Public Comments: None.

Health Benefits Unit:

 MyCalPERS conversion: This will be an IT transition and Retirement Unit transition. CalPERS target date is September 19, 2011, LACCD hopes to be ready one month prior. CalPERS website will provide additional functionality to customers. IT backed into project plan based on

CalPERS timeline. New system will not use SSN. Members will be given a new number.

Member will only need to use SSN the first time they log into site. Website enhancement will allow member to see information on a month by month basis and make changes as necessary.

 Retirement Unit: Participant Reports presented show the breakdown of premiums being paid for healthcare. Active Participant Report = 4,323 members with premium paid of $3,554,116.04.

Retiree Participant Report = 2,998 members with premium of $1,664,105.09. Due to the

MyCalPERS transition there will be a change in reporting from once a month to twice a month.

New codes are necessary to prepare for transition. Currently meeting weekly with IT to secure smooth transition.

 Adjunct Sub-Committee: (1) Professor 2 wanted an additional class to qualify for benefits. He took a class from ill Professor 1 who went on leave. However, since Professor 2 started teaching 5 weeks into semester, he did not meet the 0.33 qualification to receive benefits.

Professor 2 remained at .295. (2) Retiree called Susan Aminoff regarding Kaiser Medicare premium. Medicare is means tested for higher income individuals. Retiree wants to know why she has to pay more for Medicare Part D. Need to know what types of communication have gone out to members. (3) Kaiser sent a letter to an active employee stating that your dependent is disruptive and will no longer be eligible for service. Need to find out if dependent is banned from one Kaiser location or all locations.

 MetLife VTL resolution: There was a disconnect between amount of coverage an employee was approved for and amount employee was having deducted from payroll. Many employees failed to complete the Evidence of Insurability (EOI) form, etc. MetLife agreed to insure all employees

who had applied for coverage at the amount they were currently paying. Going forward internal processes need to be put in place to prevent future errors. Aon to meet with Leila to ensure process going forward is secure. Certificates will be mailed out to all participants and certificate will be posted on the web.

Aon Hewitt contract: Contract terms proposed will remain unchanged for the period of July 1, 2011 to

June 30, 2012. Aon to receive $10,000 per month and help create two communication pieces (8 pages) for $20,000. 2012 Communication pieces may be 8 pages for fall open enrollment brochure and 4 pages for spring newsletter. Expectation for open enrollment is on-line for active employees and mail for retirees. Must calculate cost of printing and mailing for 3,000 retirees. Vote to continue Aon Hewitt contract took place after meeting was adjourned.

CalPERS update: No report.

SHPS service update: Aon Hewitt had a discussion with SHPS client relationship manager and were told that SHPS has redoubled their efforts to service the account appropriately. The dedicated team is in place for all calls. Leila chose 10 to 15 customer service conversations that will be sent to her for review.

Account balances from 2010 have been rolled over for 2011.

Health Care Reform Update: Senate Bill 810 and corporate exchanges were briefly discussed.

Wellness / Communication Projects / EAP: No report.

Labor Caucus: Took place after JLMBC meeting.

• Aon Hewitt to research Senate Bill 810.

• Aon Hewitt to meet with Leila to confirm EOI process for VTL.

• Leila to provide a SHPS report to show debit card transactions and activities.

• Leila to present January 2011 CalPERS premium variance report at June JLMBC meeting.

• Aon Hewitt to communicate CalPERS 2012 rates and plan information.

• Susan to report what communication has been sent to Kaiser retirees regarding Medicare Part D premium for high income earners.

• Medicare Part B & D premium for high income earners. Aon Hewitt to provide means testing chart.

• Retiree e-mail addresses needed.

Next JLMBC meeting to be held Tuesday, June 14 th at the Guild office.
