 SC Charge: Determine program direction and advise DHLI Coordinators on operational issues.
Reviews strategic plan and program review. –consensus
 Change Steering Committee Voting to Steering Committee Decision-Making
o The committee will strive for consensus and follow standard principles of parliamentary

procedure when consensus is not reached. - consensus
Change Steering Committee Meeting Time to Schedule - consensus
o At least 2 times per academic year. Once in October and March. - consensus
 Committee membership – still undecided.
o UCLA Labor Center Director is non-voting resource
o Committee discusses the history and composition of the committee.
o D. Beaulieu - there needs to be more Senate representation because DHLI is a district
academic program and that is a Senate responsibility.
o C. Friedlander – we should look at education as broader.
o D. Gauthier – what makes DHLI and Labor Center different?
o B. Kimble – DHLI is an academic program that does not have classes or hire faculty.
 D. Beaulieu – The Sustainability Institute and Project Match do not have classes or
hire faculty, and they are academic programs.
o K. Le – What does it mean to be an academic program? Is DHLI not meeting the definition?
o J. Waddell – we keep comparing the program to something that exists which does not
exist.
o J. McDowell – LATTC Labor Center when founded had mission to reach out to the Labor
Movement to bring them courses. DHLI was intended to reach into the District. No one
disputes that DHLI and the Labor Center are educational/academic programs. The issue
was that they are both labor programs. Cautions about 50% senate or 50% union
members, but the membership isn’t about a union/senate divide. This is an academic
program.
