D.1
OVERVIEW
A.
The selected firm is referred to herein as either the “Consultant” or the
“Contractor.” If the firm chooses to use the services of Subconsultant(s), they will be referred to either as the “Subconsultant(s)” or
“Subcontractor(s).”
B.
The Consultant shall provide all labor, supervision, materials, supplies, and transportation and shall have sufficient financial resources to complete the Scope of Services to the satisfaction of VRE.
C.
In the performance of this Contract, the Consultant shall comply with
ATTACHMENT U.1 – GENERAL TERMS AND CONDITIONS included herein.
D.
VRE has initiated a platform improvement project at the Rolling Road
Station to improve safety and to accommodate ridership growth. The purpose of this Contract is to design and develop engineering documents for the construction of an extension of the existing platform and canopy to accommodate eight (8) car train sets of up to seven hundred (700) feet, hereinafter referred to as the “Expanded Configuration.”
E.
The design shall be completed as a two (2) step process that is intended to ensure the immediate improvement project does not preclude further expansion of the station. It is anticipated that at a later date, further expansion of the station to two (2) platforms up to eight hundred and fifty
(850) feet to accommodate ten (10) car train sets will be accomplished, hereinafter referred to as the “Ultimate Configuration.”
D.2
GENERAL REQUIREMENTS
A.
The Consultant shall produce a Basis of Design Report prior to the design, documenting the design criteria compiled from the guidelines, standards, specifications and requirements of VRE, NS, Federal Transit
Administration (FTA), Federal Railroad Administration (FRA),
Commonwealth of Virginia, Fairfax County, American Railway
Engineering and Maintenance-of-Way Association (AREMA), American
Public Transportation Association (APTA), National Fire Protection
Association (NFPA) and other applicable sources.

B.
As part of the Conceptual Design, the Consultant shall determine the size and massing of station elements and track for the Expanded Configuration and Ultimate Configuration. This shall be accomplished such that expansion from the former to the latter can be completed at a later date, in an efficient and cost-effective manner with limited impact on railroad operations or passenger service.
C.
The Conceptual Design shall include consideration of the existing platform location and expansion north and/or south as a function of the topography, anticipated development, expansion of parking and other factors. Requisite adjustments to track geometry shall be considered as far as the next station to the north and the next station to the south.
D.
Upon VRE’s approval of the Conceptual Design, the Consultant shall advance the design of the Expanded Configuration to thirty percent (30%), sixty percent (60%), ninety percent (90%) and one hundred percent
(100%). Environmental screening for the Expanded Configuration shall be conducted and documented as necessary.
E.
Design of the platform extension shall include the extension of the existing canopy up to six hundred (600) feet, as well as security cameras,
LED lighting and/or upgrades to the existing lighting system/electrical components, communication system, ticket vending machines and signage. The Consultant must coordinate with the VRE Manager of
System Safety and Security for security camera placement.
F.
The Consultant shall prepare conformance reports as required under
NFPA 130 and the Americans with Disabilities Act (ADA) level-boarding requirements. The Consultant shall also conduct FTA-required safety and security certifications and report on compliance during the conceptual design, station design, construction and commissioning stages of the project.
G.
The station design shall be coordinated with NS and must comply with NS and VRE design and quality standards. When complete, the engineering and environmental review of the station design must be sufficient to enable VRE to advertise an Invitation for Bids (IFB) for construction of the Expanded Configuration.

H.
The Consultant shall be responsible for conducting environmental screenings to identify potential impacts, recommending mitigation efforts and providing documentation as required by NEPA.
I.
Geotechnical investigations shall be performed by the Consultant in preparation for design and construction. Topographic surveys shall also be provided to address project needs including property limits, track geometry, top of rail elevations, existing structures/features and utility locations.
J.
The Consultant shall obtain NS Right-of-Entry permits as necessary and coordinate with Fairfax County for permitting and site plan approval requirements.
D.3 SPECIFIC REQUIREMENTS
The Consultant shall perform the following tasks:
A.
Scoping / Kick Off Meetings
1.
Conduct a site visit to become familiar with the station and review the project scope with VRE.
2.
Attend meetings with the VRE design team to obtain design parameters, review the schedule and exchange design ideas.
B.
Basis of Design Report
1.
Identify applicable guidelines, standards, specifications and

requirements for design criteria.
Prepare a draft Basis of Design Report for submission to VRE.
3.
Revise the report as needed during the course of the Contract.
C.
Conceptual Design Stage
1.
Conduct a topographic survey.
2.
Initiate utility coordination and include utility locations in the initial survey.
3.
Conduct a geotechnical investigation and provide VRE with a draft report including foundation recommendations for review.

