Minutes of meeting held on 18 December 2007 These had been distributed and were accepted. Matters arising The Business Plan for Year 2 which begins in April is due by the end of January. 1. Updates PCET (FM): Appendix 1 distributed (attached) Tribal will undertake a big evaluation of all qualifications and will give an interim report at a meeting in February. Review of 18 PTLLS presentations undertaken. There is a possibility of extending the size of the PTLLS, perhaps increasing it to 40 hours. There are issues within both FE and the voluntary sector that a longer course may not be as accessible and that people will not progress further than the PTLLS. This will affect funding and staff development. There is an issue around those who are qualified in vocational areas but whose own skills are not so adequate. Academic study skills support is needed and a skills accelerator running parallel to a skills programme could be developed in year 2. After testing and trialling, it could be showcased at workshop run jointly with EMCETT. IG interested in developing optional area around study skills in critical thinking and reflective practice at level 4 to help progression to level 5. This could tie in with Skills for Life and could bridge between PTLLS and DTLLS (there are 5 years available to complete the qualifications). Issue around e-learning awareness being developed with LSN. A 30 hours on-line model has been produced by the CETT which is looking to develop it further. Skills (EG): Appendix 2 distributed (attached) The first PTLLS+ has been evaluated and the scheme of work revised in order to deliver it in Hereford / Worcester and Shropshire At the Skills for Life Teacher Trainer event Stoke College were offered support whilst they are developing their programmes. Another similar event will be been planned for this term. 1 MW Kath Dodd has collated information about subject specific teacher training providers in the West Midlands. CW suggested that the numbers reported for Skills for Life courses should include numbers from Hereford, Worcester and Shropshire. EG still to undertake TNA for Skills for Life across the CETT and will discuss at the two meetings in Hereford and Worcester and Shropshire. AVC/ACL (MH): Appendix 3 distributed (attached) Potential trainers from the voluntary sector are being identified. The CETT aims to evaluate and model the PTLLS rather than deliver it and will support organisations who will deliver on the terms of the organisations they are working with (a year 2 objective) WMCETT to meet NIACE on 16 January to discuss involvement in research on the impact of teacher training reforms on this sector. Work is being done with MENCAP, looking at developing a PTLLS course to run alongside existing training (people with learning difficulties train others with learning difficulties). Voluntary sector organisations are funded through the LSC. Staff only working a few hours per year are still expected to have the DTLLS. There is an issue around what counts as legitimate teaching (eg within fire/police). SVUK only provide OFSTED/LSC funded counts. There is a requirement to register on the IfL website which FE tutors can do for free as they are funded, however, this is not the case for those in the voluntary sector. FM will pass on comments to IfL if the issues are sent to him. WBL (PO): Appendix 4 distributed (attached) PO involved in delivering PTLLS+ Literacy for 14-16 year olds (includes 1 day placement in school) and a PTLLS+ generic (including live teaching observations). Phil Broomfield from Riverside is interested in delivering future PTLLS courses. MS has 30 people from work based learning and voluntary sector organisations who want to take PTLLS as the delivery mode is very popular. WB and 14-19 PTLLS are a growing area. Action Research (JH): Appendix 5 distributed (attached) Invites for £500 for Action Research projects have been sent out. Nothing further heard from the WEA. Further feedback expected from HWS Training providers after tomorrow’s final session. JG’s role will be to look at existing projects on the programme and involve interested parties including Nuneaton and Bedworth CVS. The CETT needs to look at ways to help Priority Area Coordinators avoid duplicating the organisations they target for learners. However, there are data protection issues around putting information about learners into updates and the minutes as these are put onto the website. Suggest a secure page on the website to accommodate this. 2. Website (SM) Appendix 6 distributed (attached) Someone will be employed to read weekly trade journals and add weekly reports. Met with all HEIs in the WM to invite them to send details of where teacher training courses are being delivered and who the contact is. A template will be sent to the HEIs and information uploaded onto the web (this includes courses run through national awarding bodies. Two new sections have been added to the web, one for HEIs and the other a glossary. Look into having a geographical map. Will be inviting teacher trainers to register their details with the CETT. Engaging employers to use the website will be important. Any resources to be uploaded onto the site can be sent to wmcett@warwick.ac.uk. 3. Management and Administration (SM) HOST will be monitoring all CETT business so all activities (large and small) need to be captured using the activity log. Permission will be needed to add new contacts to the database. Suggest tick boxes be added to the on-line form for areas of interest and priority area. 2 4. Recent developments Mentoring: Funding has been secured from QIA for all 11 CETTs to evaluate mentoring (within a tight time frame). All phases are on the website, the first of which is to find out what mentoring is being undertaken. 26 out of 40 organisations will be involved. Sajida will be asking what policies and practices organisations have and if they want to be on the database. Other phases include developing a mentoring award and piloting with 30 mentors. Staffordshire, Wolverhampton, Worcester and Warwick Universities all have model of mentoring which could be showcased at workshops where funding and sustainability can be discussed. Regular updates will be available through the website. SP – SfLIP (QIA Initiative) – new role focuses on work force development, teacher training and CPD. QIA provides developments grants level 5s. Professional Development Planning Services are being offered to a limited number of organisations and TNA aims to raise awareness , provide advice and guidance and professional planning for Skills for Life development of the workforce. SP could speak at mentoring workshops – organisations to contact him directly. Action Research: 5. Priorities January – March 2008 FM bid for £50K to put together a proposal before Christmas for 3 projects to produce case studies by the end of March (waiting to hear outcome): a) Teacher educators – targeted at FE. Colleagues found FE not up to speed on needs of tutors/trainers in the voluntary/work based learning sectors. FE ITT tutor would be teamed up with tutors working in ACL/WBL/Third Sector to deliver PTLLS outside FE which gives FE tutor experience of the wider sector and vice versa. b) Planning – evaluation of impact of PTLLS on not just the trainee but also the employer and tutor. Research to take place in February and 10 holistic case studies are required form different organisations including FE. Will approach sponsors (those who sent learners) from last year’s PTLLS, eg research achievements of H&W Fire and Rescue Service since completion in Droitwich in July. c) To support the development of a support network in SHW and C&W especially for those not in FE. 6. Business plan Y2 business plan will go through the QIA and the Board for approval before the end of March. Any specific ideas/issues/projects to FM. EG developing integrated TT programme with skills embedded, Workshops will be planned for deliverers of optional units to explain key issues and evidence for model. 7. EMCETT 23 partners including 3 universities, 3 ACLs, 12 HE/FE Colleges, 4 WBL and 1 other organisation. Year 1 aims include improving quality of provision, promoting a proficiency model of peer review and development for CPD and ITT, creating a network of ITT Ambassadors and developing a framework of mentoring provision. An EMCETT project to produce distance learning resources with a DVD embedded for teaching in custodial (‘closed environments’) and back into the community sectors (linked to mentoring) is available as a resource for generic teaching, and is being developed as a model for other areas. FM suggested a workshop when this is completed. IG is also training profoundly deaf tutors, and looking at developing resources for those born deaf. The two issues are i) minimum core around language and literacy and ii) access to high quality teacher educators. CETT could develop information sheets for those working with profoundly deaf students to lead to workshops. WM and EM CETTs to collaborate on mentoring projects and development of high quality materials to deliver CPD or ITT. Next meeting: Friday 9 May 2008 ~10.30 – 12.30 ~ Venue to be confirmed 3
