Joseph D. Fenicle, PS, professional surveyor
at the Fulton County Engineer’s Office in
Wauseon, Ohio, has been with that office since
2005. Previously, Fenicle worked with J.C.
Andrus & Associates in Toledo from 1996 to
2005, specializing in boundary retracement and
remonumentation in Ohio and Michigan. In
2003, he took a sabbatical to New Hampshire
and represented a large multidisciplinary firm surveying throughout
multiple New England states. He is a member of the remonumentation
peer group for Lenawee and Monroe counties, Mich., and continues to
work as a sub-contractor digging and remonumenting Michigan land
corners. Fenicle received an AAS in GIS/GPS from Hocking Technical
College and a BS in surveying/mapping from the University of Akron.
Heather M. Barnes, JD ’99, partner at Brouse
McDowell in Akron, Ohio, serves as the chair
of the Intellectual Property practice group. A
registered patent attorney, her practice includes
the domestic and international prosecution
of patents, trademarks and copyrights as well
as litigation research pertaining to all areas
of intellectual property. She also provides
intellectual property support for corporate transactions, including
mergers and acquisitions. Coordinating efforts through seizures and
other measures, she represents nationally recognized brands in their
efforts to discontinue counterfeiting. Her combined background in
mechanical engineering and law uniquely qualifies her to assist the
firm’s business clients. Barnes’ prior experience includes serving as an
attorney with Emerson & Skeriotis and as an intellectual property
attorney with the law firm of McLaughlin and McNally. Heather
received her JD from Ohio Northern University’s College of Law and
her BS from the University of Akron.
Gary R. Kent, PS, is the integrated services
director at The Schneider Corporation, a land
surveying, GIS and consulting engineering
firm based in Indianapolis and with offices
in North Carolina, Florida and Iowa. A
graduate of Purdue University with a BS in
land surveying, Kent is registered to practice
surveying in Indiana and Michigan. He is chair
of the committee on the ALTA/ACSM Standards for NSPS and is the
liaison to NSPS for the American Land Title Association. Kent is a
past president of both ACSM and the Indiana Society of Professional
Land Surveyors, and was an adjunct instructor for Purdue University,
teaching boundary law, legal descriptions, property surveying and land
survey systems. He is on the faculty of GeoLearn (www.geo-learn.com),
an online provider of continuing education and training for surveyors
and other geospatial professionals. Kent also is a certified instructor for
the International Right of Way Association. He is on the Indiana State
Board of Registration for Professional Surveyors and is frequently called
as an expert witness in cases involving boundaries, easements and land
surveying practice. Kent regularly presents programs across the country
on surveying topics, and he writes columns for The American Surveyor
magazine and NSPS News and Views.
John F. Greenhalge is the executive director
of the Ohio State Board of Registration for
Professional Engineers and Surveyors. He has
been with the board since 1998, previously
serving as the board’s enforcement supervisor
and as the assistant executive director. Prior to
joining the board, Greenhalge worked as an
investigator for the Franklin County Office
of the Prosecuting Attorney and as a loss prevention and human
resources investigator for Sears Roebuck & Co. Greenhalge has
a Bachelor of Science in business administration and a Master of
Business Administration from Ashland University. He has served on
numerous national committees for the National Council of Examiners
for Engineering and Surveying (NCEES), including the Committee
on Law Enforcement, the NCEES Leadership Task Force and the
Member Board Administrators Committee. Greenhalge was recently
appointed chair of the NCEES Committee on Law Enforcement
for 2015, and he is a recipient of the NCEES Distinguished Service
Award for outstanding service to the Central Zone, NCEES, and the
engineering and surveying profession.

date and no-shows are subject to a $25 administration
