Meeting 1/2016 of Coursework Admissions and Programs Committee commenced at 3.15pm on Wednesday

The Committee agreed that all items on the agenda not starred be adopted without discussion, and that
the actions recommended be taken or the information therein noted.

3.1 The Minutes of Meeting 8/2015 of the Coursework Admissions and Programs Committee, held on 9
December 2015, were confirmed.
3.2 Admissions Pathways Experts Advisory Group Report
Resolution:
The Committee received and noted the Report of Resolution of 17 December 2015.

Matters arising from the minutes of previous meeting
4.1 Coursework Scholarships Policy and Procedures Amendments
The Coursework Scholarships Policy and Procedures were submitted to CAPC meeting 8/2015
however an editorial amendment has been made following the meeting under page 24 of the
agenda papers as follows:
“5.1 Faculties must forward proposals that are funded by faculties or external bodies for noting
approval by CAPC.”
Following the CAPC meeting, Mr Neville Hiscox provided additional minor editorial changes. See
attached revised document (attached separately).
Resolution:
The committee considered and recommended that Academic Board approve the changes made to
the Coursework Scholarships Policy and Procedures subject to the above amendment.
4.2 CAPC Schedule of Action Items
No outstanding action items for this meeting.

The Committee noted the updated schedule of action items.

Chair’s Business
Course map is advisory for students but also ‘existence proof’ for CAPC to ensure that the course can be
completed in a suitable sequence in the standard time.
Course maps are important for prospective students to get a sense of the whole course when making
choices of course and for current students to plan current and future years.
Would be helpful if there was a consistent approach to course maps.
Find a Course isn’t as flexible as anticipated in relation to course maps.
It is helpful for course maps to be linked to the handbook. Particularly useful for students with lots of
electives and also students who are studying double degrees.
Ms Donna Aitken is currently working on linking course maps to the handbook. This means that when
course requirements are updated, course map will be kept consistent.
Professor Willis reported that she would establish a course maps working group in the near future.
Professor Willis is seeking ADE level staff to join the working group and come up with a proposal
regarding where course maps should be located, and provide advice on how to go forward. Professor
Willis suggested that 2-3 members from this committee to be involved in the working group,
nominations to be forwarded to Professor Willis or Melanie Koo.

Policies and Procedures
7.1
Proposed Revisions to Credit Policy and Procedures (Ms Natalie Mitchell)
- The proposed revisions to credit policy and procedures has come back to CAPC from meeting
8/2016 and the revisions have been made to enable the Course Architecture requirements.
- Question asked regarding entry credits. How are entry credits managed if a student initially
does not seek credit but later changes their mind?
- Various editorial changes to the document required, including the suggested wording
amendment regarding collaborative course on page 55) 30. “Where Monash has established
a credit transfer or articulation arrangement with a partner that offers advanced technical or
specialist skills not available at Monash, the Dean (or delegate) must apply to CAPC if you
wish to extend the maximum credit limit. In this case, the faculty must demonstrate how it
established that the relevant study has been assessed at an equivalent level.”
- The policy and procedures document is silent on double degrees. It was suggested that the
document should include a statement regarding the required minimum for the two awards.
- Comment was made that rescinding of credits should be referred to in the credit policy and
procedures document. Rescinding of credits is referred to in the handbook and notes that if
the student does not want to apply for credit to speak to the course coordinator.

- It was noted that some regulatory changes may need to be made before the policy and
procedures can be approved by Academic Board.
- The re-drafted Credit Policy as requested by CAPC is attached separately. CAPC requested
that the redrafted s30 be recirculated. The former s29 and 30 is now s28. There have also
been other changes with regards to credit limits and double degree courses.
Resolution:
Subject to amendments and re-circulation of the revised papers to members, CAPC:
• Approved the revised Credit procedures
• Endorsed the revised Credit policy for approval by Academic Board
• Note
o that once the Credit policy is endorsed by CAPC the Office of the General Counsel will
be requested to draft amendments to the Monash University (Academic Board)
Regulations to facilitate the proposed changes; and
o all Deans (or delegates) are required to establish recency criteria for all courses and
publish these.

