Summary of Work
PART 1 – GENERAL
1.01
SUMMARY
A.
Section Includes:
1.
Requirements for the manufacture and installation of a Wheel Truing Machine to be
installed and tested in the new Lifecycle Overhaul and Upgrade (LOU) Facility at
VRE’s Crossroads Yard located in Spotsylvania County, VA.
2.
The design documents (including Specifications, Drawings, and Attachments) set
forth the objectives, requirements and criteria established by VRE for the
manufacture of the Wheel Truing Machine. It is the responsibility of the
Manufacturer to provide a product compliant with and/or exceeding the objectives,
requirements and criteria set forth herein.
3.
The delivered product shall:

a.
Meet and/or exceed the requirements set forth elsewhere in the Contract; and
b.
Be capable of safe and reliable operation meeting and/or exceeding industry
standards and practices.
This Section outlines the main features of the work to be performed under this
Contract and is not a complete description. Work addressed in this Section but not
addressed in other documents shall still be considered part of the overall work. The
general details of the work to be performed under this Contract are indicated more
specifically in the other Specification sections and the other documents of the
design. These include:

Manufacture a Wheel Truing Machine.
b.
Submit construction shop drawings, reports, and other submittals for review
and approval by the Engineer
c.
Store the product until such time as the Lifecycle Overhaul and Upgrade
Facility is complete to the point to receive the product.
d.
Deliver the product.
e.
Install and test the product as described herein.
f.
Conduct training on how to use the product.
g.
Provide complete as-built drawings and manuals that accurately reflect the
completed and approved equipment as installed.

Ownership of Materials:
1.
Materials furnished by the Manufacturer under this Contract shall become the
property of VRE.
2.
VRE-furnished materials shall remain the property of VRE.
RESTRICTIONS AND QUALITY CONTROL
A.
The elements included in the Wheel Truing Machine design are mandatory and shall not be
altered except as approved by the Engineer.
B.
All site features and the facility shall be in accordance with Virginia Railway Express’
requirements as defined herein.
C.
The Manufacturer will deliver, install and test the product in conformance with the
Technical Specifications herein and shall not be altered except as approved by the
Engineer.
1.03 INTENT OF DRAWINGS AND SPECIFICATIONS
A.
The intent of the drawings and specifications is to prescribe the details for construction and
completion of the work that the Contractor undertakes to perform in accordance with the
terms of the Contract. Where the drawings or specifications describe portions of the work
in general terms, but not complete detail, it is understood that only the best industry
practice is to prevail and that only materials and workmanship of the first quality are to be
used. Unless otherwise specified, the Manufacturer shall furnish all labor, materials, tools,
equipment, and incidentals, and perform all the work involved in executing the contract in
a satisfactory and workmanlike manner.
B.
Drawings and specifications are essential parts of the Contract, and a requirement indicated
in one is binding as though indicated in all. They are intended to be complementary and to
describe and provide for the complete work.
C.
Summaries or introductory descriptions of the work of individual sections do not limit
requirements. The Manufacturer's responsibilities include all requirements for proper
execution of the work.
D.
Division 01 of the specifications governs all divisions. Comply with Division 01
requirements whether or not referenced in Divisions 02-33.
E.
References to the singular include the plural and do not imply that only one (1) unit of a
product is required.
F.
Unless an object or activity is specified to be less than the total, the quantity or amount is
all of the object or activity.
G.
Unless a requirement is specified to apply for a limited time, it applies for the duration of
the work.

3.01
PROJECT FEATURES
Design, furnish, install and test a Wheel Truing Machine including, but not limited to,
fabricated beam, cutting heads, Computer Numerical Control (CNC) controls, pit stairs
and grating, chip removal system, car progression system, cutter alignment maintenance
station, testing and storage.
3.02
PERMITS AND APPROVALS
The manufacture of the Wheel Truing Machine shall be in accordance with all Federal,
Commonwealth of Virginia, and local jurisdiction rules and regulations.
3.03
CONTRACT RESPONSIBILITIES

Virginia Railway Express’ responsibilities include the following, performed either
directly by Virginia Railway Express personnel or through others designated to act on
behalf of Virginia Railway Express:

