Request for Tenure Track Faculty Draft Program: Marine Science Technology/Biological Science Mendocino Coast Initiator: Teresa Sholars 1. Program(s) Supported by the Discipline: MST AA degree; MST certificate of Achievement; Biological and Physical Science Program and all GE courses 2. Job Description. Separate requests are required for each position sought. Please indicate if this request is site specific and the location(s). This position is a combined position that was held by Greg Grantham who retired in May 2012 and Teresa Sholars who is retiring in May 2014. Fall 2012-3 semester, Teresa Sholars directed the students who were in the MST program finishing their second year after Greg Grantham retired. Our local population for new students has declined because they have been counseled to not depend on the program and/or pursue a MST degree/certificate due to the future uncertainty of the program since a full-time faculty replacement was not hired for 2012-2013 or 2013-2014. Recent district reorganizations have eliminated or reduced most of the support staff on the Mendocino campus; there is a large amount of time when no employees are on campus to answer questions or respond to anyone who arrives on campus. In light of this, we have hired new adjuncts to teach classes that are required for the program. Unfortunately in OCEAN 10 and OCEAN 11 there was a 50% drop rate in enrollment (in Fall 2012) due to the inexperience of the brand new instructor (who was not hired back). Also, there was a similar drop rate in METEO 1, an elective for the program. Spring 2013 semester, we hired another new adjunct to teach the required BIO 25 (Marine and Anadromous Fishes). That instructor has since moved on and is not available to teach. Seasoned adjuncts have also been hired to teach required courses in the program. Dr. David Flaim is teaching BIO 15 this semester. (He teaches Anatomy, Physiology and Microbiology for us and at Mendocino College). Tanya Smart (who has taught ENVSC 10 and ENVSC 11 for us previously taught Marine Mammals last semester). With Teresa Sholars retiring there will be no full time science instructor on campus to do the following: 1. Supervise the brand new 19 hour lab tech. This person has a very high learning curve as she just got hired in the middle of the semester and she is doing the job in 19 hours instead of the full time position that we did have for the lab tech. 2. Oversee the purchase of consumables for science labs 3. Oversee the repair and maintenance of equipment in the science labs. 4. Oversee the application of OSHA safety and hazardous rules for dealing with the cadaver, chemical wastes and equipment like eye wash stations, fume hoods and autoclave. r3/12/12 pg 1 5. Oversee the green house which is used not only for the AG program but to grow and house plants for biology labs. 6. Work with the coordinator to schedule science classes so that students can get their basic GE classes for graduation. The unique knowledge that is important is the actual amount of time needed before labs for set up and take down of labs. Which science room (120 or 122) is appropriate for what kind of classes and what kind of equipment can work in which room 3. Please check ONE of the following categories: Faculty Replacement Position, Growth Position or New Program/Discipline. Provide related information. (0-5 Points) Faculty Replacement Position (check one) Stable or growing discipline or program needs replacement for FT faculty who have left x within this academic year x Stable or growing discipline or program needs replacement for FT faculty who have left within 1-2 years Stable discipline or program needs replacement for FT faculty who have left within threefour years Stable discipline or program can justify replacement for FT faculty who have left within five years or more Outside accreditation is at risk without FT hire Provide justification and documentation. Include when the position became vacant and the incumbent to be replaced. Growth Position (checkone) Enrollment data over past two years indicate program is growing x Enrollment data over past two years indicate program is stable Enrollment data over past two years indicate program is declining Independent marketing or other data indicate growth potential Provide justification and documentation. New Program/Discipline Position Program Initialization process complete State curriculum approval complete Program has grown significantly without FT faculty r3/12/12 pg 2 Independent marketing data suggests viability of new program Provide justification and documentation. 4. FT/PT Ratio: Indicate which statement/s are confirmed by the data: (0 -5 points) X Program has no full-time faculty FT/PT ration below 50/50 percent FT/PT ratio below 60/40 percent FT/PT ratio below 75/25 percent FT/PT ratio results in critical lack of effective oversight for associate faculty Reliable pool of well-qualified associate faculty is unavailable (In the case of non-teaching faculty positions, the criteria will be the deviation from norms obtained from like institutions) Provide justification and documentation. Next year there will be no full time faculty in science. Teresa Sholars is retiring this year 2014; Greg Grantham retired 2012. See above for justification. 5. Program/Student Outcomes (0 – 5 points) Provide a narrative justifying need for full-time faculty in order to maintain and/or improve program and student learning outcomes (one-page max), based on the following: (0 – 5 points) Demonstrate a clear need for FT faculty in order to maintain program outcomes Justification demonstrates a clear need for FT faculty in order to achieve student learning outcomes Narrative: A full time instructor is necessary to teach the classes, do the assessment, do program review, oversee internships and recruit new students. The internship program is the lead in to jobs for graduating students. This requires a full time continual relationship with employers. At the end of this year there will be no full time science presence at CRMC. It will be difficult to supervise the lab tech, hire enough adjuncts and recruit for new students. It has been difficult to find part time qualified instructors in the region to teach the required classes in this program. Hiring inexperienced faculty last year resulted in a 50% drop rate in three MST classes. This has the potential to negatively affect the future of the program. Faculty recommends combining some of the courses and programs that both full time faculty taught (Grantham and Sholars) and adding some which are currently taught by associate to create a very solid load. A possible load could combine GE courses, MST courses and prerequisites to the nursing program. For Example the person could teach some combinations of Biology 1 General biology Biology 2 Microbiology r3/12/12 pg 3 Biology 6 Human Anatomy Biology 7 Human Physiology Biology 15 Marine Biology and then be able to teach a selection of the following Biology 24 Introduction to marine and Anadromous Fishes Biology 24 Marine and Coastal Field Biology Biology 27 Marine Mammals Biology 4 General Biology ES 10 Environmental Science Or any other GE science courses needed REDWOODS COMMUNITY COLLEGE DISTRICT RUBRIC FOR PRIORITIZING FULL-TIME FACULTY POSITIONS Faculty Replacement Position Points (0-5): Stable or growing discipline or program needs replacement for FT faculty who have left within this academic year Stable or growing discipline or program needs replacement for FT faculty who have left within 1-2 years Stable discipline or program needs replacement for FT faculty who have left within three-four years Stable discipline or program can justify replacement for FT faculty who have left within five years or more Outside accreditation is at risk without FT hire OR Growth Position Enrollment data over past two years indicate program is growing Enrollment data over past two years indicate program is stable Enrollment data over past two years indicate program is declining Independent marketing or other data indicate growth potential OR New Program/Discipline Position Program Initialization process complete State curriculum approval complete New program has shown significant growth without FT faculty Independent marketing data suggest viability of new program FT/PT Ratio Points (0-5): Program has no full-time faculty FT/PT ration below 50/50 percent FT/PT ratio below 60/40 percent FT/PT ratio below 75/25 percent FT/PT ratio results in critical lack of effective oversight for associate faculty Reliable pool of well-qualified associate faculty is unavailable (In the case of non teaching faculty positions, the criteria will be the deviation from norms obtained from like institutions) r3/12/12 pg 4 Points (0-5): Program/Student Outcomes Narrative justification demonstrates clear need for FT faculty in order to maintain program outcomes Narrative justification demonstrates clear need for FT faculty in order to achieve student learning outcomes Points (0-5): Other (Shared Interest) Shared interest determined by the Faculty Prioritization Committee.
