The Manager is also expected to develop and maintain professional relationships with law enforcement and regulatory agencies at all levels of government. Statement of Need (Justify the need for the position) This position is required by POST if we are going to have a Basic Law Enforcement Academy. For about the past four years, we have been using a hodge-podge mix of part-time personnel. We have tried one part-time coordinator several times, but these have usually been different people for succeeding classes, two part-time personnel splitting the academy day (someone in the morning and someone in the afternoon), and most recently using a retired PERS annuitant coordinator who is splitting his time (960 hours) between the Fall and Spring classes, trying to fill the coordinator role. None of these have proven satisfactory, and a cost review showed hiring the full-time position would actually be more cost effective for the College.