7.2
Course Design Policy and Procedures (Ms Natalie Mitchell and Ms Madeleine Soederberg)
- This proposal brings together course design principles from several different sources including

the existing Course Design Policy and its associated guidelines, Course Architecture and the
Monash Graduate Attributes Policy marry them into one document.
- Various amendments to the policy and procedures included:
- Procedures 2.4 - A six credit point unit corresponds to an average of twelve hours of
scheduled classes and self-directed study, prescribed activities and/or independent work
per week over one standard semester.
- Procedures 2.6 - For coursework courses, the standard typical student annual workload is an
average of 48 hours per week for each of the two standard semesters.
- Procedures 3.2 - A Monash coursework course must meet have the same course learning
outcomes and have the same, credit point value and admission requirements irrespective of
major, specialisation, location or mode.
- Procedures 3.9g - Comprehensive Bachelor courses are designed so that students may use
free electives to complete a second major or a minor, or other units, including from across
the University (provided they have the necessary prerequisites and there are no restrictions
on enrolment).
- Comment made that there was some variation in how reference to the duration of a course is
made throughout the documents, including ‘normal duration’, ‘standard duration’ and ‘fulltime duration’. To be amended for consistency throughout.
- Ms Madeleine Soederberg to check references to degrees and courses follow the Monash
Style Guide.

Professor Zlatko Skrbis and Professor Sue Willis commended Ms Madeleine Soederberg and
Ms Natalie Mitchell for the excellent work they have undertaken in the substantial rewriting
of the Course Design Policy and Procedures.
Resolution:
Subject to amendments discussed by CAPC, CAPC:
1. Endorsed the Course Design Policy for submission to Academic Board, subject to
endorsement by Graduate Research Committee;
2. Approved the Course Design Procedures, subject to approval by the Graduate Research
Committee;
3. Recommended to Academic Board that the Monash Graduate Attributes Policy be
rescinded;
4. Rescinded the Course Design Guidelines, subject to agreement by the Graduate Research
Committee;

Qualifications Categories Policy and Procedures (Ms Natalie Mitchell)
- As CAPC endorsed the Course Design policy above, Ms Mitchell subsequently proposed that
the Qualification Categories policy and accompanying documents be rescinded.
Resolution:
Coursework Admissions and Programs Committee recommended to Academic and Council
that the:
- Qualification Categories policy and procedures be rescinded,
- Schedule of Qualification Categories also be rescinded.

7.4
Clarification of the Admissions Procedures (Ms Natalie Mitchell)
In recent months, some cases have emerged where there has been confusion about the
circumstances under which recency requirements apply to the English language proficiency measure
for domestic students.
All students whether domestic or international must establish that they meet Monash University’s
English proficiency requirements for entry. It is not enough to have a passport or birth certificate,
need to be able to demonstrate that you have been in an English speaking environment for your
education or for the period following the establishment of English competence.

Under existing procedures, exemption from the recency requirements may be evidenced by
applicants providing certified documentation to support their residency including:
- birth certificate, passport or visa; and
- work reference letters on official organisational letter head.

Additional types of certified documentation to evidence exemption from recency requirements on
the basis of continual residence, as follows:
- Birth certificate, passport or visa; and
Either:

Work reference letters on official organisational letter head; or
Reference/statement from a professional with standing in the community that they have
known the applicant during this period and confirm they have resided in Australia during the
majority of this period; or
Registration with a regulated profession that has English language requirements equivalent
to or higher than the University’s minimum requirement, eg, teaching, physiotherapy,
nursing.
Question asked regarding would Monash University accept electronic copies. It was suggested that
electronic copies would be accepted if the source could be verified however would need to check and
confirm with CAPC members on this issue.
Footnote has fallen off the document in error when it was transformed into a PDF document. The
footnote should read as “*This category also includes students born in New Zealand and completed
their secondary education in New Zealand (see definition of terms in the procedures)”.
