Fenicle, P.S., has been a professional surveyor with the Office of the Fulton County Engineer in Wauseon, Ohio, since 2005. Fenicle worked with J.C. Andrus & Associates in Toledo from 1996 to 2005, specializing in boundary retracement and remonumentation in Ohio and Michigan. In 2003, he took a sabbatical to New Hampshire to represent a large multidisciplinary firm surveying throughout multiple New England states. Fenicle also teaches part time at Owens Community College and sits on the advisory committees for Owens Community College and Hocking College. He is a member of the remonumentation peer group for Lenawee and Monroe counties, Mich., and continues to work as a subcontractor digging and remonumenting Michigan land corners. In his spare time, Fenicle enjoys research and writing about various surveying topics. He is active in PLSO and sits on various committees, including the State Line Committee. Fenicle received his AAS in GIS/GPS from Hocking Technical College and a BS in surveying/mapping from the University of Akron. Todd W. Horton, PE, PLS, is an associate professor and the director of construction management degree programs at Parkland College in Champaign, Ill., where he has taught since 1998. In 2001, in partnership with local surveying professionals, he launched the land surveying associate degree program at Parkland College. In addition to teaching, Horton has presented continuing education seminars in 29 states. He has more than 20 years experience in planning, design, construction, surveying and maintenance of civil engineering projects, including commercial structures, residential subdivisions, airfields, utility systems and highways. He has accumulated significant public sector experience with the U.S. Air Force and the Illinois Department of Transportation as well as private sector experience with engineering and surveying firms in central Illinois. Horton is the faculty advisor for the Parkland College Student Chapter of the Illinois Professional Land Surveyors Association. He received his Bachelor of Science in civil engineering from the University of Illinois at Urbana-Champaign. Fred Bulger, PE has more than 29 years of industry experience. He began as civil engineer for a company in Chicago, Ill. During his nine years for that company, he worked in varying capacities, from drafter to engineer to project engineer, on notable projects such as the new Comiskey Park and the United Center. He then teamed up with Trimble Navigation. Over the past 20 years, Bulger has been a product manager, trainer and support representative, working with and training surveyors and engineers on Trimble equipment all across the United States.