Review and approve shop drawings and other Construction Submittals.
2.
Arrange for the temporary shutdown of on-site Virginia Railway Express utilities.
Manufacturer shall be responsible for the following:

SITE MANAGEMENT/OPERATIONS
A.
The Work for manufacture of the Wheel Truing Machine will occur off-site at the
manufacturer’s designated property.
B.
If the product is available prior to the site availability, the Manufacturer will provide
storage in a location that will maintain its product characteristics.
C.
Once the product is ready for delivery all site access issues will be coordinated with VRE
or VRE’s designated representative.
RESPONSIBILITY FOR MANAGEMENT OF HAZARDOUS WASTE
A.
The Manufacturer shall be responsible for hazardous waste generated at the job site from
materials brought by the Manufacturer to the job site such as unused solvents, epoxies or
coatings. The Manufacturer shall not be responsible for any contaminated materials at the
job site not transported to that location by the Manufacturer.
B.
As the generator of the hazardous waste resulting from materials brought to the job site
(See paragraph A above) the Manufacturer shall be fully responsible for the proper
identification, storage, transportation, and disposal of hazardous wastes, as well as for any
associated fees and taxes, in compliance with the Resource Conservation and Recovery
Act program, and any other applicable laws, codes or regulations.

SUBMITTALS
Submit name of the individual authorized to accept changes, and to be responsible for
informing other Contractor’s employees of changes in the Work.
1.03
DOCUMENTATION OF CHANGE IN CONTRACT SUM AND CONTRACT TIME
A.
Submit a description of work that is considered beyond the scope of the contract for
review and approval prior to start of work. VRE must be allowed sufficient time to
review and make a determination of entitlement for additional compensation or time. The
Contractor’s submittal shall be in sufficient detail to enable VRE to determine the basis
of entitlement.
B.
Failure to furnish sufficient documentation or to qualify his reason for failure to do so
may delay the project. If such delay occurs, it will in no way relieve the Contractor of its
obligation to meet the time limits or other requirements established for the contract or
constitute basis for a delay claim on part of the Contractor.

Maintain detailed records of work performed. Provide complete information required for
evaluation of proposed changes, and to substantiate costs of changes in the Work.
D.
Document each quotation for a change in itemized cost or time with sufficient data to
allow evaluation of the quotation. Provide itemized breakdown of cost as required by
VRE.
E.
At a minimum, provide the following data and/or documentation to support
computations:
F.
1.
Quantities of products, labor, and equipment.
2.
Insurance and bonds.
3.
Overhead and profit.
4.
Justification for any change in Contract Time and revision to project schedule to
clearly identify critical path.
5.
Credit for deletions from Contract, similarly documented.
Support each claim for additional costs, and for work performed under time and material
basis, with additional information:
1.
Origin and date of claim.
2.
Dates and times work was performed, and by whom reviewed and approved.
3.
Time records and wage rates paid.
4.
Invoices and receipts for products, equipment, and subcontracts, similarly
documented.
5.
Prior approval and signoff by VRE

Total cumulative Change Order value shall not exceed twenty-five percent (25%) percent
of total contract value.
H.
Weather delays shall be reconciled with VRE on a monthly basis and shall be
incorporated into a formal Contract Amendment. Failure to submit a formal request
within thirty (30) days of a weather delay may waive Contractor’s right to seek contract
adjustment.
I.
Change order work or work beyond the contract scope performed during the payment
period will only be paid once a formal Contract Amendment has been fully executed.

