Responsible for coordination of MRC's governance bodies (the Ministerial Council and Joint Committee) and implementation of the inter-governmental Treaty - the 1995 Mekong Agreement; facilitation of dialogue among Member Countries on implementation of MRC Procedures under the Agreement; management of the MRC Secretariat of approximately 165 professional and support staff; implementation of MRC's research and management programme across a broad range of sectors ($17m per year); promotion of discussions and increasing cooperation with MRC’s upstream Dialogue Partners; and coordination with development partners including securing and maintaining financial support for the subsequent five year planning cycle. Cooperation on sustainable management of the Mekong’s water resources was a main focus with a significant emphasis on developing an Integrated Water Resources Management (IWRM) Strategy for the Basin. Implementation of the 1995 Mekong Agreement and its Procedures involves a wide inter-disciplinary competence including basin planning, flood forecasting and management, sustainable hydropower development, fisheries, environmental monitoring, agriculture and irrigation development, navigation safety and capacity building. Successfully organised the First MRC Summit of Prime Ministers that raised the profile of MRC and provided a high level of oversight to MRC's activities. Developed closer relations with China including cooperation in areas of sustainable hydropower, data exchange, flood management, navigation and capacity building. Provided overall direction in addressing natural resources challenges facing the Mekong Basin and coordinated planning responses of the Member Countries. Oversaw formulation of the MRC Climate Change and Adaptation Initiative focussing on downscaling of global climate models to the basin, development of adaptation strategies and networking to exchange scientific knowledge on climate change impacts and translating it into policy and publicly accessible formats. Supervised one of the most extensive Strategic Environmental Assessments undertaken by any international river basin examining the benefits and impacts of extensive proposals for mainstream hydropower development.
