B, Page iii Toronto Transit Commission - Yonge Subway Extension (YSE) Conceptual Design – Traction Power Configuration Plan 1 Introduction 1.1 Purpose The purpose of this Traction Power Configuration Report is to document the requirements of the: traction power, passenger station power and related coordination with electrical utilities for the Yonge Subway Extension (YSE). This document is a requirement of the Conceptual Design Phase of the project and will form a basis for a more detailed electrical traction power summary report that would be prepared during the next phase of the YSE project. 1.2 Scope This document presents requirements of traction power substations, utility electrical services and passenger station power supply from traction power substations 1.3 Document Organization Section 1.0 provides an introduction to Traction Power Configuration Report. Section 2.0 provides an overview description of the proposed traction power and subway station service requirements. Section 3.0 describes the key components of the traction power and passenger station power systems. Rapid Transit Stations. 1.5 Glossary Passenger Station Substation The power distribution system, located at the passenger station substation, is where high voltage supply from the traction power substation is stepped down to 600 Volts and 208/120 Volts AC to supply various facility electrical requirements including emergency power system. Satellite Structure A structure (station, service building…etc.) that is supplied with power from adjacent substations through the tunnel duct bank utilizing high voltage systems available at remote traction power substations. B, Page 1 Toronto Transit Commission - Yonge Subway Extension (YSE) Conceptual Design – Traction Power Configuration Plan The traction power substation receives the incoming high voltage AC services from the local utility company. The substation installation including adjacent transformer yard, in general, consists of various assemblies, e.g. high voltage AC switchgear, rectifiers, transformers, DC switchgear, 600Volt AC switchboard, auxiliary AC power, emergency power and SCADA equipment. The traction power substation also supplies AC power to the passenger station substation. 2 TRACTION POWER OVERVIEW 2.1 Traction Power Configuration This section provides an overview description of the Traction Power Configuration (TPC), from an operations perspective, based on locations of structures developed per alignment drawings and available information from the TTC Design Manual and similar, existing TTC projects. A total of five traction power substations located in the area of Cummer Ave., Steeles Ave., Clark Ave., Royal Orchard Blvd. and High Tech Dr. for Richmond Hill Centre Station are required for the Yonge Subway Extension. With the exception of the substation in the area of Yonge Street and Cummer Avenue, the substations are all included in the approved Transit Project Assessment Process (TPAP). The rationale for the change in location from the existing Finch Substation to Cummer Station is explained herein. 2.2 General Information Traction power substations (refer Appendix E1) are provided to accommodate utility service equipment of dual feed systems from two separate utility buses per single line diagram shown in Appendix E2, with a total capacity 4.0/5.332 MVA per service line as mentioned in Appendix E3. See Figure 2.1 below. Preliminary coordination with PowerStream for substations located North of Steeles Ave. and Toronto Hydro Utility for substations located South of Steeles Ave. for services cost impact, resulted in rough estimates as recorded in Appendix E5 and E6 respectively. B, Page 2 Toronto Transit Commission - Yonge Subway Extension (YSE) Conceptual Design – Traction Power Configuration Plan 2.3 Existing Finch Facility Traction Power Substation The detailed design phase will coordinate with TTC Operations and Engineering Departments to establish cut-off points and the tie-ins process for the existing electrical and systems work required for the expansion. Prior review meetings with TTC Operations and Engineering Departments concluded that, in addition to potential impact and risk to existing TTC operations during any planned construction, there was simply inadequate space to expand the existing TTC Finch Substation. 2.4 Traction Power Substations Traction power substations utilize the 27.6 kV or 13.8 kV dual services terminated at high voltage switching centers operated in a mutual agreement policy between TTC and respective utility agencies implementing up-to-date standards and safety procedures. 3 TRACTION POWER CONFIGURATION This section describes the configuration of traction power from an operational perspective. 3.1 Design Manual The selection of locations for substations and their sizing capacity is determined from the Design Manual per the following references: 3.1.1 Service selection: DM-0804-01 Items 1.2.1 and 3.1.4 and 3.2.4: Utilities dual service should be from two separate sources or bus. 3.1.2 Substation Capacity: DM-804-01 Item 3.2.4: Traction power supply is sized using combinations of 1500 kW rectifiers. 