Contractor shall provide written notice of intent to claim additional cost or time within
ten (10) days of its knowledge of such. Failure to do so will result in automatic rejection
of claims.
CHANGE PROCEDURES
A.
VRE may issue a Request for Proposal which includes a detailed description of a
proposed change with supplementary or revised drawings and specifications, a change in
contract time for executing the change work required and the period of time during which
the requested price will be considered valid. The Contractor shall prepare and submit an
estimate in a timely manner in order to not cause delay to the project schedule. VRE may
further issue a directive to proceed with additional work under time and material basis.
B.
The Contractor may propose a change by submitting a request for change to the VRE,
describing the proposed change and its full effect on the Work, with a statement
describing the reason for the change, and the effect on the Contract Sum and Contract
Time with full documentation and a statement describing the effect on Work by separate
or other contractors.
C.
Once the scope, cost and schedule impacts, if any are agreed upon, VRE will issue a
Contract Amendment all inclusive of the terms of the change order for signatures.
D.
The Contractor’s Field Representative is not authorized to approve Change Orders or
authorize extra work.
CONSTRUCTION CHANGE AUTHORIZATION
A.
VRE may issue a directive instructing the Contractor to proceed with a change in the
Work, for subsequent inclusion in a Contract Amendment. Contractor must perform work
regardless of formal Contract Amendment having been established. Final cost for
additional work will be computed per time and materials Change Orders as outlined
herein.
B.
Change Order shall be AIA G701 or similar format.
C.
The document shall describe changes in the Work, and shall designate method of
determining any change in contract sum and/or contract time.
D.
Promptly execute the change in Work.
E.
No Change in Contract will be accepted without proper VRE notification and approval.

LUMP SUM CHANGE ORDER
Based on Proposal Request and Contractor’s fixed price quotation or Contractor’s request
for a Change Order as approved by VRE.

UNIT PRICE CHANGE ORDER
A.
For pre-determined unit prices and quantities, the Change Order will be executed on a
fixed unit price basis. VRE may negotiate unite price based on revised item quantity.
B.
Over-run of estimated quantities will only be allowed as approved by VRE. The
Contractor shall notify VRE in writing for work that may occur beyond the item quantity
provided in the contract.
C.
Confirm in-place quantities with the field representative on a daily basis as work is
completed. Unless otherwise noted, work shall be paid for based on in place quantities.
D.
For unit costs or quantities of units of work that is not pre-determined, execute work
under a Change Order.
E.
Changes in contract sum or contract time will be computed as specified for time and
material Change Order.
TIME AND MATERIAL CHANGE ORDER
A.
Identify Scope of Work with the VRE prior to commencement of work.
B.
Submit Proposal for Change Order (PCO) indicating time and materials quantities for the
extra work. Submittal shall include actual costs clearly itemized.
C.
Review time and material records with the field representative to obtain daily agreed
upon quantities.
D.
Provide documentation for overall project schedule impacts in the form of Gantt Chart
with clearly identified critical path items.
E.
Maintain detailed records of work performed on time and material basis.
F.
Confirm in-place quantities with the field representative on a daily basis as work is
completed. Unless otherwise noted, work will be paid for based on in place quantities.

OVERHEAD AND PROFIT
A.
Prime contractor’s overhead and profit shall be computed at fifteen percent (15%) of its
actual reasonable net cost and as per the General Terms and Conditions. Overhead costs
shall include site supervision, home office costs, hand tools, insurances and other general
overhead costs.
B.
If any of the work is performed by a Subcontractor, the Prime Contractor shall be paid
the actual reasonable net cost of such subcontracted work as may be approved by the
VRE, plus twenty percent (20%) of materials and direct labor to cover Prime Contractor’s
overhead and profit, Subcontractor’s overhead, profit, superintendence, administration,
insurance and other overhead. VRE may reject subcontractor costs if deemed
unreasonable.
EXECUTION OF CHANGE ORDERS
A.
The Contractor shall provide documentation regarding the agreed upon Scope of Work
with a request for change order.
B.
VRE will issue Contract Amendments for signatures.
C.
Only fully executed change orders work may be invoiced for payment.
CORRELATION OF CONTRACTOR SUBMITTALS
A.
Promptly revise Schedule of Values and Application for Payment forms to record each
authorized Change Order/Contract Amendment as a separate line item and adjust the
contract sum as shown on Change Order.
B.
Promptly revise progress schedules to reflect any change in contract time, revise subschedules to adjust time for other items of work affected by the change, and resubmit.

