Co-founder and President of EAI, Inc. (Energy Analysts International, Inc.) headquartered in Westminster, Colorado. EAI, Inc. was incorporated in 1982 to provide companies in the petroleum business with leading edge consulting services and products that can create value and specific opportunities-tactics to act on. Has worked with over

100 companies with specific expertise in petroleum logistics, market analysis and strategy, refinery planning and business development. Primarily work with upper management, planners and business development personnel across most petroleum business functions. Has led the development of computer applications to support this effort for use internally and by EAI clients.

Formal education includes a Bachelor of Science and a Master of Science degree in

Chemical Engineering as well as graduate studies in Mineral Economics.

Married for 25 years with three sons.

Mr. Leto has led the design and development of EAI’s computer applications in the support of consulting services and products. This includes EAI’s Petroleum Grid

Relational Model (PGRM). Fuel Management Decision System (FMDS) and Petroleum

Supply-Market Decision System (PSMDS).

Areas of Consulting Expertise Relevant to High Volume Retailing

Led EAI’s first study addressing hypermarts and their increasing role in gasoline marketing (issued in February, 2001)

Led the study conducted for NACS, The Convenience Industry vs. Hypermarts and issued to NACS in October of 2001.

Led EAI’s hypermart study update, “U.S. Hypermart Petroleum Market Outlook:

Emergence of the New Competitive Arena” issued in February of 2003.

Has conducted numerous studies for EAI clients addressing branding strategies, entry-exit strategies, single site gasoline sales potential, wholesale gasoline marketing strategies and a variety of other topics.

Previous Positions

In addition to more recent experience in market analysis, economics and computer application development, Mr. Leto’s career background includes over 10 years of experience in developing and analyzing energy technologies and business associated with those technologies.

Director of Energy Technologies: Resource Technology Associates, Inc.: Boulder,

Colorado: A start-up corporation owned by Midcon Corp., Burlington Northern,

Williams Technologies and T.P. Clark, Inc. Coordinated commercial and technical development activities in the support of evolving new energy related bus inesses.

Managed all energy project activities and participated with advisory committee to provide general business and technical direction. Led company efforts in areas of heavy oil upgrading, wet oxidation technology applications, bitumen processing and enhanced oil recovery.

Manager, Fuels Analysis Group: Pace Consultants and Engineers: Denver, Colorado:

Managed a consulting group providing companies with technical, marketing and economic analysis applied to the area of alternate energies, synthetic fuels and enhanced oil recovery.

Corporate Development Engineer: Rocky Mountain Energy (now Union Pacific

Resources): Responsible for adding value to resources located on land-grant through the application of new technologies and new business ventures. Coordinated technical activities for the development of a coal-to-methanol project in the Red Desert area of

Wyoming.

Corporate Senior Engineer & Project Engineer: Worked with McKee Engineering as

Project Engineer involved in refinery and petrochemical projects. Re- joined McKee

Engineering as a Corporate Senior Engineer (after completing graduate school) responsible for evolving commercial and technical niches that could differentiate the services of the company.

Research Engineer : Case Western Reserve University: Headed up a research project for the U.S. Department of Energy to study coal gasification kinetics under high pressure and temperature conditions in a novel thermo-gravimetric analyzer device.
