The meeting was called to order by Brenda Freese at 1:30 pm.
I. Approval of Minutes
The April minutes were approved as written.
II. 2014 Medical Pre-Renewal Presentation/Discussion (Segal Consultants:
Norm Jacobsen, Ruth Donahue)
Segal consultants went through the renewal number calculations and explained that claims experience is the primary factor in regards to the renewal increase. The previous three years have been quite favorable.
However, OU’s claims experience has been running high, which is causing the renewal rate increase to be significant: approximately 13.1% increase for the PPO/HCA and 23.9% for the HMO plan.
3%-4% of the rate increase includes new taxes and fees caused by the
Affordable Care Act (ACA).
What are our options? o Eliminate the HMO plan altogether. This is not ideal for 2014.
However, we may need to begin presenting this as a possible option for 2015.
o HMO plan design changes:
Change coinsurance from 100% to 90%, which would save approximately 3%-4%;
Change deductible from $300 to $500, which would save approximately 2.2%;
Blue Options plan: change in the Blue Preferred Network provisions to be the same as the 2013 Blue Choice Network provisions. Increase the Blue Choice Network deductible from $500 to $600 and increase the office visit copayments by $5. This would result in a savings of approximately 2%-
3%.
Because we will not have any updated information in June, we will cancel the June EBC meeting and plan on the Segal consultants presenting the final renewal data in July. The final decision will need to be made by mid-
August.
III. Updates from Chief Human Resources Officer
Per Nick Kelly, the dental renewal has been received and the rates will not be increasing for 2014.
The OTRS project has been completed across all three campuses. Parttime employees were previously exempt from participation in OTRS.
However, that provision was reevaluated recently and all employees, regardless of FTE, were required to make an election.
We are working with our current EAP (Employee Assistance Program) vendor, Magellan, to add financial and legal guidance to the program. Les suggested we look at adding identity protection, as well.