Application for Payment
PART 1 - GENERAL

PREPARATION OF INVOICES
A.
Present required information in typewritten form or on electronic media printout.
B.
Use data from the approved Schedule of Values. Provide a dollar value in each column for
each line item for the portion of work performed and for stored products.
C.
List each authorized Change Order as an extension on continuation sheet, listing Change
Order number and dollar amount as for an original item of work.
D.
Attach supporting documentation and payrolls as necessary.
E.
Prepare an Application for Final Payment as specified in the General Terms and
Conditions.
SUBMITTAL PROCEDURES
A.
Submit a Schedule of Values and anticipated product delivery dates for review and
approval prior to submission of the first invoice.
B.
Acceptance of the Schedule of Values shall not forfeit VRE’s right to require
substantiating data to verify the value of work delivered prior to processing payments.
C.
Review draft invoices with VRE for compliance with quantity and quality of specific work
items completed for the period. After review of the draft, a final invoice shall be submitted
to VRE, unless directed otherwise. The field representative’s concurrence with the invoice
does not guarantee approval for payment.
D.
Title and ownership of delivered services and materials shall be turned over to VRE upon
payment.
E.
Payment Period: Submit monthly or on a schedule developed with VRE. Maintain the
payment schedule throughout the duration of the project.

The Architect/Engineer or VRE may require substantiating information such as receipts,
Release of Liens, Contractor’s Affidavit of Payments, Subcontractor’s Affidavit of
Payments, Subcontractor’s invoices, etc.

Five percent (5%) of progress payments will be held as retainer by VRE.
H.
VRE’s assessment of value of materials and serviced delivered and installed shall be final.
VRE may elect to modify invoices and process payments with revisions as determined by
VRE. It shall be the Contractor’s responsibility to make corrections to subsequent
payments.
I.
Change Order work or work beyond the Contract scope performed during the payment
period will only be paid once a formal Contract Amendment has been fully executed.
PAYMENT FOR MATERIAL ON HAND
A.
Invoices for stored materials will require inventory and submittal of data substantiating
product delivery and value.
B.
Payments shall only be made on account of materials incorporated in the work and/or
stored and insured in a warehouse, under conditions acceptable to VRE.
C.
No payment will be allowed for cement, seed, plants, fertilizer and other perishable items.
No payment will be allowed for temporary structures, falsework, shoring or items that will
not permanently become part of the finished construction.
SUBSTANTIATING DATA
A.
When VRE requires substantiating information, the Contractor shall submit data justifying
dollar amounts in question.
B.
Provide one (1) copy of the data with a cover letter for each submittal. Show the invoice
number and date, and line item by number and description.
C.
Substantiating data may include, payrolls, receipts, Subcontractor invoices, shipping
receipts or any other documentation required to the satisfaction of VRE.
D.
Acceptance of a Schedule of Values shall not alleviate the Contractor from submitting
substantiating data as requested by VRE.
RELEASE OF RETAINAGE
A.
Release of retainage shall be based on submittal and acceptance of all Contract
requirements as indicated in the Contract.

The Contractor must complete all punch-list items to the satisfaction of VRE within fortyfive (45) days. Retainage will be withheld until the punch-list is complete and all

period stipulated herein may result in VRE completing the remaining work and deducting
the value of such from the retainage withheld.

This Section specifies the general requirements and procedures for preparing and

PROGRESS SCHEDULE
A.
The Project Schedule shall employ Critical Path Method (CPM) using retained
logic for the planning, scheduling and reporting of the work to be performed
under the Contract. The schedule will be presented in Gantt chart format, or as
directed by VRE.

The Contractor shall meet at minimum monthly with the Engineer and/or VRE to
present an updated project schedule. More frequent updates and two-week lookahead schedules may also be required.

At minimum of ten (10) days prior to the start of work, the Contractor shall
submit a schedule showing all work to be accomplished on the project which
shall include, but not be limited to, the following:

Each submission of schedule update shall include:

A CD of all electronic schedule information.
2.
A color coded plot of the proposed Gantt chart scaled according to Early

with suitable notation relating the interface points among sheets.
3.
A written narrative that shall present the construction approaches and
explains the schedule logic. Include detailed descriptions of logic and
other change since the last update. Such changes are subject to VRE
approval. Failure by the Contractor to include any element of work
required for performance of the Contract shall not relieve the Contractor
from completing all work within the Contract time. Such omission or
error, when detected by the Contractor or the Engineer, shall be corrected
prior to the next issue of the project schedule, without increasing the
project’s performance time.
PROPOSED PRODUCTS LIST
For products specified only by reference standards, give manufacturer, trade
name, model or catalog designation, and reference standards.