4.
Develop concept plans in coordination with VRE (up to four (4) concepts) for the expansion of the existing platform to accommodate ten (10) car train sets.
5.
Prepare a rough order of magnitude cost estimate for each concept.
6.
Coordinate permitting requirements with Fairfax County.
7.
Perform an environmental screening and wetland delineation, as necessary, to document existing conditions and identity potential impacts.
8.
Address preliminary site drainage and develop grading plans.
9.
Coordinate with VRE’s Information Technology (IT), Facilities and Rail Operations departments.
10.
Coordinate with VRE’s System Safety and Security department to develop an approach to achieving Crime Prevention Through
Environmental Design (CPTED) certification.
11.
Provide two (2) full-size (24”x36”) and two (2) half-size (11”x17”) hard copies of the Conceptual Design plans, as well as electronic files of the plans on a CD/DVD or other electronic storage device.
D.
Schematic Design Stage (30% Design)
1.
Advance a single design concept for the existing platform extension to accommodate eight (8) car train sets.
2.
Produce a site plan for review by Fairfax County.
3.
Revise cost estimates.
4.
Coordinate permitting requirements with local jurisdictions (site plan and building permit).
5.
Prepare NEPA documentation and recommend mitigation, if required.
6.
Finalize the geotechnical report.
7.
Finalize the survey, including utility data.
8.
Coordinate preliminary utility relocation.

9.
Support VRE’s coordination with NS and the calculation of a
Force Account estimate required for design reviews and flagging during preliminary engineering and design field work.
10.
Continue coordination with VRE’s IT, Facilities, Rail Operations and System Safety and Security departments.
11.
Provide a 3-D color rendering.
12.
Provide two (2) full-size (22”x34”) and two (2) half-size (11”x17”) hard copies of the Schematic Design plans, as well as electronic files of the plans on a CD/DVD or other electronic storage device.
E.
Preliminary Design Stage (60% Design)
1.
Compile and address thirty percent (30%) design review comments and advance the design to sixty percent (60%).
2.
Prepare a preliminary design package including plans, specifications and a construction cost estimate.
3.
Coordinate the utility relocation plans and cost estimate.
4.
Support VRE’s coordination with NS.
5.
Provide a Storm Water Management Report and a Storm Water
Pollution Prevention Plan, as required, in conjunction with Fairfax
County permitting requirements.
6.
Continue coordination with VRE’s IT, Facilities, Rail Operations and System Safety and Security departments.
7.
Provide two (2) full-size (22”x34”) and two (2) half-size (11”x17”) hard copies of the Preliminary Design plans, as well as electronic files of the plans on a CD/DVD or other electronic storage device.
F.
Design Development Stage (90% Design)
1.
Compile and address sixty percent (60%) design review comments and advance the design to ninety percent (90%).
2.
Revise construction specifications.
3.
Revise the construction cost estimate.
4.
Finalize the utility relocation plans and identify the associated costs.

5.
Support VRE’s coordination with NS.
6.
Coordinate permitting with Fairfax County.
7.
Continue coordination with VRE’s IT, Facilities, Rail Operations and System Safety and Security departments.
8.
Provide two (2) full-size (22”x34”) and two (2) half-size (11”x17”) hard copies of the Design Development plans, as well as electronic files of the plans on a CD/DVD or other electronic storage device.
G.
Construction Documents Stage (100% Design)
1.
Compile and address ninety percent (90%) design review comments and finalize the design.
2.
Finalize construction specifications.
3.
Finalize the construction cost estimate.
4.
Support VRE in addressing Fairfax County’s permitting requirements.
5.
Support VRE’s coordination with NS and initiation of the Force
Account for construction.
6.
Support VRE in the initiation of utility relocation and revise the associated costs as necessary.
7.
Consult with VRE to review operational impacts during construction and construction scheduling.
8.
Provide the following copies: a.
Two (2) full-size (22”x34”) and two (2) half-size (11”x17”) hard copy sets of plans, specifications and calculations signed and sealed by a licensed Professional Engineer. b.
Two (2) electronic copies of the complete design package
(AutoCAD and PDF) on a CD/DVD or other electronic storage device.
H.
Construction Procurement Support
1.
Attend the pre-bid meeting.
2.
Prepare meeting minutes.

Assist VRE in responding to technical questions.
4.
Prepare addendum/addenda to drawings and technical specifications, as necessary.
5.
Review Bids and advise VRE.
Limited Construction Administration
1.
Review technical submittals.
2.
Respond to Requests for Information (RFIs).
3.
Provide field directives as necessary.
4.
Advise VRE on Requests for Change Orders (RFCs).
5.
Conduct up to eight (8) site visits to inspect construction activities.
6.
Attend progress meetings.
7.
Perform a final walk-through and prepare a punch-list.