3.1.3 Voltage Configuration: DM-0701-02 dated Nov-27-2009: Items 2.1.1 and 2.1.2 referencing TTC Directive Drawings 0701.02-01 and 0701.02-02. Sections define information regarding passenger station substation high voltage feeders. 3.2 Traction Power Substation Service Size (Appendix E3) The requirement for traction power is two services of 1.5 MVA each for a total of 3.0 MVA per service. The Passenger Station supply (PSS) will cover for the load per station capacity and the subway ventilation fans for an estimated load of 1 MVA. Therefore a total value of 4.0/5.332 MVA (fan operated) continuous service capacity will be the size of each service line. 3.3 Traction Power Substation Concept The traction power substations will house required service equipment and traction power distribution equipment; also, it will provide two high voltage feeders to the passenger station switchgear room. B, Page 3 Toronto Transit Commission - Yonge Subway Extension (YSE) Conceptual Design – Traction Power Configuration Plan Where a traction power substation is provided without an adjacent passenger station, as is the case at Royal Orchard, separate electrical rooms similar to those available in a passenger station will be provided adjacent to the traction power substation. These rooms will serve the traction power substation with facility electrical requirements as well as tunnel electrical facility requirements if needed. Appendices’ E7, E8 and E9 provide three options for typical traction power substation layouts. Layout of the actual substation will be re-configured to suit actual site conditions and constraints. Traction power substations will provide high voltage distribution through the tunnel (see Appendix E4 for TTC consent to this application) for satellite stations and for the train storage facility ventilation service building. 3.4 Functional Description The traction power substations provide the electrical power for the third rail supply for the subway trains as well as the necessary primary electrical equipment for the passenger station supply. The availability of traction power, without interruption, is of prime importance. Installed spare capacity will be provided at each substation and equipment will be sized and configured to accommodate load sharing with two adjacent traction power substations in the event of a traction substation failure. The design of the substation will incorporate service reliability as one of the main criteria. Similar to the Toronto-York Spadina Subway Extension (TYSSE) Project, redundancy is also provided in order to reduce outage times for maintenance. The traction power, 600 volt DC, is supplied from the rectifier units through DC positive switchgear and cabling to the third rail. The negative return from the vehicles will be through the return running rail and a parallel negative reinforcing cable, and the negative feeder cables. To minimize stray DC current problems, the negative return will be floating. To avoid a safety hazard should the negative float above 70 VDC a floating negative automatic ground switch (FNAGS) will be connected between the negative and the substation AC ground. The traction power substation will supply high-voltage power to the passenger stations (AC Switchgear room). A systems equipment design package includes the high-voltage and 600 Volt equipment in the AC switchgear rooms. To provide service reliability both the high voltage and 600 volt level will have two independent buses with a tie-breaker available for outage contingencies. Passenger station electrical equipment will obtain dual feed from the switchgear 600 volts system to the station switchboard. Load analysis simulating train operations combined with station loads should be provided during the detail design phase. 3.5 DC Ductbank Traction power conductors will be run in a ductbank between the traction power substation and contact rail (power rail) through a traction power cable pulling room provided at platform/track level. B, Page 4 Toronto Transit Commission - Yonge Subway Extension (YSE) Conceptual Design – Traction Power Configuration Plan 3.6 Tie Breaker Room Tie Breaker rooms are provided at satellite stations and along the tunnel locations as identified during traction power detail design phase. 3.7 AC Ductbank Traction power substation provides high voltage dual feed system to passenger station switchgear room. 600/208 Volts and systems ductbank will be provided from passenger station electrical rooms to the traction power substation for traction power substation facility/systems requirements. 3.8 Train Storage Facility Service Building Dual high voltage service through the tunnels will provide power to the service building. The service building will have electrical rooms in a similar manner to a station with room sizes adjusted to the required application.