CONTRACTOR'S DRAWINGS
A.
General:
1.
The Contract Drawings show the general arrangement and such details as
are necessary to provide a comprehensive description of the work to be
performed.
2.
The Contractor shall prepare such shop and working drawings as
necessary to adequately perform the work.

The Contractor shall submit a list of shop and working drawings and
product submittals required for VRE review.
4.
All shop and working drawings shall be to scale on sheets measuring 22
inches by 34 inches. Each drawing shall have a blank area five inches by
five inches adjacent to the title block to provide space for Contractor and
Engineer review stamps. The title block shall display the following:

Number and Title of the Drawing

5.
Drawings and design calculations for support of excavation, sheeting and
shoring, decking, falsework, form work, and for other temporary work
and methods of construction the Contractor proposes to use, will be
required to be furnished by the Contractor. Such drawings shall be left to
the Contractor who shall be responsible for the safety and successful
construction of the work. Drawings and design calculations that are the
responsibility of the Contractor and shall bear the seal of a Professional
Engineer, registered in the State the work is to be performed.
6.
A Contractor's transmittal letter shall accompany each submittal. The
Contractor's transmittal letter and submittal shall be consecutively
numbered and shall clearly and completely describe any variation from
the contract requirements.
7.
A sequential number shall be shown on each Shop or Working Drawing
submission. Re-submittals will be followed by a revision letter (A, B, C,
etc.) and handled in the same manner as first submitted.
8.
Submittals not conforming to the requirements of this specification shall
be similarly rejected.
9.
Review and acceptance shall not relieve the Contractor from his
responsibility for accuracy of submittals, for conformity of submittals to
requirements of Contract Drawings and Specifications, for compatibility
of the described product with contiguous products and the rest of the
system, or for protection of completion of the Contract in accordance
with the Contract Drawings and Specifications.
10.
The Engineer's review, correction and acceptance of submittals shall not
relieve the Contractor of responsibility for errors and omissions in
submittals and associated calculations.

11.
The Contractor's liability to VRE, in case of deviations in the submittals
from requirements of the Contract Document, is not relieved by the
Engineer's review and acceptance of submittals containing deviations
unless the Administration expressly approves the deviation through the
issuance of a Change Order.
12.
Catalog cuts shall highlight the actual equipment/component to be used.
Generic catalog cuts will not be accepted.
13.
If the material/equipment/components proposed for use do not conform
to the stipulated standards, the Contractor shall submit the copies of the
conforming standards highlighting the deviations from the stipulated
standards. The impact of the derivations on cost and performance shall
be brought out in the related submittal and the deviation request.
14.
Schedule submittals to expedite progress, and deliver to the Engineer to
allow ample time (minimum of 30 days) for review and possible
resubmission. Coordinate submission of related items.
15.
All work in and on the property of VRE, which may affect operations,
must be approved by VRE in advance. Where work involves VRE
coordination, the Contractor shall submit a PDF on one (1) CD/DVD or
USB memory device and one (1) hard copy of a description of activities
and impacts to VRE with a copy to the Engineer. For such submittals, the
Contractor shall incorporate additional time (additional fifteen (15) days)
for VRE review in the project schedule.
16.
Unless directed otherwise, all shop or working drawings shall be sent or
delivered to the Engineer directly from the Contractor, not from
Subcontractors, fabricators or suppliers.
17.
All submittals from subcontractors and suppliers shall be reviewed and
approved by the Contractor prior to submittal to the Engineer. The
Contractor’s review and approval shall certify that the submittal has been
reviewed by the Contractor and that based on his review, it conforms to
the contract requirements. Further, the Contractor's approval shall certify
that the intended product is compatible with all other products, to which
it must integrate and to the overall project.
Shop and Working Drawings:
1.
Submit a PDF on one (1) CD/DVD or USB memory device and one (1)
hard copy of all Shop and Working Drawings and required product
information.
2.
Submittals shall be complete and detailed. Shop and Working Drawings
shall consist of fabrication, erection and setting drawings, schedule
drawings, manufacturer's scale drawings, wiring and control drawings,
cuts from entire catalogs, pamphlets, descriptive literature, and
performance and test data. Working Drawings shall be accompanied by

