue. The Task Force is
composed of 16 members, with the Comptroller of Public Accounts serving as one member and
with the Governor, the Lieutenant Governor, and the Speaker of the House of Representatives
each appointing five of the members.
The Task Force shall be chaired by a member designated by the Governor and
shall meet in Austin at such times as deemed necessary by the Chair. It shall be the duty of the
Task Force to review and evaluate the current system of revenue and taxation with an aim
toward suggesting modifications and improvements in the methods of taxation and revenue
generation. The Task Force shall file a report with the Governor, Lieutenant Governor, and
Speaker of the House of Representatives no later than July 1, 1991.
