CALL TO ORDER: Chairman Brian W. Staples called to order a meeting of the St. Lawrence County
Industrial Development Agency Civic Development Corporation at 2:02 PM at the Best Western, Canton,
New York.

MINUTES: LaBaff/Blevins move to accept the minutes of the July 21, 2010 and August 10, 2010
meetings. Accepted.
PUBLIC NOTICE: Public notifications sent September 15, 2010 to, at a minimum: St. Lawrence
County’s newspapers designated for the publication of local laws and other matters required by law to be
published; additional local media sources and websites.
PUBLIC COMMENT: None
FINANCIAL REPORT: LaBaff/Hall move to accept the July 2010 financial report. Filed for audit.
STAFF REPORT: None
OLD BUSINESS: None
NEW BUSINESS:
 Governance Committee Charter: Blevins/LaBaff. Mrs. Sweatland explains that the Corporation had
yet to accept a Governance Committee Charter. This charter is consistent with the charters of the
IDA and IDALDC. Unanimous.
 Resolution: Accepting Tentative 2011 IDACDC Budget: LaBaff/Blevins. Mrs. Gilbert notes that this
budget will be available for comment for 20 days before a final budget is presented. Unanimous.