calculations or other sufficient information to completely explain the
structure, machine or system described and its intended manner of use.
3.
Check and coordinate drawings and schedules with the work of all trades
involved before they are submitted for the approval of the Engineer.
Each drawing shall bear the Contractor's stamp of approval as evidence
of such checking and coordination. Drawing schedules submitted with
out this stamp of approval will be returned to the Contractor for
resubmittal.
4.
Submit all drawings and schedules sufficiently in advance of
construction requirements to permit no less than thirty days (30) for
review and appropriate action by the Engineer.
5.
The approval of drawings and schedules will be general, but approval
shall not be construed:
a.
As permitting any departure from the Contract requirements.
b.
As relieving the Contractor of the responsibility for any errors,
including details, dimensions, and materials.
c.
As approving departures from details furnished by the Engineer,
except as otherwise provided herein.
d.
As a Notice to Proceed on a change to the contract that would
result in additional time or cost to VRE.
6.
Drawings for work on utility facilities, and other facilities that are
constructed for owners other than VRE shall be coordinated so that the
information required by these owners is included on the Working
Drawings for their facilities.
7.
If drawings show variations from the Contract requirements because of
standard shop practice or for other reasons, describe such variations in
the letter of transmittal. If applicable, the Engineer may approve any or
all such variations, subject to a proper adjustment in the Contract. If the
Contractor fails to describe such variations he shall not be relieved of the
responsibility for executing the work in accordance with the Contract,
even though such drawings have been approved.
8.
If approved, or approved as noted, by the Engineer, each copy of the
drawing will be identified as having received such approval by being
stamped as such.
9.
Drawings that require corrections will be returned to the Contractor for
correction and resubmittal. Resubmittals will be handled in the same
manner as first submittals. On resubmittals the Contractor shall direct the
specific attention, in writing or on resubmitted drawings, to revisions

other than the corrections requested by the Engineer on previous
submittals.

The Contractor shall make any corrections required by the Engineer.
When Shop and Working Drawings have been completed to the
satisfaction of the Engineer, the Contractor shall carry out the
construction in accordance therewith and shall make no further changes
except upon written instructions from the Engineer.
11.
Submittals that require minor corrections will not need to be resubmitted
after compliance to the comments relating to the subjective approval and
prior to procurement of or execution of work or materials affected by that
submittal.
12.
The Contractor shall be responsible for, and bear all cost of damages
which may result from the ordering of any material or from proceeding
with any part of the work prior to the approval by the Engineer of the
necessary Shop and Working drawings. VRE may issue a Stop Work
Order for noncompliant work or for work that has commenced without
approved shop drawings.
PRODUCT DATA
A.
Mark each copy to identify applicable products, models, options, and other data.
Supplement manufacturers' standard data to provide information unique to this
Project.
B.
After review, distribute in accordance above requirements, and provide copies for
Record.
SOURCE OF SUPPLY AND SAMPLES
A.
Within thirty (30) days of Notice to Proceed, furnish for approval to the Engineer
the proposed source of supply of materials to be utilized in the project and
samples required by the Specifications or requested by the Engineer. Unless
otherwise indicated, submit not less than two identical samples of each type
required. Pre-pay all shipping charges on samples. Materials or equipment for
which samples are required shall not be used in the work until approved in
writing by the Engineer.

Samples of finished materials shall have additional markings that will identify
them under the finish schedules. Submit samples of finishes from the full range
of manufacturers' standard colors, textures, and patterns for the Engineer's
selection.

samples. Enclose a copy of this letter with the shipment and send a copy of this
letter to the Engineer.

Approval of a sample shall be only for characteristics or use named in such
approval and shall not be construed to change or modify any Contract

Certain samples may be tested by the VRE as specified. Approved samples not
destroyed in testing will be retained to the Contractor. Materials and equipment
incorporated in the work shall match approved samples. Samples not destroyed in
testing and not approved will be returned to the Contractor at his expense, if so
requested at time of submission.
G.
Failure of any material to pass specified tests will be sufficient cause for refusal
to consider, under the Contract, any further samples of the same brand and make
of that material. VRE reserves the right to disapprove any material or equipment
that previously has proved unsatisfactory in service.
H.
Samples of various material or equipment delivered on the site or in place may be
taken by the Engineer for testing. Samples failing to meet Contract requirements
will automatically void previous approvals of items tested.
I.
When tests are required, only one test of each sample proposed for use will be
made at the expense of VRE. Samples, which do not meet Specification
requirements, will be rejected. Retesting of additional samples will be made by
VRE at the expense of the Contractor.

A.

INSPECTION AND TESTING LABORATORY SERVICES

TEMPORARY UTILITY SERVICE
A.
Determine the need for such temporary utility service as may be required for product

Manufacturer for storage of project materials and for parking of project construction
equipment. These areas will be provided to the Manufacturer for the duration of delivery,
installation, testing and training without charge. The Manufacturer will be limited to
these areas and will not have access to other on-site areas.
HISTORICAL AND SCIENTIFIC SPECIMENS

SALVAGE MATERIALS AND OWNER PROVIDED MATERIALS
A.
The Manufacturer shall maintain adequate property control records for materials and
equipment specified to be salvaged. Manufacturer shall be responsible for the adequate
storage and protection of salvaged materials and equipment. The Manufacturer shall
replace, at no cost to VRE salvage materials and equipment that are broken or damaged
during the salvage operations as the result of the Manufacturer's negligence. Salvage
material not specified for reuse shall be the property of the Manufacturer and shall be
removed from the site.
B.
Owner provided materials shall become the responsibility of the Manufacturer upon
mobilization to the site and shall be treated and secured typical to other material to be
used on the project.

SECTION 01 60 00
Products
PART 1 - GENERAL
1.01
DESCRIPTION
This Section specifies general requirements for products, including the handling,
transportation, and storage thereof, and the use of trade names and alternatives.
1.02
QUALITY OF MATERIALS
Materials provided shall be new, except as may be indicated in the Specifications or the
Contract Drawings. The materials shall be manufactured, handled, and used so as to ensure
completed work in accordance with the Contract.

HANDLING AND TRANSPORTATION

Handling:
1.
Avoid bending, scaping, or overstressing product. Protect projecting parts by
blocking with wood, by providing bracing, or by other approved methods.
2.
Products shall be protected from soiling and moisture by wrapping or by other
means.
3.
Small parts shall be packaged in containers such as boxes, crates or barrels to avoid
dispersal and loss. Firmly secure an itemized list and description of contents to each
container.
Transportation: Loading, transporting, unloading and storage of all products shall be
conducted such that they are kept clean and free from damage.
STORAGE AND PROTECTION
A.
Provide sheltered, weathertight or heated weathertight storage as required for products
subject to weather damage.

Provide blocking, platforms or skids for products subject to damage by contact with ground.
C.
Store packaged materials in their original unbroken package or container.
D.
Protect products from damage during warehousing operations.

TRADE NAMES AND ALTERNATIVES
A.
For convenience in designation on the Contract Drawings or in the Specifications, certain
articles or materials to be incorporated in the work may be designated under trade names or
the names of manufacturers and their catalog information.
B.
Except in those instances where the product is designated to match others in use in a
particular improvement either completed or in the course of completion, the use of an
alternative article or material which the Contractor represents to be of at least equal quality
and of the required characteristics for the purpose intended will be permitted, subject to each
of the following requirements:
1.
The burden of proof as to the quality and suitability of alternates shall be upon the
Contractor and he shall furnish all information necessary as required by the Engineer
at no additional cost to VRE. The Engineer shall be the sole judge as to the quality
and suitability of the alternate material.
2.
Where the use of an alternative material involves modification to the design or to
existing installation, the Contractor shall submit for approval to the Engineer. The
Contractor shall be solely responsible for the changes and modifications resulting
from such use of alternative material.
